The ceremonial lighting of the city's main New Year's tree took place in Shymkent. Shymkent Mayor Gabit Syzdykbekov participated in the festive event, organized for the first time in this format and attracting thousands of residents and visitors to Astana Square. Every year, this symbolic event unites residents and visitors to the metropolis, creating a mood of joy, comfort, and anticipation for the New Year. It's worth noting that New Year's trees were lit simultaneously in five districts of the city: in Yenbekshinsky District (in Alatau Park), in Al-Farabiysky District (on Arbat Street), in Turansky District (on the grounds of the Friendship House), in Abaysky District (on Nauryz Square), and in Karatausky District (on Astana Square). That evening, Astana Square was transformed into a truly festive space, becoming a focal point for city residents. Magnificent illuminations, thoughtful themed decorations, and a vibrant entertainment program filled the square with a magical atmosphere. Rides were available for younger guests, and the area was decorated with over 80 fir trees, enhancing the winter holiday spirit. An hour before the main ceremony, figure skating demonstrations took place. Winners and runners-up of international and national competitions demonstrated their skills on the ice. The program included short and free skate routines, as well as group ice dance routines, providing a vibrant opening to the gala evening. The evening culminated in a concert featuring local and renowned national performers, which was warmly received by the audience. It's also worth noting that, at the behest of the city's mayor, Shymkent opened its first outdoor ice rinks. This initiative to create comfortable winter recreation areas has enabled even more city residents to enjoy active winter leisure activities and spend time outdoors. Asset Nusupov visited the West Kazakhstan Region on a working visit. FAQ onUAPF 1) What amount of pension savings and under what conditions can be used to improve housing conditions and/or pay for medical treatment? Lump sum pension benefit payment (LSPBP) – The amount of pension savings formed through compulsory pension contributions (CPCs) withdrawn by the CPC contributor (beneficiary) from the UAPF for the purpose of improving housing conditions and/or paying for medical treatment in accordance with the procedure established by the Social Code of the Republic of Kazakhstan. LSPBPs for oneself or one's spouse or close relatives is made if one of the following conditions is met: • If the amount of pension savings from compulsory pension contributions (CPC) available in the individual pension savings account (IPSA) of the CPC contributor exceeds the minimum sufficiency threshold (MST) for pension savings, determined in accordance with the methodology approved by the Government of the Republic of Kazakhstan (an amount exceeding the MST may be used);• If the amount of the pensioner's pension ensures a replacement ratio of the beneficiary's average monthly income of at least 40%, determined in accordance with the procedure established by the Government of the Republic of Kazakhstan. When calculating the average monthly income replacement ratio, the pension amount from the basic and solidarity components and the beneficiary's income prior to the retirement date are taken into account, but not more than the average monthly income in the republic (up to 50% of savings may be used);• If the CPC contributor has entered into a pension annuity agreement with an insurance company (up to 100% of the savings remaining in the individual pension savings account may be used);• If the person is a beneficiary of a long service pension (up to 100% of the savings in the IPSA can be used).It's important to remember that withdrawing pension savings from the UAPF will reduce the amount and duration of future pension benefits. At the same time, starting January 1, 2024, individuals in socially vulnerable groups are entitled to standard tax deductions (up to 882 minimum monthly calculation indices) on LSPBP income. However, many individuals paid their IIT immediately upon withdrawal of LSPBP. In this case, beneficiaries in socially vulnerable groups can submit a corresponding application and supporting documents to the UAPF for a recalculation and refund of the IIT withheld. Previously, the deadline for submitting such documents was three years, and those who withdrew their LSPBP in 2021-2022, for various reasons, did not have time to do so. On July 15, 2025, amendments and additions were made to the current Tax Code, extending the statute of limitations for such requests from individuals from 3 to 5 years. However, this provision will only be in effect until December 31, 2025, inclusive, as a new Tax Code will take effect on January 1, 2026, which provides for a 3-year period for the refund of the individual tax. Therefore, those eligible for a refund of the individual tax are advised to submit their documents in 2025. 