Changes to the Tax Code in 2026 regarding tax audits 26.02.2026
On January 1, 2026, the new Tax Code of the Republic of Kazakhstan entered into force, providing for significant changes in the procedure for conducting tax audits. The reform is aimed at reducing the administrative burden on businesses, increasing transparency of control procedures and speeding up the settlement of tax disputes.Key changes1. Cancellation of the division into scheduled and unscheduled inspectionsThe previous classification of tax audits into planned and unplanned is eliminated. Inspections will be carried out according to new regulated procedures without the formation and publication of public lists previously posted on the website of the Prosecutor General's Office of the Republic of Kazakhstan.This makes the process more targeted and systematic.2. Limitation of the appointment of comprehensive tax auditsComprehensive audits will be assigned taking into account the tax burden coefficient (CNI). If the taxpayer's VAT is at least 90% of the upper index of the industry average, a comprehensive audit will not be assigned for the relevant period.Exceptions are provided in the following cases::- appeals from the taxpayer himself;- the existence of grounds provided for by the Criminal Procedure Code of the Republic of Kazakhstan;- requirements of the prosecutor's office.3. Suspension of the limitation periodThe limitation period for the calculation of taxes and payments is suspended for the period of the tax audit – from the date of its commencement until the execution of the notification of the audit results.At the same time, special rules have been established for periods for which less than 30 calendar days remained before the expiration of the limitation period on the date of the start of the audit.4. Delivery of orders and appeal procedureThe order for the appointment of an audit must be handed over to the taxpayer within three working days from the date of his discharge.Appealing an order during the inspection period does not suspend the inspection itself.5. Limitation of the requirements for the provision of documents for micro and small businesses- the requirement to provide documents within the framework of the inspection can be served no more than twice.;- the deadline for fulfilling the claim has been reduced to 10 working days, with the possibility of extending it to 30 working days at the request of the taxpayer.6. The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan informs about the procedure for issuing a document confirming tax residency of the Kyrgyz Republic.Since 2025, the State Tax Service under the Ministry of Finance of the Kyrgyz Republic has been issuing a tax residency document mainly in electronic format. Taxation of Income of a Non-Resident from the Provision of Freight Forwarding (Transport and Forwarding) Services 26.02.2026
The Tax Code of the Republic of Kazakhstan defines a list of income of a non-resident that is recognized as income from sources in the Republic of Kazakhstan.Thus, in accordance with the Tax Code, income of a non-resident from sources in the Republic of Kazakhstan includes, among other things, income derived from the performance of works and the provision of services within the territory of the Republic of Kazakhstan.Income from sources in the Republic of Kazakhstan of a non-resident legal entity whose activities do not result in the formation of a permanent establishment in the Republic of Kazakhstan (hereinafter, for the purposes of this chapter, referred to as a "non-resident") is subject to corporate income tax at source without deductions.At the same time, income of a non-resident from the provision of freight forwarding (transport and forwarding) services is subject to taxation at the source of payment at a rate of 20 percent.If a contract with a non-resident contains provisions for the performance or rendering of various types of work or services within and outside the Republic of Kazakhstan, the procedure for calculating and withholding income tax at source established by this article shall apply to each type of work or service separately. Each stage of work performed or services rendered by a non-resident within a single production and technological cycle shall be considered a separate type of work or service for the purposes of calculating and withholding income tax at source from the non-resident's