В этом году обучение завершают более 3,9 миллиона школьников, из которых свыше 215 тысяч выпускники 11 классов.📕По итогам учебного года более 31 тысячи учащихся претендуют на получение аттестата с отличием по окончании 9 класса. Среди выпускников 11 классов на получение аттестата с отличием претендуют 18 тысяч школьников. Сегодня в организациях образования страны трудятся более 420 тысяч педагогов.🖼️В рамках национального проекта «Келешек мектептері», реализуемого по поручению Главы государства, введены в эксплуатацию 217 школ, из которых 84 расположены в сельской местности. The Cassation Court for Administrative Cases of the Republic of Kazakhstan confirmed the legality of the additional charges of the Department of State Revenue for the Abai region in relation to a large subsurface user 21.05.2026
The Cassation Court for Administrative Affairs of the Republic of Kazakhstan has issued a ruling on a landmark tax dispute between the Department of State Revenue for the Abai region and a major taxpayer for the extraction and processing of precious metals, JSC.The Supreme Court fully supported the position of the state revenue authorities, annulling the previously issued acts of the lower courts in the satisfied part and making a new decision to dismiss the claim of the Joint-Stock Company.  The background of the dispute and the position of the first instanceIn 2024, the Department of State Revenue for the Abai region conducted a comprehensive unscheduled tax audit of the JSC's activities for 2021-2022. According to the results of the audit, the company accrued additional taxes and penalties, as well as reduced the amount of VAT, confirmed for refund from the budget, totaling more than 4.8 billion tenge. The basis for the charges were two key blocks of violations:- Gold shortage: unjustified deduction of expenses for a large shortage of gold identified in 2021 without reflecting the results of the inventory in the tax statements. - Consulting services from a non-resident: unlawful deduction of expenses for consulting services provided by a Russian interconnected company, LLC, for CPN and VAT deduction. The Specialized Interdistrict Administrative Court (SMAS) of the Abai region, and then the appeals board, recognized the requirements of the fiscal authority regarding accounting for the shortage of gold as legitimate. However, in terms of additional charges for consulting services, the courts sided with the taxpayer, considering that in order to exclude expenses from deductions, the tax authorities should have previously challenged the transactions in court.Having considered the cassation appeal of the Department of State Revenue for the Abai region, the Court of Cassation for Administrative Cases concluded that the conclusions of the lower courts regarding the cancellation of additional fees for consulting services were erroneous. The Court of Cassation recorded important legal positions that are crucial for the administration of large taxpayers:Powers of the tax authorities without invalidating transactions: The Court explicitly stated that the absence of a separate judicial act on invalidating the transaction does not prevent the tax authority from excluding costs from deductions and offsets. The fiscal authority evaluates the compliance of the submitted documents with the requirements of the legislation within the framework of its direct duties on tax control. Fictitious and framework-based nature of documentation: The analysis of contracts with LLC has shown their exceptionally general and framework-based nature. The acts of completed works and invoices submitted by JSC contained only the template wording "Consulting services" without detailing the types of work, volumes, time spent, tariffs and specific performers. The taxpayer could not prove the real connection of these multimillion-dollar expenses with income-generating activities. Hidden distribution of dividends: The Court of Cassation agreed with the qualification of the tax authority, which recognized these payments to a foreign company as a material benefit of an interconnected party. Since the reality of the services has not been confirmed, the transfer of 2.5 billion tenge was actually a hidden distribution of profits (dividends) in favor of the parent company with the resulting obligation to pay CPI at the source of payment.  Regarding the shortage of gold, the cassation instance once again confirmed the correctness of the Department's actions: the fact of the loss of goods should be reflected in the period when the inventory is completed (2021), regardless of the progress of the criminal investigation and the identification of the perpetrators.  The results of the review:The Court of Cassation fully satisfied the complaint of the Department of State Revenue in the Abai region, restoring the legality of budget charges in full. The Department of State Revenue for the Abai region reminds that the tax accounting of large taxpayers should be strictly based on the principles of transparency, reliability and impeccable documentary evidence of the reality of each business transaction.Source : https://www.gov.kz/memleket/entities/kgd-abay/press/news/details/1224226?lang=ru

