Putting up a barrier to corruption: Strengthening integrity in government revenue agencies 10.11.2025
Corruption is a systemic threat not only to the economic security of the State, but also undermines public confidence in government institutions. In the Republic of Kazakhstan, the fight against this phenomenon is one of the key priorities of state policy, enshrined in fundamental legislative acts. The State Revenue authorities (OGD), being at the forefront of ensuring tax discipline and administration of customs payments, bear a special responsibility for maintaining impeccable integrity.The fight against corruption in the Ministry of Internal Affairs of the Republic of Kazakhstan is carried out in strict accordance with the Law of the Republic of Kazakhstan "On Combating Corruption". This law establishes the legal and organizational framework for combating corruption, defines the tasks of government agencies and officials, and provides for a set of measures aimed at preventing, detecting, suppressing, and eliminating its consequences. The principle of zero tolerance for any form of corruption is implemented in the public revenue system. This means not only the inevitability of punishment for committed offenses, but also the proactive elimination of the prerequisites for their occurrence, which is the basis of anti-corruption policy.The most effective tool for minimizing corruption risks is the maximum digitalization of public services. The introduction of automated systems used, for example, for issuing electronic invoices or customs declarations minimizes personal interaction between taxpayers and inspectors, eliminating the "human factor" and the potential for extortion. Transparency of processes is guaranteed by the ability of citizens and businesses to track the status of their appeals through electronic portals, which significantly increases the accountability of OGD employees. National standards regulating the achievement of carbon neutrality in Kazakhstan have been adopted 10.11.2025
The Republic of Kazakhstan has taken an important step in sustainable development: its national standardization system has been expanded to include documents on climate change management and achieving carbon neutrality.KazStandard under the Ministry of Trade and Integration of the Republic of Kazakhstan has developed two new national standards:- ST RK ISO 14068-1 "Climate Change Management. Transition to Net Zero. Part 1. Carbon Neutrality"- ST RK IWA 42 "Guidance on Carbon Neutrality."Both standards are identical to the international standards ISO 14068-1:2023 and IWA 42:2022. Their adoption marks an important milestone in achieving the objectives outlined in Kazakhstan's Strategy for Achieving Carbon Neutrality by 2060. The adoption of these standards also strengthens Kazakhstan's role in global climate policy. They create a foundation for responsible emissions management and the implementation of science-based climate solutions.The new standards establish unified approaches and principles for all participants—environmental and analytical organizations, national and regional environmental monitoring centers, and environmental organizations. The event opened with the National Anthem of the Republic of Kazakhstan, giving the audience a sense of high spirits and unity. During the program, the “Karakoz” dance ensemble of the M. Auezov South Kazakhstan University, the student choir of the music college, as well as the “Svetoch” and “Ardager” choirs, the “Yuzhny Gorod” group, and the “Yerketay” children's dance ensemble performed. The audience enjoyed the national music and dance of the Kazakh, Slavic, Armenian, Belarusian, and Ukrainian peoples, feeling the harmony of different cultures. The mysterious sound of the duduk, the national instrument of the Armenian people, found its way into the hearts of the audience and left a special impression. And the medley of folk songs of the Slavic peoples' group "Razdolye" filled the hall with a beautiful rhythm. The Armenian "Kochari" dance and performances in national style received a huge applause from the audience. At the end of the event, letters of gratitude were presented to representatives of ethnocultural associations. It is worth noting that with the support of the Shymkent municipal state institution "Public Agreement", a number of large-scale events have already been organized with the participation of ethno-cultural associations in the city. These cultural projects have made a significant contribution to strengthening friendship, mutual understanding and public agreement between ethnic groups in our city.
Казахстан и Россия обсудили ключевые вопросы сотрудничества на заседании Межправкомиссии 09.11.2025
В Астане состоялось XXVI заседание Межправительственной комиссии по сотрудничеству между Республикой Казахстан и Российской Федерацией (МПК). Казахстанскую делегацию возглавил заместитель Премьер-министра – министр национальной экономики Серик Жумангарин, российскую – заместитель председателя Правительства Алексей Оверчук.На МПК стороны обсудили широкий круг вопросов транспортного взаимодействия. В частности, рассмотрены перспективы увеличения объемов железнодорожных перевозок в связи с запуском в сентябре вторых путей на участке Достык – Мойынты и планируемым ростом транзита по маршруту Китай – Европа – Китай. Достигнута договоренность о совместной оценке перспективных объемов грузов, проходящих через казахстанско-российские пункты пропуска, а также о дальнейшем содействии развитию международного транспортного коридора «Север – Юг» для увеличения грузопотока в двустороннем и транзитном сообщении.Казахстанская сторона также подняла вопрос о проблемах казахстанских автоперевозчиков, связанных с изменениями в российском миграционном законодательстве, вступившими в силу с 1 января 2025 года. Согласно новым нормам, срок пребывания иностранных граждан без регистрации в России сокращен с 180 до 90 дней в течение года. Российская сторона выразила готовность содействовать скорейшему решению вопроса по возвращению прежнего срока пребывания казахстанских водителей, осуществляющих международные перевозки, до 180 дней.Отдельное внимание уделено вопросам агропромышленного комплекса. Стороны обсудили совместную работу по созданию новых конкурентоспособных сортов сельскохозяйственных культур с высокой урожайностью, устойчивостью к внешним факторам и улучшенными качественными характеристиками.Достигнута договоренность о расширении объемов взаимной торговли сельхозпродукцией и продовольствием. Российская сторона выразила готовность рассмотреть вопрос снятия фитосанитарных ограничений на ввоз из Казахстана семян льна и чечевицы, а также обеспечить возможность транзита зерна и зернобобовых с накоплением на территории России.В ходе заседания также обсуждены актуальные вопросы сотрудничества в сферах топливно-энергетического комплекса, финансов, нефти и газа, промышленности, атомной энергетики, стандартизации и метрологии, туризма, образования, связи и информационных технологий.По итогам заседания главы делегаций подписали протокол XXVI заседания Межправкомиссии.
