Kazakh Delegation Participated in COP30 Summit on Investments in Green Technologies 14.11.2025
Belém, November 13, 2025 — Within the framework of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), held from November 10 to 21, 2025, in Belém, a thematic session titled “Investments in Decarbonization: the Green Technologies Service Operator, the Kazakh Model, and Regional Perspectives” took place. The session focused on attracting investments for carbon emission reduction projects, establishing national service operators in green technologies, and promoting regional cooperation in the field of decarbonization.The Kazakh delegation was headed by the Director of the Scientific and Educational Center “Green Academy,” Bakhyt Yessekina. Also participating in the session were Dina Zhanadil, Managing Director for Strategy, ESG, and Big Data Analysis at the Development Bank of Kazakhstan, Aidar Yessembayev, Head of the Competence Office for Technology Commercialization at the IGTIC Center, as well as representatives of government agencies and the academic and business communities of Brazil.During the event, the Kazakh side presented the country’s experience in developing an institutional model aimed at systematically supporting climate-resilient and energy-efficient projects, advancing green financing and ESG investment tools, and ensuring verification and monitoring of results (MRV) in accordance with international standards. Brussels, November 12, 2025 – The 44th annual meeting of the Berlin Eurasian Club took place in the capital of Belgium, focusing on the theme “The Middle Corridor and Global Gateway.” The discussions centered on Kazakhstan’s growing role in shaping a new architecture of transport connectivity between Europe and Asia.The meeting brought together representatives of government from Kazakhstan and the European Union, business associations, expert and academic communities, logistics companies, and financial institutions.In his welcoming remarks, Kazakhstan’s Ambassador to Germany, Nurlan Onzhanov, emphasized that Kazakhstan is becoming an increasingly significant part of the European Union’s supply chain geography.“This is not a temporary phenomenon but an objective long-term trend based on the dynamic growth of our economic potential and the development of infrastructure ensuring intercontinental connectivity. Мероприятие прошло в формате экспертной сессии на площадке дискуссионного клуба «Экономист».В работе приняли участие первый вице-министр национальной экономики РК Азамат Амрин, вице-министр финансов РК Ержан Биржанов, директор департамента денежно-кредитной политики Национального банка РК Рустем Оразалин, директор департамента анализа и отчетности Высшей аудиторской палаты РК Нурлан Катренов, председатель совета директоров ЕНУ имени Л.Н. Свой доклад на эту тему представил первый вице-министр национальной экономики РК Азамат Амрин.Он напомнил, что в марте этого года был подписан новый Бюджетный кодекс. Перед его разработкой проведена оценка Кодекса 2008 года на соответствие стандартам Международного валютного фонда.«Рекомендации международных экспертов легли в основу обновлённого Бюджетного кодекса. Его нормы уже применены при формировании республиканского бюджета на 2026–2028 годы и разработке десятилетнего прогноза развития. Темпы роста расходов жестко увязаны с потенциалом экономики и целевым уровнем инфляции: по бюджетным правилам они составят 108,7% в 2026 году, 109,1% - в 2027-м и 109,3% - в 2028-м против 121% до реформы. Гарантированный трансферт из Нацфонда зафиксирован на уровне 2,77 трлн тенге ежегодно в 2026-2028 годах, привлечение целевого трансферта не предусматривается», - добавил АзаматАмрин.Он отметил, что отказ от целевых трансфертов стал возможен благодаря новому Налоговому кодексу, который обеспечивает рост поступлений в бюджет и снижает зависимость от средств Национального фонда. При этом бюджетная политика будет строиться с соблюдением установленных ограничений по государственному долгу. На 2026 год дефицит республиканского бюджета запланирован на уровне 2,5% к ВВП, с поэтапным снижением до 0,9% в 2028 году. Одновременно предусмотрен рост бюджета развития: его объём увеличится с 2,0 трлн тенге в 2025 году до 2,9 трлн тенге в 2026 году. Эти средства направят на приоритетные проекты, отбираемые на основе планов развития государственных органов и регионов, а также их вклада в экономический рост.Изменены подходы к исполнению бюджета. Если ранее основной задачей считалось полное освоение средств, то теперь внимание сосредоточено на достижении конкретных результатов и оценке их эффективности. Введена возможность использования неосвоенных средств с начала следующего финансового года без уточнения бюджета, что повысит гибкость и оперативность управления финансами.