6)Who is entitled to recalculation and refund of IIT? The list of individuals eligible for a recalculation of taxable income and individual income tax is defined by the current Tax Code of the Republic of Kazakhstan. These include individuals with disabilities of the first, second, or third groups; one parent or guardian of a child with a disability; one adoptive parent or foster parent of orphans; combat veterans; and other categories. The full list of individuals is provided in Article 346 of the Tax Code of the Republic of Kazakhstan. The deadline for submitting documents for a personal income tax refund has been extended from three to five years. However, this deadline expires on December 31, 2025, as the new Tax Code comes into effect on January 1. Therefore, you should hurry and submit your application and the required documents to your nearest UAPF branch. After the recalculation, the funds will be returned to your pension account.7) If the deferred IIT was chosen when withdrawing lump sum pension benefit payments, will pension savings increase by this amount in connection with the abolition of the IIT from 2026? Due to the introduction of the new Tax Code of the Republic of Kazakhstan on January 1, 2026:• IIT will not be withheld from all types of pension benefits, except in cases where the recipient is a non-resident of the Republic of Kazakhstan, and will also not be withheld from the LSPBP.• The changes also include the cancellation of accrued IIT payments from the LSPBP for housing/medical expenses deferred until retirement, effective January 1, 2026, but do not provide for a refund of previously paid taxes. However, the cancellation of the deferred IIT will not increase the amount of pension savings due to the CPC/COPC, including the amount available for withdrawal. This only means that the deferred IIT amount will be written off, and the contributor will not have an IIT debt to the state.As a reminder, until January 1, 2026, there are two ways to withhold IIT when withdrawing LSPBP: immediately upon receipt of LSPBP or deferred until retirement (10% of all used pension savings are withheld after the beneficiary's retirement. In compliance with the Social Code's requirement that the UAPF annually, no later than five working days after the official publication of the law on the republican budget for the following financial year, publish in the media, as well as on its own website, the minimum adequacy thresholds (MAT) for pension savings calculated for the upcoming year, the Fund announces the MAT for 2026. As a reminder, the MAT is the minimum amount of pension savings (formed through compulsory pension contributions) required to provide a contributor with a monthly pension no less than the minimum pension. This is an estimated amount of pension savings, calculated based on current and projected socio-economic indicators, the minimum pension, minimum wage, subsistence level, as well as inflation and investment returns. Nurbaev.The project to build a modern dairy farm was implemented by Moyyldy-Baikonur LLP and is one of the largest agro-industrial facilities in the region. Construction of the facility began in April 2024 and was completed in November 2025. VostokAgroHolding LLP acted as the general contractor of the project.The project was financed from the budget in three tranches. The funds were used to purchase modern forage harvesting equipment and technological equipment from Rota Guido, to carry out construction and installation work, as well as to purchase breeding cattle of the Holstein breed.The new dairy farm is designed to produce up to 6,000 tons of milk per year. The commissioning of the facility will increase the production of high-quality dairy products, create new jobs and make a significant contribution to the development of the agro-industrial complex of the East Kazakhstan region.Speaking at the opening ceremony, Akim of the region N. Phytoanalysis of seed material of spring grain crops. 22.12.2025
High seed quality is one of the key agronomic requirements, ensuring optimal conditions for obtaining high and stable crop yields. The prevalence of latent seed diseases in nature complicates a comprehensive assessment of their sowing qualities, which can negatively impact seed production. Therefore, preliminary diagnosis of infected seeds is crucial in improving seed quality. Many diseases are seed-borne. Furthermore, during the formation and maturation period, they become infected with root rot pathogens (Helminthosporium and Fusarium), Septoria leaf spot, and other pathogens, as well as colonized by saprophytic microorganisms. Therefore, phytopathological analysis of the seed material is necessary.Wheat seeds were submitted for laboratory analysis. According to phytoanalysis results, wheat seeds were predominantly infected with pathogens of the genus Helminthosporium, and to a lesser extent, with saprophytic fungi of the genera Alternaria and Penicillium.The following pathogens were identified:Helminthosporium, the causative agent of root rot. Seedlings were affected by dark brown streak-like spots and continuous discoloration of the epicotyl and rootlets. During the growing season, grain infection occurred early and late. From the analyzed seed lots, it was clear that early-infected grains were shrunken, with darkening affecting most or half of the grain. Late-infected grains were