"AdiletGov" - simplification of the submission of applications, the possibilities of a digital application 17.11.2025
As part of the implementation of the "Law and Order" ideology, on November 14 of this year, the Department of Regulation and Control over the activities of bailiffs conducted explanatory work among the population about the possibilities of submitting appeals through the AdiletGov mobile application. Thanks to the app "Adilet.gov "a citizen does not need to independently send appeals to E-Otinish on the actions or inaction of a private bailiff, or wait in weekly queues for a response from the chamber or the prosecutor's office. All processes are automated: the appeal is immediately recorded in the system, if necessary, sent to the regional Chamber of Civil Protection, and in the absence of a response, it is automatically transmitted to the Department of Justice. Thus, each applicant receives fast and transparent control over the activities of the CSI without unnecessary bureaucratic difficulties. Press ServiceDepartment of JusticeKostanay region  Source : https://www.gov.kz/memleket/entities/adilet-kst/press/news/details/1106234?lang=kk

The fight against corruption is a fight for the future of our country 17.11.2025
Corruption is one of the most serious threats to the development of society. It undermines citizens' trust in the State, destroys the legal system and moral norms, and has a devastating impact on the economy and social development. The fight against corruption is becoming an integral part of the efforts of many countries seeking to ensure a sustainable and prosperous future for their citizens.Corruption covers various spheres of society, ranging from small everyday manifestations, such as bribes and bribery, to large corruption schemes in public institutions and business. This threatens the normal functioning of the economy and social justice. In conditions of corruption, resources are not used efficiently, which leads to inequality and poverty.Corruption destroys citizens' trust in the Government and institutions of power. When people see that money and power are being used for personal gain, they lose faith in the fairness and honesty of the system. This can lead to political instability and even social conflicts.Corruption has a serious impact on the economy. It hinders the development of entrepreneurship, scares away investors and reduces the competitiveness of the country. When corruption flourishes, resources are directed not to those projects that could contribute to the growth of the economy, but to satisfy the interests of corrupt officials and entrepreneurs.Corruption undermines the legal system, as it allows corrupt officials and businessmen to avoid punishment for their actions. This leads to impunity and strengthens the culture of irresponsibility, which further increases corruption. The fight against corruption is the most important condition for ensuring a sustainable and prosperous future of our country. Corruption threatens the rule of law, the economy and society as a whole. Therefore, every citizen should actively participate in this struggle to ensure a fair and just future for all. Source : https://www.gov.kz/memleket/entities/kgd-zhetysu/press/news/details/1106174?lang=kk

Ambassadors of Change: Shymkent Youth Stands for Law and Order 15.11.2025
A large-scale meeting under the slogan "The Power of Law Begins with Consciousness" was held in Shymkent, bringing together over 500 students and law enforcement officials. The event became one of the most open platforms for direct dialogue between young people and government agencies. Dialogue without intermediaries The organizers eschewed the participation of experts and NGOs, giving students the opportunity to interact directly with those responsible for city security. Present in the hall were the Deputy Mayor of Shymkent, the heads of the police, the heads of the cybercrime departments, and the city prosecutor, Gabit Mukanov. The conversation was lively, honest, and constructive: the young people came not to listen to lectures, but to discuss real problems. Main topics of the meeting Corruption. Students asked questions about whistleblower protection, punishment for violators, and everyday manifestations of corruption. Prosecutor Gabit Mukanov emphasized that fighting corruption requires not only laws but also a new culture of values, which the younger generation can foster. Internet fraud. Over 60% of police reports today are related to online scams. Law enforcement officials discussed popular scams and protection measures, and students proposed creating a volunteer group for digital education. Bullying. A sensitive topic that touched upon most of the participants. They discussed psychological pressure, bullying in chat rooms, and the lack of effective response mechanisms. Deputy Akim Särsen Küranbek noted the need for teacher training and the creation of trusted channels for reporting complaints. Gambling addiction. Students discussed the growing addiction to online casinos. Law enforcement cited examples of closed underground gambling halls, and young people proposed strengthening prevention efforts: lectures, anonymous consultations, and social campaigns. Social threats. The topics of stress, depression, social media manipulation, and attempts to lure teenagers into destructive movements were discussed. Law enforcement officials emphasized the need for prevention and digital security. Result: creation of the "Ambassadors of Change" movement Following a three-hour discussion, students and government officials agreed to launch a new youth movement, "Ambassadors of Change." It will focus on legal education, bullying and gambling prevention, promoting anti-corruption values, digital security, and participating in joint projects with law enforcement. The initiative will not be formal—the main emphasis will be on the real participation of young people in solving socially significant problems. Speech by the city prosecutor At the end of the meeting, Gabit Mukanov emphasized that respect for the law begins with personal responsibility, and that young people are capable of changing social norms faster than government reforms. He expressed confidence that the "Ambassadors of Change" will become an example of youth active participation in strengthening law and order. Why the meeting was significant • direct dialogue between students and government officials; • frank discussion of “uncomfortable” topics; • the willingness of law enforcement to listen and respond; • launch of a new social movement; • high youth involvement. Youth is the driving force of change The meeting demonstrated that students want to do more than just listen; they want to be partners with the state, participate in shaping a legal culture, and make the city safer. The Ambassadors of Change project could mark the beginning of a new wave of civic activism and a modern understanding of the rule of law.
The civil defense exercise "Kys-2025" was held in Shymkent. 15.11.2025
The two-day citywide command and staff exercise "Kys-2025," aimed at practicing civil defense responses to winter emergencies, concluded in Shymkent. Participants demonstrated a high level of preparedness and coordination in responding to accidents and disasters. During the exercises, special attention was paid to actions in the event of accidents at vital infrastructure facilities—water supply, heating, and power supply systems—as well as the elimination of traffic jams on roads. On the first day of the exercise, public alerting activities took place. The "Attention everyone!" signal was sounded throughout the city, after which information was disseminated via digital and cable television and radio channels. During the theoretical part, task forces simulated emergency scenarios and developed decision-making proposals. As part of the practical activities, a scenario was simulated in which intense snowmelt caused river and canal water levels to rise in the Karatau, Yenbekshinsky, and Turansky districts, posing a risk of flooding. Civil defense services evacuated residents, cleared riverbeds of debris, reinforced dams, and ensured the smooth operation of utility and energy systems. On the second day of the exercise, several simulated emergencies were addressed. For example, at a facility operated by JSC 3-Energoortalyk, a gas pipeline exploded and a fire broke out, causing some boilers to fail. Rescuers evacuated workers, extinguished the fire, and carried out restoration work. Additionally, another simulated gas pipeline explosion occurred on the A-2 road in the Turansky district, and a transformer failure occurred in the Karatau district, causing temporary gas and electricity outages in neighborhoods. All emergency services quickly organized the evacuation of residents and emergency response operations. The "Kys-2025" exercise demonstrated the high level of preparedness of city services for winter emergencies. It involved task forces from local executive bodies, units of the Department of Emergency Situations, the Police Department, the Health Department, as well as specialists from OңtүstіkZharyқTranzit LLP, the State Institution "Kazseldenқorғau," and military personnel from military units No. 35748 and No. 6506. Practical activities were conducted at 11 training sites, with 216 personnel and 41 units of equipment participating in the exercises. Deputy Head of the Shymkent Department of Emergency Situations, Zh. Dzhabayev, noted that the exercises confirmed the services' ability to quickly respond to any winter emergency, and emphasized the importance of such events for increasing the level of preparedness of all involved agencies. The exercises became an important stage in preparing city services for potential winter emergencies and demonstrated their readiness to quickly respond and eliminate the consequences of accidents.