The Legacy of the Golden Horde Is an Important Part of Kazakhstan’s Historical IdentityOn May 19, an international symposium titled “The Golden Horde as a Model of Steppe Civilization: History, Archaeology, Culture, and Identity” was held at the Palace of Independence in Astana with the participation of President Kassym-Jomart Tokayev.The Golden Horde occupies a special place in the history of Kazakhstan as the historical predecessor of the Kazakh Khanate and a state that played a key role in the formation of the Kazakh nation. This is a universally recognized historical fact,” the President stated at the international symposium dedicated to the history of the Golden Horde.According to Kassym-Jomart Tokayev, the Golden Horde became a political entity that connected East and West, and its history naturally remains the subject of extensive fundamental research.The President noted that, unlike many states of that era, the Golden Horde demonstrated a principle of strategic openness in its development, which was reflected even in the design of its cities.“At the height of its prosperity, the cities of the empire were not enclosed behind fortress walls but developed as centers of intensive trade and high human mobility. This experience convincingly refutes the myth of an eternal conflict between the steppe and the city. On the contrary, it was precisely their interaction that created one of the most flexible models of medieval statehood.”The President stressed that the topic of the Golden Horde remains highly relevant and is of particular importance both for Kazakhstan’s national history and for global historical scholarship. In this regard, Kazakhstan intends to continue the systematic and comprehensive study of this period in cooperation with the international academic community.“It is important that this symposium has brought together various research schools specializing in the history of the Golden Horde and the Great Steppe. International Symposium on the Heritage of the Golden Horde Opens in Astana with President Kassym-Jomart Tokayev in Attendance 21.05.2026
On May 19, the opening ceremony of the International Symposium “The Golden Horde as a Model of Steppe Civilization: History, Archaeology, Culture and Identity” took place in Astana, attended by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev.Held under the auspices of UNESCO on May 19–20, the large-scale international forum has brought together leading domestic and international scholars, experts, and members of the global academic community to explore the historical legacy of the Jochi Ulus and its role in shaping civilizational processes across Central Eurasia.The symposium aims to position the Republic of Kazakhstan as a leading international center for the study of the Golden Horde’s heritage while showcasing the country’s academic potential in the field of Central Eurasian civilization studies through a comprehensive interdisciplinary analysis of the political, economic, cultural, and spiritual legacy of the Jochi Ulus and its relevance to contemporary integration processes across Eurasia.As part of the symposium, a thematic exhibition dedicated to the heritage of the Golden Horde as a model of steppe civilization is also being held. The exhibition features archaeological, written, and cultural artifacts.The exhibition covers key thematic areas, including statehood and governance, steppe fashion and clothing, military affairs, interaction between steppe and urban civilizations, as well as culture, science, and art. Special attention is given to an interactive map featuring 70 archaeological and architectural monuments, 17 of which are presented with detailed descriptions, aerial photographs, and 3D visualizations.Among the key exhibits is the handwritten scroll “Shezhire of the Khans”, containing genealogical information on rulers and historical figures of the period. The exhibition also features the Catalan Atlas, the genealogical tree of the khans, coins, written sources, and everyday objects. The written heritage includes three decrees, four diplomatic letters, and 21 manuscripts presented in original, facsimile, and electronic formats.The exhibition is based on materials from major archaeological sites in Kazakhstan, including the ancient cities of Saraishyq, Syganak, Barshynkent, and other historically significant sites located across the country. The exhibition aims to promote the historical and cultural heritage of the Golden Horde and encourage further academic interest in its study.The plenary session was moderated by Sayasat Nurbek, Minister of Science and Higher Education of the Republic of Kazakhstan. During the meeting, all