"Winter-2025" city command and staff exercises were held in Shymkent 15.11.2025
In order to respond to emergency situations that may arise during the winter period and eliminate their consequences, the city command and staff exercises "Winter-2025" were held for two days in Shymkent. The exercises were aimed at testing the readiness of the civil defense system and developing effective methods of responding to emergency situations. The main task of the exercises was to develop measures for rapid response to emergency situations that may arise in the winter in the city and eliminate their consequences. Analyzing emergency situations from previous years, special attention was paid to possible accidents in the water and energy supply systems and the elimination of traffic jams on highways. On the first day of the exercises, public awareness activities were held. The citywide “Attention!” alert was sounded, and information was broadcast via digital and cable television and radio channels. In addition, the operational teams of the city headquarters modeled scenarios for possible emergency situations and developed recommendations for decision-making in these situations. After the theoretical part, practical activities were held. During this period, measures to prevent possible threats to the city's life support systems were developed. In the practical part of the second day, several conditional emergency situations were eliminated. Due to the abundant melting of snow in the Karatau, Enbekshi and Turan districts, the water level in rivers and canals rose, creating a threat of flooding. Specialists cleaned water channels and canals, strengthened dams, and evacuated the population to safe areas. In addition, work was carried out to ensure the operation of engineering and electrical systems. On the second day, several more conditional emergencies were resolved. A gas pipeline burst and a fire broke out at the facility of JSC "3-Energoortalyk" in the Enbekshy district of the city, as a result of which a number of boilers failed. Rescuers and emergency services evacuated the facility's employees, extinguished the fire, and carried out restoration work. Several small areas were left without gas and electricity as a result of a gas pipeline explosion on the A-2 highway in the Turan district and a transformer failure in the Karatau district. Services quickly organized evacuation and emergency restoration measures. As a result of the exercises, all conditional emergencies were eliminated in a timely manner, and the civil protection services demonstrated a high level of readiness and coordination. As noted by the Deputy Head of the Shymkent Emergency Situations Department, Zh. Zhabayev, the exercises proved that the services are ready to respond promptly to any emergency situation during the winter period. The exercises were attended by operational teams of local executive bodies of Shymkent, departments of the Emergency Situations Department, Police Department, Health Department, as well as personnel of OntustikZharykTranzit LLP, the state institution Kazseldenkorgau, and military units No. 35748 and No. 6506. Practical activities were held at 11 points, involving 216 employees and 41 special equipment. The set goals were fully achieved, and the tasks were carried out in conditions as close to real conditions as possible. The exercises demonstrated the readiness of the civil defense system for emergencies during the winter period.

We expect concrete results from the work of the Council of Regional Heads, which is being established today, as well as the Business Council and other bilateral mechanisms, such as the UzKazTrade joint trading company, - said the President of Kazakhstan. According to the Head of State, there is great potential for cooperation in the agricultural sector. Kassym-Jomart Tokayev proposed, rather than simple trade, to form a full-fledged production chain for processing meat, wheat, and oilseeds, and to jointly develop livestock farming and organic farming. New direction of the agricultural sector: Financing, digitalization, investment and export 15.11.2025
Head of State Kassym-Jomart Tokayev presented a new stage of comprehensive modernization of the agro-industrial complex at the Agricultural Workers' Forum, setting specific tasks for financing the industry, digitizing it, attracting investment, and developing exports. According to the President, the agricultural sector remains a strategic pillar of the country's economy, so adapting it to modern technology, high productivity, and global competitiveness is a top priority. This year, the volume of preferential loans granted to agriculture exceeded 1 trillion tenge for the first time in the history of Kazakhstan. This is ten times more than the figure five years ago. To increase access to credit, the state introduced guarantee mechanisms. As a result, 1,300 farmers received loans guaranteed by the Damu Fund, and the problem of financing farmers with insufficient property was resolved. In addition, special attention is paid to the production of domestic machinery: 90 percent of the machinery purchased by farmers is produced in Kazakhstan. In order to renew the obsolete fleet of machinery, preferential leasing is used. The depreciation rate has decreased from 90 percent to 70 percent in four years. As part of the President's visit to the United States, a strategic agreement worth $ 2.5 billion was signed with John Deere, and over the next five years, about 3 thousand modern machines will be produced in our country. At the forum, the Head of State emphasized the importance of digitizing agriculture. Artificial intelligence and new technologies are the main tools for increasing productivity and reducing costs. The number of farms using smart farms, agrodrones, satellite monitoring and AI elements is increasing in the country, but these changes have not yet become systematic. Therefore, the Government was instructed to fully integrate information systems in the agricultural sector and create a single digital architecture. The main tasks in this direction are the formation of a digital system that accurately records grain stocks, modernization of elevators and the introduction of an electronic control system. The role of the national agricultural census for effective management of the industry based on the collected data will also increase. The President noted the urgency of increasing foreign investment in the agricultural industry and the production of deeply processed products. Currently, more than 200 investment projects have been prepared, with a total value of about 4 trillion tenge. If in 2023 the share of processed products was 35 percent, this year it reached 50 percent. Next year this figure should be increased to 70 percent. According to Tokayev, the agricultural sector is still limited to exporting raw materials, while deeply processed products can significantly increase the country's economic potential. Therefore, favorable conditions will be created for foreign investors with advanced technology. Kazakhstan's export potential is also expanding significantly. Today, our country is among the world's top 10 grain exporters and is a leader in flour exports. Kazakh grain is exported to Belgium, Portugal, Norway, Great Britain, Vietnam, Morocco and Algeria, in