The company previously expanded its terrestrial network coverage to villages with populations of around 100 people and deployed solar energy panels to power off-grid base stations. “Beeline Kazakhstan’s partnership with Starlink is a prime example of how global technology can strengthen national infrastructure. Integrating satellite and terrestrial networks will expand coverage and enable connectivity in areas where traditional infrastructure is not unfeasible. Belém, November 6, 2025 - Under Brazil's presidency, the official opening of the Leaders' Summit of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) took place. The plenary session gathered heads of state and government, speakers of parliaments, foreign ministers, heads of sectoral ministries, and representatives of international organizations to discuss key challenges and establish commitments in the fight against climate change. The Kazakh delegation was headed by the Minister of Ecology and Natural Resources Erlan Nyssanbayev.At the opening ceremony, the President of Brazil Lula da Silva emphasized that the meeting represents an important stage of international mobilization and dialogue on the climate agenda. He noted that holding the summit in the Amazon carries deep symbolic meaning for Brazil, for the region, and for the world as it is  the first time a COP is held directly in tropical forests.During his statement at the plenary session on the first day of the summit, the head of the Kazakh delegation, Yerlan Nyssanbayev, reaffirmed Kazakhstan's commitment to the global climate agenda, informing the international community about the main climate related events held in 2025 in Central Asian countries. El-Batan, November 5, 2025 – The Secretary-General of the Organization of Turkic States (OTS), Kubanychbek Omuraliev, during an official working visit to Mexico, held talks with the Director General of the International Maize and Wheat Improvement Center (CIMMYT), Bram Govaerts. The meetings were also attended by representatives of the embassies of OTS member states accredited in Mexico – Azerbaijan, Kazakhstan, and Türkiye.During the visit to CIMMYT’s headquarters in El-Batan, State of Mexico, the Center’s Director General Bram Govaerts introduced the OTS delegation to the history and current activities of the organization, which implements projects aimed at improving cereal crop varieties, adapting agriculture to climate change, and ensuring sustainable development of the agricultural sector.The OTS delegation also visited CIMMYT’s biotechnology laboratory, where the Center’s specialists demonstrated modern plant analysis and breeding techniques. The event is organized by the Embassy of Kazakhstan in Estonia with the support of the Akimat of Almaty and the «Almaty Auenderi». The program was attended by Zhenisali Yerzhanov, the neo-ethno folk band «Arkayim», duet «Muzart Life», the ensemble of folk instruments « Sazgen sazy » and the ethno-rock band « Ulytau ». The audience got acquainted with the folk music of Kazakhstan. Melodies on national musical instruments, kuyi, musical compositions by Kazakh, Estonian and other foreign composers were performed on the stage. The guests of the evening included political, academic and business circles of Estonia, Ambassadors of foreign countries, the Kazakh diaspora, as well as representatives of cultural and public organizations of the Estonia. Currently, 12 cemeteries are on the balance sheet of the municipal housing and communal services department, the contractor is carrying out work on garbage removal and fence repairs, and in winter, the main driveways will be cleared of snow. During the departure, it was noted that in addition to timely garbage removal, cemetery territories need: routine maintenance of driveways, pruning of deadwood to prevent trees from falling on burials and maintaining safety, and the arrangement of special places for storing garbage. On October 24. 2025  the Department of State Revenue for the Karaganda region, with the participation of the State Revenue Departments for the Abai district, the cities of Shakhtinsk and Saran, held a field seminar for taxpayers in the building of the Saran Cultural Center, the purpose of which was to inform and clarify current changes in tax legislation. A seminar was held by the Office of the Akim of Kostanay region and the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Kostanay region in order to enhance the competencies of ethics commissioners and personnel management specialists.The seminar was attended by: Baglay Bauyrzhan, Director of the Kostanay Branch of the Academy of Public Administration under the President of the Republic of Kazakhstan, MA in International Relations, invited speakers, experts, ethics officers of the Ministry of Economic Development, territorial divisions of the Central State Educational Institution and specialists of personnel management services.E.A. Salykbayev, Head of the Department of the ARCDGS for Kostanay region, outlined the goals and objectives of the Ethics Commissioners for the implementation of strategic objectives and conceptual documents, the ethicization of public service, the prevention of discrimination and violations of official equality in public service.On the issue of "Prevention of discrimination in public service. The social and gender aspect" was addressed by S. Bekturganov, Chairman of the Public Council of Kostanay region, member of the National Kurultai, veteran of the civil service, Candidate of Philosophical Sciences.On the issue of "Effective communication with the public and conflict management. Zueva, Head of the Center for Inclusive Education and Psychological Support of the A.Baitursynov KRU, Candidate of Pedagogical Sciences (PhD), lecturer at the branch of the Academy of Public Administration under the President of the Republic of Kazakhstan, spoke on the topic "Client-oriented communications of civil servants."On the issue of "Prevention of offenses through public control", Baylin A.M., head of the NGO "ADAL DOS PREVENTION", participant in the project "Interdepartmental Working Group", spoke.Baglay Bauyrzhan, Director of the Kostanay branch of the Academy of Public Administration under the President of the Republic of Kazakhstan, expressed his position on the implementation of values in public service, open dialogue, the formation of an expert environment, the development of analytical skills and competencies of civil servants.The participants were familiarized with information about admission and completion of public service in Kostanay region.The modern selection model is designed to make the civil service more transparent and open to professionals from different fields. For example, the office of the Akim of the region held 142 contests for vacant positions in the office of the akim of the region and regional administrations in 3 quarters of this year. The number of participants is 521 people. There were no age, nationality, or gender restrictions during the above-mentioned contests. Most of the participants were aged 40 to 50 years (187 participants), 23 to 29 years old (114 participants), 30 to 35 years old (99 participants), 35 to 40 years old (56 participants), aged 50 and above (39 participants), under 23 years old (20 participants). There are 260 female participants and 261 men. This information clearly demonstrates the equality of participants in competitions for vacant positions. There are significantly more women working in local executive bodies of the region (63%) than men (37%).The share of women in the leadership of local executive bodies of the region is 17%, including 7 out of 20 heads of regional administrations (35%).Throughout their work in the civil service, employees have the right to equal opportunities for professional development, retraining and professional growth, and equal opportunities for career growth based on professional qualities are respected, in accordance with the principle of meritocracy. Following the results of the seminar, a dialogue took place in the format of a round table on the topic: "The role of Ethics commissioners in preventing discrimination and violations of professional equality in the civil service."During the round table, the participants exchanged views and made suggestions.
