PROTECTION OF HUMAN RIGHTS AND FREEDOMS IS THE MAIN PRINCIPLE OF THE NEW CONSTITUTION 09.02.2026
The updated version of the Constitution clearly sets out the unshakable principles and values that determine the fundamental directions of the state's development. Among them, the issue of protecting human rights and freedoms was identified as a top priority. The new Constitution recognizes the person, his life, rights and freedoms as the highest value, and this principle is enshrined at the constitutional level. The state considers the protection of the rights and legitimate interests of citizens as one of its main tasks. This strengthens the principles of the rule of law and lays a solid foundation for creating a just and open society. The new version of the Constitution places special emphasis on the protection of personal freedom, honor and dignity of citizens, equality before the law, as well as the observance of legal guarantees. These norms are aimed at protecting the interests of citizens in the practice of law enforcement and increasing the responsibility of state authorities. The 2026 constitutional reform will serve to strengthen mutual trust between society and the authorities, identifying the protection of human rights and freedoms as a key factor in the sustainable development of the state. The updated Constitution will create a solid legal basis for ensuring the rule of law in the country and ensuring the safe and free life of every citizen.

National Fund for Children: Accruals for 2025 09.02.2026
By order of the Head of State, one of the country's most important social projects, "National Fund for Children," has been implemented since January 1, 2024.The program aims to build initial savings for young Kazakhstanis to support their successful start in adult life. These savings can be used to improve their housing conditions and/or pursue an education, or saved for the future as retirement savings.Every year, minor children receive funds from the National Fund in the form of targeted requirements, as well as investment income, into their UAPF accounts. Upon reaching adulthood, the accumulated requirements are transferred to the UAPF as targeted savings in their targeted savings accounts. Based on the results of 2025, 6,918,656 Kazakhstani children received the next payment of 130.71 US dollars per child. As a reminder, 50% of the National Fund's investment income is distributed equally annually among all children who are citizens of Kazakhstan. Information on children is obtained from the State Database of Individuals (SDB I) as of the end of December 31 of the previous year. In addition, all minor children participating in the program receive additional investment income annually on their previously accumulated claim amounts.For children participating in the program for the third year, the additional investment income over the past two years totaled $9.95. According to the law, the amounts accrued to children remain part of the National Fund's assets and continue to be invested. Thanks to continued investment, each child's target requirements amount increases annually through the investment income received. Since the program's inception, the total amount of payments to all children from the National Fund has reached approximately $2.5 billion.In 2026, 356,613 Kazakhstani citizens will turn 18 and will be eligible to use their targeted savings.As a reminder, in the year children reach adulthood, their target requirements become target savings and are automatically credited in US dollars to their target savings accounts in the UAPF at the beginning of the year. From the date they reach their 18th birthday, they have the right to independently use their target savings to improve their housing conditions and/or pursue an education, or to save them for the future as retirement savings. Accuracy and completeness of children's recordsWhen forming a complete list of children participating in the program, the UAPF takes into account the following information obtained from the State Database of Individuals through the integration of digital systems:about children who were citizens of the Republic of Kazakhstan by birth;about children who acquired citizenship of the Republic of Kazakhstan after birth, indicating the date of acquisition of citizenship of the Republic of Kazakhstan;about children who have lost or renounced citizenship of the Republic of Kazakhstan;about deceased children, indicating the date of death or the date of entry into force of the court decision declaring them dead;about updating other information about children contained in the State Database of Individuals.When determining the number of program participants by the end of 2025, children who were previously not included in the list were also taken into account, including those whose data in the State Data Bank of Individuals was incomplete or outdated. Brussels, 8 February 2026 - a poetic event marking the 95th anniversary of the birth of Mukagali Makatayev, a prominent figure of 20th century Kazakh poetry, was held at the Kazakh Cultural Center in Brussels.The event was organized in the format of an open poetry class and brought together children and adults studying the Kazakh language and culture in Belgium. As part of the program, poems by the poet were recited and songs based on his verses were performed. Al-Kuwait, February 8, 2026 – Ambassador of the Republic of Kazakhstan to the State of Kuwait, Yerzhan Yelekeyev, took part in the 5th General Assembly of the Digital Cooperation Organization (DCO) and the International Digital Cooperation Forum held in Kuwait City, together with a delegation from the Ministry of AI and Digital Development of the Republic of Kazakhstan.The Digital Cooperation Organization brings together 16 member states and serves as one of the key international platforms for the development of the digital economy and technological cooperation. The events were attended by ministers and heads of government bodies responsible for information technology and digitalization in the member states.During a thematic panel on the future of the digital economy, Ambassador Yelekeyev presented the results of Kazakhstan’s digital transformation. It was emphasized that, according to the UN E-Government Development Index 2024, Kazakhstan ranks 24th among 193 countries worldwide and is included in the group of countries with a very high level of e-government development, while ranking 10th globally in online services.In his remarks, the Ambassador highlighted Kazakhstan’s strategic approach to digitalization as a key element of economic infrastructure and a driver of national competitiveness. Al-Kuwait, February 8, 2026 – Ambassador of the Republic of Kazakhstan to the State of Kuwait Yerzhan Yelekeyev held a meeting with Waleed Al-Bahar, Acting Director General of the Kuwait Fund for Arab Economic Development.During the talks, the parties discussed prospects for resuming and strengthening cooperation between Kazakhstan and the Kuwait Fund for Arab Economic Development (KFAED), as well as opportunities to utilize technical