New Public Services in Land Relations Available Online via the Unified State Real Estate Cadastre (USREC) 27.02.2026
Since January 2026, three public services in the field of land relations have been automated in the Republic of Kazakhstan. According to the State Corporation “Government for Citizens,” the following services are now available online: changing the designated purpose of a land plot, extending the lease term of a land plot, and purchasing a land plot into private ownership.The service for changing the designated purpose of a land plot allows applicants to submit an online request when a modification of the land use category is required, including cases where a land plot designated for agricultural use is intended for construction purposes.The service for extending the lease term enables lessees to submit an application electronically no later than 90 calendar days prior to the expiration of the lease agreement.In addition, the procedure for purchasing a land plot into private ownership has been digitized. The acquisition may be completed online either as a one-time payment or by installment, in accordance with the established procedure.The services are provided through the integration of the Unified State Real Estate Cadastre (USREC), the e-government portal, and local executive bodies. Kazakhstan and the University of Liège Expand Cooperation in Science, Innovation and Space Technologies 27.02.2026
Liege, 26 February 2026 – Ambassador of Kazakhstan to Belgium Roman Vassilenko met with the Rector of the University of Liège (ULiège), Anne-Sophie Nyssen, and Vice-Rector for Education and Student Life Frédéric Schoenaers. The parties discussed the current state and prospects for expanding cooperation in higher education, research, and innovation.The Ambassador emphasized that Kazakhstan is steadily strengthening its role as a regional educational and research hub in Central Asia. The country hosts numerous international academic centers and is actively developing double-degree programs and strategic partnerships with leading global universities. Special attention is given to applied research, digitalization, artificial intelligence, and technology transfer.The parties expressed interest in expanding cooperation in high-technology and research-intensive fields. It comprises 11 faculties covering engineering, natural sciences, medicine, humanities, and social sciences. ULiège hosts approximately 27,000 students and employs around 5,700 academic and research staff.The University has strong expertise in engineering, space technologies, and astrophysics, including participation in European Space Agency projects through the Centre Spatial de Liège and the STAR Institute. A major strength is agro- and bioengineering at the Gembloux Agro-Bio Tech campus, where research in agronomy, sustainable agriculture, agroecology, and precision farming is actively developed. ULiège is also actively involved in international research consortia and EU programs.Currently, eight students from Kazakhstan, including one PhD candidate, are enrolled at ULiège, and one Kazakh national is employed as a staff member. The final extended meeting was chaired by Vice Minister of Finance Dauren Kenbeil and Chairman of the Committee Yerzhan Mynzhasarov, with the participation of heads of territorial subdivisions.In 2025, 1,359 audit activities were conducted (22% less than in 2024), but the volume of identified violations increased by 36% — to 462 billion tenge. The effectiveness of a single inspection increased by more than a third. 418.4 billion tenge was recovered and restored to the budget.One of the key areas of work last year was online budget monitoring, thanks to which every tenge of public funds was controlled remotely. Over the year, 1.5 billion tenge in unjustified payments was confirmed, of which more than 1 billion tenge was returned to the treasury.The Committee paid special attention to oversight of major expenditures and socially significant projects. Thanks to this, unjustified price inflation in public procurement amounting to over 57 billion tenge was prevented.Digitalization is fundamentally changing the control system, and the Committee is actively improving its approaches. The integration of the Financial Reporting Depository (FRD) with E-Minerals allowed the coverage of subsoil users to be expanded almost threefold — from 460 to 1,400 persons. Госуслуги с индивидуальным сопровождением: как работает сервис «Персональный менеджер»Получать государственные услуги без ожидания и с персональным сопровождением предпочли более 60 тысяч граждан в 2025 году. Сервис «Персональный менеджер» доступен как в фронт-офисах, так и в формате выезда на дом, сообщает сообщает Госкорпорация «Правительство для граждан».  