Congratulations of the Head of State Kassym-Jomart Tokayev at the first Forum of Agricultural Workers 16.11.2024
"I am glad to welcome you to the first Forum of Agricultural Workers! First of all, I would like to congratulate everyone on the upcoming professional holiday – the Day of Agricultural, Food and Processing Industry Workers. It is symbolic that our event coincided with another significant event – the 70th anniversary of the beginning of the development of virgin lands in Kazakhstan. Of course, you are aware that the results of this large-scale campaign have received mixed reviews. However, it is thanks to virgin soil that the domestic agricultural industry has undergone significant positive changes, and our country has become one of the main breadbaskets in the world in a short time. The social infrastructure has improved markedly, and new settlements have appeared on the map of the country. Therefore, today, first of all, I would like to note the activities of virgin soil pioneers and farmers who worthily continue their glorious path. We have just visited a specialized exhibition. Our great achievement is the high quality of domestic products, a significant part of which is exported. Kazakhstan ranks sixth in the world in terms of arable land and pastures. We are one of the ten largest wheat exporting countries, as well as one of the leaders in flour exports. Despite the fact that this year turned out to be difficult, we were able to harvest a record harvest in the last 10 years – 26.7 million tons of grain. I congratulate our farmers and express my sincere gratitude to them for this wonderful achievement!"Source : https://www.gov.kz/memleket/entities/moa/press/news/details/884238
From the speech of the Head of State Kassym-Jomart Tokayev at the first Forum of Agricultural Workers 16.11.2024
"Comprehensive support is provided to the agro-industrial complex. Our main goal is to give a new impetus to the development of agriculture. Kazakhstan's performance in the Global Food Security Index has improved markedly. So, in 2022, our country rose to 32nd place. According to this indicator, we are the leader among the CIS countries. However, this is not a reason to rest on our laurels. We must turn agriculture into a competitive advanced industry. The agro-industrial complex should become one of the main driving forces of economic growth. Both business and the state are interested in this. First of all, it is important from the point of view of ensuring food security. The life and well-being of the villagers also directly depend on the state of the industry"Source : https://www.gov.kz/memleket/entities/moa/press/news/details/884276
The main directions of the upcoming work. first. It is necessary to ensure the availability of agricultural financing 16.11.2024
Solving the problem of chronic underfunding of the industry, the state has significantly increased spending on agriculture this year. We have moved away from the complex and opaque scheme of providing loans through subsidizing interest rates. Now farmers receive preferential loans for spring field and harvesting work directly at a rate of 5%. For the first time, the volume of such loans exceeded half a trillion tenge (580 billion tenge, previously 180 billion tenge), subsequently it will be increased to one and a half trillion tenge. The yield of grain crops this year amounted to 16 quintals per hectare, which is significantly higher than the long-term average values. 40 or more quintals per hectare were harvested from some fields with a sufficiently high quality and gluten level (32%). This was made possible through the use of modern agricultural technologies, the use of high-quality seeds, fertilizers and pesticides, as well as the renovation of agricultural machinery. Now the task is to preserve the harvested crop and prevent a collapse in prices for it. I instruct the Government to organize, through the Food Corporation, the purchase of grain from farmers in volumes sufficient to maintain acceptable prices on the market. In order to free up storage capacity in grain-growing regions, the Ministries of Agriculture and Transport should promptly ensure the movement of grain to other areas. The coordinated work of the akims of the regions is necessary here. The key to a rich harvest is timely financing of sowing and harvesting operations. Every year, farmers experienced difficulties with sowing due to delays in payments. Therefore, on my instructions, preferential loans for spring field work will be available from December this year. As a result, farmers will be able to purchase fuel, spare parts, and other necessary goods and services in advance. In my Message, I spoke about the need to attract private investment into the industry. It is necessary to gradually reduce state subsidies to the agro-industrial complex and stimulate concessional lending to agriculture by banks. Domestic financial institutions should provide agro-enterprises with the opportunity to receive "long" and affordable funds"Source : https://www.gov.kz/memleket/entities/moa/press/news/details/884284

Digitalization in the EAEU countries is the way to a barrier–free internal market 16.11.2024
The Eurasian Economic Union (EAEU) has created the integrated information System of the EAEU (AIS) in order to effectively and efficiently interact member states and businesses with government agencies of the EAEU member states. This system provides transparent, convenient and prompt data exchange. The EAEU countries are striving to fully implement this project. The EAEU AIS allows solving a significant part of the issues arising during the movement of goods to the EAEU in the areas of veterinary, sanitary, phytosanitary, transport and customs control, which significantly reduces administrative and bureaucratic barriers. The aim of the EEU is to simplify export conditions, increase the volume of mutual trade, reduce administrative burdens on businesses, ensure control of goods being moved, as well as remove barriers in the internal market of the EEU, as well as avoid the emergence of new ones.Back in 2015, a list of common processes in 21 areas of cooperation within the EAEU was approved.Common processes are information exchange that begins on the territory of one state and ends on the territory of another. This process is provided using the EAEU AIS.In general, 77 common processes are planned to be launched in the EAEU. Currently, 39 common processes are available to Member States.Today, 27 processes are at the ready stage, of which 14 will be launched by the end of 2024 and 13 processes in 2025.Thus, from the beginning of 2025, Member States will have the opportunity to join 55% of the common processes.Full-fledged implementation of common processes is one of the ways to achieve a barrier-free environment within the EAEU.The interim results of the work of the EAEU information interaction will be discussed at a meeting of the EEC Council in the 3rd decade of November this year.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/884162