income.In this case the total amount of the non-resident's income under the above-mentioned contract must be reasonably distributed between income received from the performance of work or the provision of services within and outside the Republic of Kazakhstan.For the purposes of applying the provisions of this paragraph, a non-resident shall be required to provide the recipient of services with copies of accounting documentation executed in accordance with the legislation of the Republic of Kazakhstan and/or a foreign state, confirming the distribution of the total amount of the non-resident's income into income received from the performance of work and the provision of services in the Republic of Kazakhstan and income received from the performance of work and provision of services outside its territory. In the absence of such distribution or in the event of an unjustified distribution of the non-resident's income, resulting in an understatement of the amount of the non-resident's income taxable in the Republic of Kazakhstan in accordance with the provisions of this article, the total amount of the non-resident's income received under the above-mentioned contract from the performance of work and the provision of services both in the Republic of Kazakhstan and abroad shall be subject to taxation. ШЫМКЕНТТІҢ АУЫЛ ШАРУАШЫЛЫҒЫ: ӨНІМДІЛІКТІ АРТТЫРУ ЖӘНЕ ИНВЕСТИЦИЯЛЫҚ ЖОБАЛАРБүгін Шымкент қаласының Өңірлік коммуникациялар қызметі ақпарат алаңында өткен брифингте Шымкент қаласының ауыл шаруашылығы және ветеринария басқармасы басшысының орынбасары – Тоғай Жәнібек төмендегідей мәлімдеме жасады.2025 жылы Шымкент қаласында ауыл шаруашылығы саласында тұрақты даму байқалды. Жалпы өнім көлемі жоспардан асып, 58,2 млрд теңгеге жетті. 2026 жылы да өсім күтіліп, жалпы өнім көлемі 59,1 млрд теңге деңгейінде болады деп болжануда.Биыл 21,1 мың гектар жерге дақылдар егілді, ал болжам бойынша 81 мың тонна өнім жиналады деп күтілуде. Егіс алқаптарының құрылымы келесідей: дәнді дақылдар – 6,4 мың га, майлы дақылдар – 3,0 мың га, көкөніс-бақша – 1,8 мың га, мал азығы – 9,9 мың га.Мал шаруашылығы да тұрақты өсім көрсетті: ет – 7,6 мың тонна, сүт – 70,2 мың тонна, жұмыртқа – 242,6 млн дана. 2026 жылы бұл көрсеткіштердің одан әрі артуы жоспарланған.Импорт алмастыру және инвестициялық жобалар белсенді іске асырылуда. 2025 жылы жаңа сүтті өңдеу кәсіпорындары іске қосылып, бұрынғы өндірістер кеңейтілді. АЗЫҚ-ТҮЛІК ҚАУІПСІЗДІГІ ЖӘНЕ ВЕТЕРИНАРЛЫҚ ТҰРАҚТЫЛЫҚ2025 жылы қалада әлеуметтік маңызы бар азық-түлік тауарларының бағасын тұрақтандыру және халықты сапалы өніммен қамтамасыз ету бағытында жүйелі жұмыстар жүргізілді. Азық-түлік тауарларының тізімі 31 атауға дейін кеңейтіліп, олардың баға өсімін болдырмау үшін сауда желілері мен өндірушілермен келісімшарттар жасалды.Халыққа қолжетімділікті арттыру мақсатында 16 «Бақша» әлеуметтік павильоны ашылып, қаланың әртүрлі аудандарында апта сайын тұрақты азық-түлік жәрмеңкелері ұйымдастырылды. 2025 жылы 353 жәрмеңке өткізілсе, 2026 жылдың басынан бері 55 жәрмеңке өткізілді.Бағаны қадағалау шаралары аясында кәсіпкерлік субъектілердің қызметі талданып, шекті сауда үстемесін асыра пайдалану фактілері бойынша әкімшілік жауапкершілікке тартылды. Сонымен қатар, нарықтағы делдалдық әрекеттер анықталып, шектелді.Ветеринариялық іс-шаралар да белсенді жүргізілді: 10 түрлі жұқпалы ауруға қарсы 1,19 млн вакцина егілді, 227 776 қан сынамасы алынып, зерттелді. A public reception on personal matters was held in the Samara region 26.02.2026
Samara District Akim Serik Zhenisov held a public reception to discuss personal matters. During the meeting, residents raised a number of socially significant issues related to regional development and improving quality of life.Housing remains one of the most pressing issues. Systematic work is underway in this area in collaboration with Otbasy Bank. Large-scale housing construction is planned for the next few years, which will gradually reduce social tensions and make consistent progress in resolving the housing issue.Furthermore, requests for land leases for private farming, livestock grazing, and entrepreneurial development are increasingly being received. According to the Akim, this trend demonstrates the population's desire for economic activity, strengthening the local economy, and creating stable sources of income. Such initiatives will be supported under current legislation.All raised issues have been monitored.