Услуга «Персональный менеджер» действует во всех центрах обслуживания населения, включая специализированные, и предусматривает приоритетное обслуживание. Для её получения необходимо обратиться на стойку регистрации, где заключается договор, после чего специалист сопровождает услугополучателя на всех этапах оформления документов. Стоимость услуги в центрах обслуживания населения составляет 5 697 тенге, в специализированных центрах - 6 306 тенге. Для граждан, которые по различным причинам не могут посетить центры обслуживания населения, предусмотрен формат выезда персонального менеджера на дом. Специалист прибывает по предварительной заявке в согласованное время и место. Стоимость выездного обслуживания составляет 7 447 тенге и включает организационные и логистические расходы.     В выездном формате услуга предоставляется по государственным услугам ЦОН, за исключением оформления паспорта, удостоверения личности, водительских удостоверений и перерегистрации транспортных средств. Услуга особенно востребована у родителей с маленькими детьми, граждан с плотным рабочим графиком и предпринимателей, при этом воспользоваться ею может любой заявитель по желанию. Такой формат позволяет заранее спланировать получение услуги и минимизировать время ожидания. Подать заявку на выезд персонального менеджера можно на официальном сайте Госкорпорации, перейдя в раздел «Услуги для граждан» и выбрав подраздел «Выезд на дом персонального менеджера». This makes the industry one of the most favorable compared to other sectors of the economy.In order to support entrepreneurs and improve the quality of accounting and tax accounting, the Ministry of Finance of the Republic of Kazakhstan is holding an action "People's Accountant."        The promotion is held from January 5, 2026 and will last until June 30, 2026.        "People's Accountant" is a free advisory assistance for individual entrepreneurs and small businesses.            Work schedule in the first months of January-February 2026 consultations 3 times a week (Monday, Wednesday, Friday) from 10:00 to 13:00. What has changed in tax audits since January 1, 2026 27.02.2026

Republican Command-and-Staff Exercise “Koktem–2026” Held 27.02.2026
Today, in accordance with the organizational guidelines of the Ministry of Emergency Situations of the Republic of Kazakhstan and the regional akimat, the republican command-and-staff exercise “Koktem–2026” was conducted in the district as part of preparations for the spring flood period.The exercise was organized to prevent possible emergencies during the spring season and to improve the readiness of command bodies and forces of the state civil protection system. Deputy Akim of the district Samat Smagulov and Deputy Head of the Emergency Situations Department of Kyzylorda Region Bekbolat Abdykadirov took part in the event and monitored the implementation of practical measures.During the exercise, organized jointly with the district civil protection services and territorial units of the city of Baikonur in the Russia, the actions of command authorities in the event of a flood threat were practiced, and the emergency response mechanisms of civil protection services were tested.In addition, work on strengthening protective dams in high-risk flood zones and ensuring road safety was inspected. The Ministry of Finance of the Republic of Kazakhstan has approved Rules providing for the possibility for micro and small businesses to write off penalties and fines, subject to full repayment of the principal amount of tax arrears. 27.02.2026
The document was registered with the Ministry of Justice on February 13, 2026, No. 37975.This measure is aimed at reducing the financial burden on entrepreneurs and providing an opportunity to settle tax arrears without additional sanctions.If the taxpayer fully pays off the amount of arrears (the main tax debt) that was registered as of January 1, 2026, in the period from January 1 to March 31, 2026, then:- the entire accrued penalty will be written off, including the penalty accrued before the day of full payment of the debt;- fines will be written off for those taxes and mandatory payments for which arrears have been repaid;- fines may be written off for turnover committed before January 1, 2026 during the absence of VAT registration (in the absence of enforcement measures as of January 1, 2026).To apply these measures, it is necessary to fully repay the principal amount of the debt no later than March 31, 2026.Penalties and fines will be written off based on the results of checking personal accounts by special commissions attached to state revenue bodies.The adopted Rules allow entrepreneurs to close previously formed debts without additional financial losses, reduce the debt burden and continue their activities without the risk of further accrual of sanctions.This is a real opportunity for businesses to settle their tax obligations and start working without accumulated fines and penalties.The full text of the NPA can be found at the link https://zan.gov.kz/client /#!/doc/222079/rusSource : https://www.gov.kz/memleket/entities/kgd-pavlodar/press/news/details/1170717?lang=kk
