Transition to the updated special tax regime based on the simplified declaration under the new Tax Code 23.12.2025
In connection with the entry into force of the new Tax Code and taking into account changes to special tax regimes, taxpayers who currently apply the special tax regime based on the simplified declaration, the retail tax, as well as the regime using a fixed deduction, are required to submit a notification of the applied tax regime. To apply the special tax regime based on the simplified declaration, taxpayers must submit a notification of transition to this regime during the period from 1 January to 1 March 2026 (transition period) in accordance with the provisions of Article 840 of the new Tax Code. Taxpayers who submit such a notification will be recognized as applying the simplified declaration regime from 1 January 2026. Within the framework of the new Tax Code, submission of such notification will be available starting from 1 January 2026. Automatic submission of the notification will be implemented through:the Taxpayer’s Cabinet in the information system “Integrated Tax Administration System”, where the option “Notification of the applied tax regime” will be available in the “Submit documents” section. Taxpayers will be able to submit it by signing with their electronic digital signature (EDS), including via the “E-Salyq Business” mobile application;mobile applications of major banks. In addition, it will be possible to submit this notification in paper form to the State Revenue Department at the taxpayer’s place of registration. For the purpose of informing taxpayers, the State Revenue Committee will send a push notification to the new Taxpayer’s Cabinet regarding the need to submit the specified notification for transition to the special tax regime based on the simplified declaration, including a step-by-step action algorithm. In view of the above, taxpayers applying special tax regimes in the current year need to determine the most appropriate tax regime for further business activities. The State Revenue Committee provides comprehensive assistance in explaining the transition provisions, including through the SRC call centers. Taxpayers are recommended to determine the optimal tax regime in a timely manner and submit the relevant notifications for transition to the special tax regime based on the simplified declaration. This will ensure a smooth transition and help avoid the automatic application of the general taxation procedure. At a meeting of the Supreme Eurasian Economic Council, Head of State Kassym-Jomart Tokayev drew attention to the need to further strengthen the economic potential of the Eurasian Economic Union and identified priority areas for the development of the integration association. According to the President, the world is currently entering an era of mass digital transformation and artificial intelligence. In this regard, it is important to introduce modern technologies into all sectors of the economies of the EAEU member states. The Head of State proposed a phased introduction of artificial intelligence technology into the activities of the EAEU. In particular, he said that such systems can already be used to plan trade flows and assess the impact of customs duties. He also proposed considering the possibility of adopting a joint statement on the responsible use of artificial intelligence in the Economic Union space during the traditional Eurasian Economic Forum to be held next year under Kazakhstan's chairmanship of the EAEU. Kassym-Jomart Tokayev noted that the Eurasian Economic Union has a high potential to become an important transport and logistics hub in the world. According to him, major corridors such as the Western China-Western Europe, North-South, and Trans-Caspian international transport routes pass through the territory of the union's member states. The President noted that Kazakhstan, together with foreign partners, is actively developing a network of international multimodal logistics centers and terminals in the Russian Federation, China, Azerbaijan and other countries. He also noted that similar infrastructure facilities are being developed in Romania and Hungary. The Head of State called on other member states of the organization to participate in this work in order to stimulate trade and reduce freight transportation costs. The President emphasized that customs regulation and measures of state supervision in the field of transport, sanitary, veterinary, phytosanitary should not be used as a means of implementing certain decisions within the organization. Recalling that since the establishment of the EAEU, a number of documents aimed at creating a barrier-free trade environment have been adopted, he noted that now it is necessary to fully implement these tasks and promptly resolve issues that impede mutual trade and free movement. In this regard, the Commission was invited to consider the possibility of introducing artificial intelligence technology that would monitor the legislative initiatives of member states in order to promptly identify obstacles. Kassym-Jomart Tokayev also touched upon the expansion of trade and economic cooperation. According to him, this year an agreement on a free trade zone was signed with Mongolia, and an agreement on economic partnership with the United Arab Emirates. A similar agreement is also being concluded with Indonesia. The President assessed these agreements as a significant result of joint work and noted that other countries are increasingly interested in deepening trade relations with the Eurasian Economic Union. The canning plant was launched in 1992, and today the company produces approximately 100 products. In 2015, a meat processing complex was commissioned, with a daily processing capacity of up to 400 head of cattle and approximately 700 head of small ruminants. The complex produces freshly chilled and frozen meat, as well as semi-finished products. Both factories are equipped with modern European equipment.The company also operates a facility for processing waste (bones and blood) into meat and bone meal. This product, a protein-mineral feed of animal origin, is in high demand on poultry farms, helping to strengthen the musculoskeletal and skeletal systems of broilers, as well as improve egg production and eggshell quality in laying hens.Kubley LLC's products are sold domestically in Kazakhstan and exported to Kyrgyzstan, Turkmenistan, and Uzbekistan. Previously, exports were also made to Iran, China, and Russia.Aset Nusupov also visited the West Kazakhstan branch of JSC "National Center for Expertise and Certification" and learned about its operations.