normally developed, but the embryo and surrounding area were dark. A latent form of the disease was observed; the grain appeared healthy, but analysis revealed the Helminthosporium pathogen. When sown, such grain can become a source of root rot infection. Under favorable weather conditions during the growing season, the causative agent, Helminthosporium, may appear on the leaves as dark brown spots, infecting the grain of the new crop.Fusarium is the causative agent of root rot. Upon germination, the grain became covered with a pale pink or white coating, indicating that infection occurred later in the growing season. When sown with such seeds, seedlings may be sparse or weakened. Alternarium is the causative agent of black germ and sooty mold. Signs of grain disease included the formation of a darkened zone around the germ. The seeds were outwardly healthy, but the Alternaria pathogen only became apparent during germination. Penicillium is a fungal infection that can reduce seed germination. High grain moisture (over 15-16%) and above-zero temperatures are favorable for the development of mold fungi.Specialists at the Mendykara District Branch, as samples are received for laboratory analysis, determine seed infestation. In the city of Aktau, in the course of a control purchase conducted by the inspectors of the Department of Technical Regulation and Metrology in the Mangistau region, the fact of the sale of diesel fuel that meets the established safety requirements was revealed.According to the results of laboratory tests, it was established that diesel fuel of the DT-L-K4 brand meets the requirements of the technical regulations of the Customs Union TR TS 013/2011 "On requirements for automobile and aviation gasoline, diesel and marine fuel, fuel for jet engines and fuel oil". In particular, the mass fraction of sulfur in the tested production was 115 mg/kg with an acceptable norm of no more than 50 mg/kg, which indicates an excess of the established indicator of 65 mg/kg.In connection with the identified violations, the authorized body filed a lawsuit in court. The claim was satisfied in full by the decision of the specialized interdistrict economic court of the Mangistau region on November 19, 2025. Changes and innovations on value added tax in the new Tax Code of the Republic of Kazakhstan 22.12.2025
The Department of State Revenue for the Mangystau region informs about key changes in the field of value added tax (VAT), which will enter into force on January 1, 2026 within the framework of the new Tax Code. The updates are aimed at increasing the transparency of tax administration, supporting fair business and simplifying the rules for the application of VAT.The new Code clarifies the categories of turnover that are not subject to VAT. These include:- sale of goods, works and services exempt from VAT;- turnover, the place of sale of which is located outside the Republic of Kazakhstan;- sale of certain categories of goods included in the list of Article 474 of the Code;- gambling business activities;- transactions for which a special tax regime is applied;- turnover related to lottery activities. Sale of a residential building or apartment by a construction company The sale of a residential building (apartment), the construction of which has begun and (or) the commissioning of which was carried out before 1.01.2026. Lease of a residential building or apartment The lease of a residential building or apartment under a long-term lease agreement with the right of purchase, concluded before 1.01.2026. When selling a residential building (apartment) purchased without VAT, the turnover amount is determined as the positive difference between the sale price and the book value of the residential building (apartment), reflected in accounting at the date of sale, excluding revaluation and impairment.The changes ensure a smooth transition of the construction industry to the new requirements. For agricultural producers, processors and agricultural cooperatives, the amount of additional VAT deductible increases from 70% to 80%. Starting from January 1, 2026, VAT will be offset according to the updated rules.:- for goods, works and services — by the date of their actual receipt;- for imports from third countries — by the date of release of goods;- for imports from the EAEU countries — by the date of VAT payment;- for works and services of non—residents - by the date of the electronic invoice statement. These rules introduce a single and understandable procedure for determining the moment of offsetting. Starting in 2026, the following tax rates will be introduced:16% is the base VAT rate. Reduced rates:- 5% from 2026 and 10% from 2027 — for medicines, medical devices and services provided by licensed healthcare entities.- 10% — for the sale of domestic periodicals. The 0% rate applies to:- export of goods;- international transportation;- supplies of fuel and lubricants for foreign airlines;- goods sold on the territory of special economic zones;- sales of refined gold. Form 300.00 will be submitted:no earlier than the 15th of the month following the reporting quarter, and no later than the 15th of the second month after it.