addition to traditional markets. Exports of vegetable oil, oilseeds and mutton are increasing. Last year, Kazakhstan exported about 18 thousand tons of mutton, entering the top ten countries in the world for this product. The volume of agricultural exports today exceeds $ 5 billion. The President noted the need to widely promote the "Qazaq Organicfood" brand in the international market due to the growing demand for environmentally friendly products. To this end, the country has approved standards for organic products and systematic work is underway. The Head of State also touched upon the issue of developing agricultural export logistics. The global demand for beef will grow to 233 million tons in the next ten years. Kazakhstan can become a significant player in this market. However, the system for implementing exports by air transport has not yet been fully established. Therefore, the Government has been instructed to transform the country's largest airports — the hubs of Astana, Almaty, Shymkent, Aktobe, Karaganda and Aktau — into regional logistics centers for agricultural products. This will strengthen the transport infrastructure and create stable export channels. According to President Tokayev, all of these initiatives are aimed at raising the agro-industrial complex to a new level and transforming Kazakhstan into a high-tech, export-oriented, and competitive agrarian power in the global market. The President noted that the potential of livestock farming is not fully realized. There are conditions for raising livestock all year round in all regions of our vast steppe. For this purpose, the state provides subsidies, irrigation of pastures, construction of feedlots, and support for the purchase of pedigree livestock. Last year, more than 60 billion tenge was allocated for this direction. In addition, there is an opportunity to expand the economy through soft loans. The goal is to increase livestock and strengthen Kazakhstan as a major meat exporter. This requires the introduction of a systematic production cycle, proper use of pastures, and a fundamental improvement in the veterinary sector. The President also paid special attention to the land issue. Since 2022, more than 14 million hectares of agricultural land have been returned to the state. The task now is to bring this land into full circulation by the middle of next year. Pastures will be given primarily to rural residents and investors with specific projects. The main tasks in this direction are the revision of the cadastral value, the transfer of land plots through electronic tenders, and the development of a single digital map of land resources. Inefficient land use will now be strictly controlled as an unacceptable problem. The water issue is the backbone of the agricultural sector. The President said that it is necessary to accelerate the modernization of water infrastructure. Currently, 60 percent of water reservoirs are under the control of agriculture, so it is necessary to widely introduce water-saving technologies. In the next three years, water-saving methods should cover at least 1 million hectares of land. Demanding that every penny spent by the state be returned, Tokayev announced that funding would be directed to regions that have increased water efficiency. According to the President, over the past ten years, gross agricultural output has grown more than 2.5 times, from 3.3 trillion tenge to 8.3 trillion tenge. The goal now is to double this figure by 2030. From November 15, it was introduced as a new means of trade across the country. This day has become one of the notable dates in Kazakhstan’s history, and the national currency has become a key symbol of our country’s independence and statehood.Since 1997, by Presidential Decree, November 15 has been celebrated as National Currency and Finance Professionals Day. Guardsmen Become Medalists at the Kazakhstan Judo Championship 15.11.2025
From November 9 to 13, the Kazakhstan Judo Championship among adults was held in the Abai Region, in the city of Semey, bringing together more than 600 athletes from 17 regions and three cities of republican significance. Servicemen of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan represented their military units with dignity, winning prize places in several weight categories.In the 66 kg weight category, an outstanding performance was demonstrated by a member of the National Guard sports team — Senior Instructor and Senior Specialist of the sports team center of Military Unit 6636, Private Baurzhan Narbayev. He took 1st place in the 66 kg category, showing confident technical superiority over his opponents.“Victory at the championship is the result of great work. I want to express my sincere gratitude to the Main Command of the National Guard and the sports team for their support and trust. Special thanks to the coaches who invest in us every day and to my fellow servicemen who always stand by my side. This medal is not only mine — it belongs to all of us. n accordance with Presidential Decree No. 826 of the Republic of Kazakhstan “On holding meetings between akims and the population,” today, district akim Berik Sarmenbayev held his semi-annual reporting meetings in the villages of Besaryk, Qoghalykol and Shirkeyli.The meetings were attended by the Executive Secretary of the district branch of the AMANAT party, Aktore Ibragimuly, district maslikhat deputies, as well as heads of independent departments and public utility services.During the meetings, the district akim shared regional news and highlighted the work carried out in the district.“Since 2022, by order of the Head of State Kassym-Jomart Tokayev, with the support of the Government and the regional akim Nurlibek Nalibayev, about 200 social facilities needed by the population have been built in our region and put into operation.144 billion 775 million tenge were allocated for the construction and major repair of 1,600 km of roads and 30 bridge crossings. This year, the share of roads in good condition in the region has reached 95%. In the city of Kyzylorda, 270 streets have been renovated.Of the 191 km section of the Kyzylorda–Zhezkazgan road assigned to us, the entire stretch has now been fully asphalted, and work is underway to install road signs and related infrastructure. The road is expected to be fully commissioned next year.This year, all settlements have been provided with 100% centralized access to high-quality drinking water. At the end of 2021, the gasification level was 67%, while today it has reached 83%. This year, 6 billion 100 million tenge were allocated for gasification projects.Between 2022 and 2024, more than 5,000 apartments were allocated to citizens on the housing waiting list. This year, 58 billion 785 million tenge were allocated from the budget for the construction of housing with a total capacity of 3,600 apartments.As a major investment project, a new 240-megawatt thermal power plant worth 215 billion tenge was built in cooperation with the Turkish investor ‘Aksa Energy’. The issue of providing Kyzylorda with hot water has been resolved. By the end of the year, multi-storey residential buildings in the regional center will be supplied with hot water,” said Berik Abdigapparuly.This year, a 2-kilometer entrance road in Besaryk village was equipped with street lighting.
