The Ministry of Finance of the Republic of Kazakhstan has approved Rules providing for the possibility for micro and small businesses to write off penalties and fines, subject to full repayment of the principal amount of tax arrears. 27.02.2026
The document was registered with the Ministry of Justice on February 13, 2026, No. 37975.This measure is aimed at reducing the financial burden on entrepreneurs and providing an opportunity to settle tax arrears without additional sanctions.If the taxpayer fully pays off the amount of arrears (the main tax debt) that was registered as of January 1, 2026, in the period from January 1 to March 31, 2026, then:- the entire accrued penalty will be written off, including the penalty accrued before the day of full payment of the debt;- fines will be written off for those taxes and mandatory payments for which arrears have been repaid;- fines may be written off for turnover committed before January 1, 2026 during the absence of VAT registration (in the absence of enforcement measures as of January 1, 2026).To apply these measures, it is necessary to fully repay the principal amount of the debt no later than March 31, 2026.Penalties and fines will be written off based on the results of checking personal accounts by special commissions attached to state revenue bodies.The adopted Rules allow entrepreneurs to close previously formed debts without additional financial losses, reduce the debt burden and continue their activities without the risk of further accrual of sanctions.This is a real opportunity for businesses to settle their tax obligations and start working without accumulated fines and penalties.The full text of the NPA can be found at the link https://zan.gov.kz/client /#!/doc/222079/rusSource : https://www.gov.kz/memleket/entities/kgd-pavlodar/press/news/details/1170717?lang=kk
A simplified termination procedure for micro and small businesses has been approved 27.02.2026
The Ministry of Finance of the Republic of Kazakhstan has amended Order No. 654 "On certain issues of fulfilling tax obligations in the event of liquidation, reorganization and termination of activities by taxpayers (tax agents)."The document was registered with the Ministry of Justice of the Republic of Kazakhstan on February 20, 2026 under No. 38022.The amendments are aimed at simplifying the procedures for termination of business activities and reducing the administrative burden, primarily for micro and small businesses.The Order provides for:- establishment of a simplified procedure for termination of activities for certain categories of taxpayers;- the possibility of completing activities without conducting desk control for micro and small businesses that meet the established conditions;- non-application of desk control on tax reports submitted before December 17, 2025, regarding tax obligations for tax periods up to January 1, 2026, when submitting an application for termination of operations.The procedure for paying off tax debts during liquidation has also been clarified. London, February 26, 2026 – As part of his visit to London, Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held talks with the UK’s Acting Minister of State for Business and Trade and Co-Chair of the UK-Kazakhstan Intergovernmental Commission on Trade and Economic Cooperation, Chris Bryant.“As Co-Chair of the Kazakhstan-UK Intergovernmental Commission, you play an important role in advancing our multifaceted partnership. We believe that through this mechanism we will be able to achieve further practical outcomes. By expanding innovative partnerships in priority sectors, including critical minerals, nuclear energy, digital transformation and artificial intelligence, our countries can lay the foundation for long-term mutually beneficial cooperation,” said Minister Kosherbayev, during the meeting.Both sides welcomed the positive momentum in political dialogue and the sharp growth in bilateral trade, which reached 1.6 billion US dollars last year – an 84% increase. Changes to the Tax Code in 2026 regarding tax audits 26.02.2026
On January 1, 2026, the new Tax Code of the Republic of Kazakhstan entered into force, providing for significant changes in the procedure for conducting tax audits. The reform is aimed at reducing the administrative burden on businesses, increasing transparency of control procedures and speeding up the settlement of tax disputes.Key changes1. Cancellation of the division into scheduled and unscheduled inspectionsThe previous classification of tax audits into planned and unplanned is eliminated. Inspections will be carried out according to new regulated procedures without the formation and publication of public lists previously posted on the website of the Prosecutor General's Office of the Republic of Kazakhstan.This makes the process more targeted and systematic.2. Limitation of the appointment of comprehensive tax auditsComprehensive audits will be assigned taking into account the tax burden coefficient (CNI). If the taxpayer's VAT is at least 90% of the upper index of the industry average, a comprehensive audit will not be assigned for the relevant period.Exceptions are provided in the following cases::- appeals from the taxpayer himself;- the existence of grounds provided for by the Criminal Procedure Code of the Republic of Kazakhstan;- requirements of the prosecutor's office.3. Suspension of the limitation periodThe limitation period for the calculation of taxes and payments is suspended for the period of the tax audit – from the date of its commencement until the execution of the notification of the audit results.At the same time, special rules have been established for periods for which less than 30 calendar days remained before the expiration of the limitation period on the date of the start of the audit.4. Delivery of orders and appeal procedureThe order for the appointment of an audit must be handed over to the taxpayer within three working days from the date of his discharge.Appealing an order during the inspection period does not suspend the inspection itself.5. Limitation of the requirements for the provision of documents for micro and small businesses- the requirement to provide documents within the framework of the inspection can be served no more than twice.;- the deadline for fulfilling the claim has been reduced to 10 working days, with the possibility of extending it to 30 working days at the request of the taxpayer.6.
