However, online fraud methods and techniques are also rapidly evolving. We urge you to be especially vigilant – fraudsters are actively exploiting the capabilities of rapidly developing AI, creating videos, audio recordings, and images in which people's faces and voices are replaced with real ones. For example, false advertisements and offers to invest savings in various bonds, stocks, and financial transactions are regularly distributed on social media. Also, by exerting psychological pressure and exploiting citizens' trust in official structures, fraudsters may pose as employees of government agencies, banks, law enforcement agencies, telecom operators, and other organizations, including the Unified Accumulative Pension Fund, in order to gain access to personal and financial information. In this regard, UAPF JSC would like to remind you that the National Bank of the Republic of Kazakhstan (NBRK) is responsible for investing pension assets. It acts as a trustee for pension savings, investing them in various financial instruments in accordance with the Investment Declaration approved by the Government. In addition to the NBRK, investment portfolio managers (IPMs) may participate in managing pension assets, and a portion of savings may be transferred to them. Implementation of a Cement Plant Project in Aktobe Region Discussed at the Kazakh Foreign 12.11.2025
Astana, November 11, 2025 – Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan Gabidulla Ospankulov held a meeting with representatives of QazCement Industries and the Chinese corporation Sinoma Cement Co., Ltd., part of China National Building Material Group (CNBM).The parties discussed the progress of the investment project to build a cement plant in the Baiganin district of Aktobe Region, with a total value of approximately US 200 million US dollars. The project envisions constructing a facility with an annual capacity of 1.3 million tons of cement, with a possible expansion to 2.5 million tons, which will reduce Western Kazakhstan’s dependence on cement imports from Russia and Iran and supply the domestic market with locally produced materials.The discussion also covered infrastructure support, construction timelines, and production localization, including the use of local raw materials (chalk, clay, marl), as well as the creation of about 900 jobs during construction and 250 permanent positions after commissioning.Chairman Ospankulov emphasized the project’s strategic importance for the development of the construction industry and the industrialization of Western Kazakhstan, as well as its contribution to strengthening cooperation with Chinese industrial companies: “This project exemplifies effective partnership between Kazakh and foreign businesses. Together with the regional akimat, we identified the need for local production capacities in Western Kazakhstan – a so-called “cement gap,” which has traditionally been filled by imports from Russia and Iran. Following this, we helped the Kazakh company find a strategic partner, which became the Chinese corporation Sinoma Cement Co., Ltd. The project will not only replace imports but also create new export opportunities to neighboring regions of Russia and Central Asia,” – he noted.The QazCement Industries project is being implemented with the support of the Government of Kazakhstan through the Investment Agreement mechanism. Under the agreement, investors have committed to supplying at least 50% of production to the domestic market and to continuous training of Kazakh specialists.        In accordance with the Tax Code of the Republic of Kazakhstan, signed by the Head of State on July 18, 2025 and entering into force on January 1, 2026, a number of amendments have been introduced to the calculation and payment of corporate income tax (CIT).     Corporate income taxpayers are legal entities that are residents of the Republic of Kazakhstan, as well as non-resident legal entities conducting activities in the Republic of Kazakhstan through a permanent establishment or receiving income from sources within the Republic of Kazakhstan.     State institutions are not considered CIT payers.     State secondary education institutions have been removed from the list of non-CIT payers.     Differentiated corporate income tax rates have been introduced:     20% - general rate applied to taxable income, except for specific activities;     25% - for banking activities (excluding business lending) and gambling;     3% - for the production and processing of agricultural and aquaculture (fish farming) products, and the sale of processed products by legal entities engaged in these activities;     6% - for the activities of agricultural cooperatives, excluding those specified above;     5% in 2026 and 10% starting from January 1, 2027 for organizations engaged in the social sector, excluding non-profit organizations.     An obligation has been introduced to determine and maintain separate tax accounting for activities subject to different CIT rates.    The threshold of total annual income, taking into account adjustments for the previous tax period, above which there is an obligation to calculate and pay advance payments, has been increased from 350,000 MCI to 600,000 MCI.     The calculation of advance payments prior to submitting the tax return has been eliminated. Next, select the "service for obtaining information from third parties" and click the "request Online" button.  Enter the IIN and select the information from the list that you want to request, then sign up for the service and click "Get help".