Кроме того, повышен статус казначейства, которому предоставлено право управлять ликвидностью бюджетных средств. Prague, 13 November 2025 – A Kazakh delegation headed by Mr. Kanat Iskakov, Vice Minister of Culture and Information of the Republic of Kazakhstan, took part in the High-Level International Religious Freedom or Belief Alliance Conference, held on 12-13 November 2025 in Prague.The event, organized under the auspices of the President of the Czech Republic Petr Pavel, brought together representatives of religions and confessions from across the world.The Conference programme included, among other activities, a panel session titled “Freedom of Religion in Eurasia: Religious Freedom and Resilience in a Transforming Region,” with the participation of representatives from Georgia, Kazakhstan, Moldova and Uzbekistan. In his remarks, Mr. Iskakov presented the audience with Kazakhstan’s model of interfaith and interethnic harmony, rooted in the rich culture and history of the Kazakh people. He also highlighted Kazakhstan’s efforts to advance interreligious dialogue at the international level. Astana, November 13, 2025 – At the initiative of the French side, Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held a telephone conversation with Minister for Europe and Foreign Affairs of the French Republic Jean-Noël Barrot.During the conversation, the parties exchanged views on issues of bilateral cooperation and emphasized the importance of further strengthening Kazakh-French relations based on mutual respect, trust, and constructive dialogue.The ministers discussed a wide range of areas of cooperation of mutual interest and expressed their readiness to further deepen the partnership between Astana and Paris.The interlocutors reaffirmed their commitment to developing political dialogue, maintaining regular contacts, and enhancing interagency cooperation. The mechanism of distribution of land plots among waiting lists 13.11.2025
A mechanism for distributing ready-made individual residential buildings built at the expense of budgetary funds in the Kunai microdistrict has been launched in Kostanay.In total, 1,792 plots of land for residential housing are planned to be distributed on the territory of the microdistrict, of which 1,668 are vacant, and 124 are with one—story and two—story residential buildings.In order to promptly implement and ensure that a large number of waiting list residents can obtain housing under this project, as well as return budget funds spent on the construction of houses, it was decided to expand the range of applicants for the purchase of residential buildings throughout the queue to 43,287 queue numbers (the number of updated waiting lists as of 11/10/2025).All houses are provided with utilities and necessary infrastructure. Kazakhstan Actively Participated in the 43rd UNESCO General Conference 13.11.2025
Samarkand, 13 November 2025 – The delegation of the Republic of Kazakhstan is completing its participation in the 43rd session of the UNESCO General Conference, held from 30 October to 13 November 2025 in Samarkand. The event, attended by over 4500 representatives out of almost 180 Member States, has become the Organization’s largest gathering, setting strategic priorities for international cooperation in education, science, culture, information, and communication for the coming years.Kazakhstan was elected Vice-President of the General Conference, re-elected to the Intergovernmental Hydrological Programme Council for 2025-2029, and to the Bureau of the 25th General Assembly of States Parties to the World Heritage Convention, while continuing its membership in the World Heritage Committee (2023-2027) – reflecting the country’s continued recognition as an active and constructive participant in UNESCO’s work.Kazakhstan has made a significant contribution to the effectiveness of the Conference, acting as the author and co-author of a number of resolutions and initiatives.A major achievement of the session was the adoption of Kazakhstan’s resolution on enhancing cooperation with and between National Commissions for UNESCO, co-sponsored by 70 Member States. The document highlighted the central role of National Commissions in implementing UNESCO’s mandate and outlined practical measures to expand their engagement with the Organization’s Secretariat, government bodies, academia, and civil society.On 31 October, State Counsellor of Kazakhstan and Chairman of the National Commission for UNESCO and ICESCO, Erlan Karin, delivered a statement at the plenary session of the General Conference. The event also celebrated the establishment, by decision of the 43rd General Conference, of the World Turkic Family Language Day, to be observed annually on 15 December – the day of the deciphering of the Orkhon inscriptions, the oldest monument of Turkic writing. This decision symbolizes recognition of the Turkic peoples’ contribution to global cultural and linguistic diversity. Delegates highly appreciated the multicultural performance by the soloists of the Kazakh ethno-folk ensemble “Turan”, featuring music in Kazakh, Kyrgyz, Azerbaijani, Uzbek, Turkish, Turkmen, and Hungarian languages.Kazakhstan co-sponsored the resolution to proclaim the International Day of Nomadic Heritage.