residents’ requests were reviewed, including issues related to housing renovation, courtyard improvement, public order, unauthorized use of land plots by third parties, organization of access roads, as well as construction works on slopes and near residential areas. The ways of how bilateral relations between Kazakhstan and African countries are being developed is in an interview with Barlybay Sadykov, Kazakhstan's Ambassador to Africa.Your Excellency Ambassador, Kazakhstan places great emphasis on cooperation with African countries. Please tell us how our republic's relations with the continent are currently developing.First of all, I would like to note that Kazakhstan consistently pursues a foreign policy aimed at developing comprehensive and mutually beneficial cooperation with African countries. Today, Africa is the fastest-growing continent on the planet, possessing enormous trade and economic potential.According to the UN, by 2050, Africa will be home to 25% of the world's population (more than 2.5 billion people). The total consumer market will be worth $16 trillion. The Continental Free Trade Area Agreement, which entered into force in 2021, unites 1.3 billion Africans in an economic bloc with a combined GDP of $3.4 trillion.In addition, Africa contains up to 30% of the world's mineral reserves, including those critical to the development of modern industry and high technology. At the same time, its geographical location and access to the Indian and Atlantic Oceans, the Mediterranean and Red Seas make the continent a new center of global production and trade. It is playing an ever-increasing role in international politics and positioning itself as a global player. More than a quarter of all UN votes come from African countries, representing a unified and influential force.For Kazakhstan, building long-term friendly political, trade, and economic relations with African countries is of particular importance due to the multi-vector and peaceful nature of our foreign policy, the importance of diversifying export markets, and the development of transit and transport potential.African countries, in turn, are showing interest in Kazakhstan due to our political and economic stability, our skillful global positioning, our non-involvement in conflicts, and our energy, food, scientific, educational, and investment potential.It was the support of African countries that was decisive in Kazakhstan's election as a non-permanent member of the UN Security Council for 2017-2018, as well as the host of EXPO-2017.In order to further expand cooperation with the countries of the continent, in September 2025, President Kassym-Jomart Tokayev approved the Conceptual Approaches and Action Plan for the Development of Cooperation between Kazakhstan and African Countries for 2025-2030. This document provides for a set of measures of a political, legal, trade, economic, investment, cultural and humanitarian nature.In addition, at the invitation of the Head of our state, visits to Kazakhstan by the presidents of the Republic of the Congo – Denis Sassou Nguesso, Guinea-Bissau – Oumarou Sisoku Embalo, the Republic of Rwanda – Paul Kagame, and the Democratic Republic of the Congo – Felix Tshisekedi took place in 2024–2025. Following the negotiations, a number of important bilateral documents on the development of cooperation were signed.Thus, Kazakhstan's interaction with African countries is steadily developing and holds enormous potential. Expanding economic, political, scientific, technical, and cultural ties is a focus of the Ministry of Foreign Affairs. Work in this area will continue to be actively pursued.Kenyan President William Ruto is making a state visit to Kazakhstan on May 19-20. What can you say about the level of cooperation between our countries?Regarding the President of Kenya's visit, I would like to note that this country was one of the first African countries to establish diplomatic relations with Kazakhstan. This occurred in 1993.On September 20, 2023, in the year of the 30th anniversary of their establishment, the leaders of the two countries met for the first time on the sidelines of the 78th session of the UN General Assembly in New York. Following the meeting, an agreement was reached to elevate bilateral cooperation to a qualitatively new level, expanding the full range of contacts, including in the areas of trade, investment, ICT, transport, logistics, and space.The head of state emphasized that Kazakhstan views Kenya as an important partner in East Africa and is interested in developing cooperation. Cisco launched the Country Digital Acceleration program and opened Africa's first Cybersecurity Training and Experience Center.Kenya has developed and implemented the M-Pesa mobile finance system. By the end of 2025, mobile money penetration reached 93%. The Kenyan e-Citizen platform is similar to Kazakhstan's eGov. The platform offers over 20,000 digital government services.