assistance instruments for the implementation of priority infrastructure projects.Following the meeting, an agreement was reached on the Fund’s readiness to allocate up to USD 5 million in 2026 to provide technical assistance to the Republic of Kazakhstan. The new principles and norms in the new text of the Constitution are innovations that can serve as an example and a guideline for other countries. This was stated by State Counselor Yerlan Karin at the ninth meeting of the Constitutional Reform Commission. According to him, some citizens are also posting comments on social media saying, "Before we get into trouble, we should just copy another country's Constitution." "Recently, due to the development and prosperity of completely new directions, such as digitization and digital technology, many states are considering introducing relevant norms into the constitutional and legal system. Our country is one of the first to introduce the norm of digital data protection into the Constitution. That is, the new principles and norms in the new text can serve as an example and a guideline for other countries," noted Erlan Karin. The State Counselor noted that paragraphs 1 and 2 of Article 21 of the Constitution guarantee the right to privacy, the right to personal and family secrecy, and the right to protection of personal data from unlawful collection, processing, and use. "That is, we are one of the first countries to enshrine in the Constitution the protection of personal data in the digital space as a new measure of human rights protection. This is another proof of the future-oriented nature of the new Constitution," he emphasized. The new Constitution of the Republic of Kazakhstan radically updated the content of the Preamble, defining the historical foundations of statehood and the strategic direction of the country's development. The introductory part, while paying tribute to national history, systematizes important principles for modern society and future-oriented priorities. The updated Preamble for the first time established human rights and freedoms as the fundamental value and main priority of the state. This defines the core of state policy aimed at protecting the rights and ensuring the legitimate interests of citizens. At the same time, unity and solidarity, as well as interethnic and interfaith harmony, which are the basis of social stability, were affirmed as a solid foundation of statehood. Principles such as justice, law and order, and respect for nature, which have become an important component of public consciousness in recent years, have also been clarified at the level of the Constitution. In addition, the Preamble systematically reflects the historical path of statehood and the origins of civilization, clearly demonstrating the continuity of the country's development. The text of the new Constitution was developed with broad public participation. During the preparation of the document, the amendments and new norms proposed by the Constitutional Commission were comprehensively reviewed for almost six months. During this period, the draft Constitution was presented to various representatives of society for discussion and an open exchange of views was held. Proposals from citizens, experts, public activists and organizations were accepted through the e-Gov and e-Otinish platforms. As a result, more than two thousand proposals were received regarding the structure and content of the Constitution. As a result of the analysis of the received opinions and proposals, the first version of the new text of the Basic Law was formed. This process demonstrates that the Constitution was developed as a document that meets the needs of the people and modern requirements. The new version of the Constitution clearly enshrines the unshakable principles of Kazakhstan's development. The main priorities are to preserve sovereignty and independence, protect human rights and freedoms, and ensure the rule of law and order.
THE NEW CONSTITUTION OF THE REPUBLIC OF KAZAKHSTAN: KEY CHANGES AND PRIORITIES 08.02.2026
In Kazakhstan, the first draft of the new edition of the Constitution, prepared as part of the large-scale constitutional reform, was presented. The document was the result of a broad public discussion with the participation of citizens, political parties, public and professional organizations, as well as the expert community. The project of the new Constitution envisages a systematic renewal of the Basic Law of the country. In particular, it is proposed to consolidate the Preamble, 11 sections and 95 articles. At the same time, 84 percent of the text of the Constitution was updated, and amendments were made to 77 articles, which indicates the depth and complexity of the changes being made. New sections appeared in the structure of the Constitution, among which is the "People's Council", as well as a section devoted to amendments and additions to the Constitution. At the same time, four sections received new names. It is about the foundations of the constitutional system, basic rights, freedoms and obligations of a person and a citizen, the institution of the Kurultaya, as well as the system of justice, the prosecutor's office and mechanisms for the protection of human rights. Special attention is paid to the Preamble in the project. For the first time in the country's history, human rights and freedom are declared the main priority of the state. It is emphasized that the unity and solidarity of society, interethnic and interconfessional harmony are the foundations of Kazakhstan's statehood. The sovereignty and independence of the country, the unitary nature of the state, as well as its territorial integrity are among the immutable values of the new Constitution. These provisions are defined as basic and subject to revision. In addition, at the level of the Constitution for the first time, such principles as Justice, Law and Order, as well as a careful attitude towards nature, are enshrined for the first time. These norms reflect the state's desire to build a stable, legal and socially oriented society. The project also confirms the secular nature of the state. In the Constitution, religion and state power are clearly distinguished, and the secular character of the education system is confirmed. A separate position is introduced in the institution of marriage.

“Green corridor”: accelerated digital access to public services for investors 07.02.2026
In Kazakhstan, the “Green Corridor” mechanism is used to fast-track and prioritize the delivery of public services for investment projects. The functionality is implemented within the “e-Licensing” information system and is used in interactions between investors and government agencies. The solution was launched on June 7, 2025.The mechanism applies to investment projects that meet the established criteria, including investment volume parameters. The full list of criteria is available in the Rules for the organization of the “one-stop shop” for investors.It enables public services to be obtained within shorter timeframes through the priority review of applications by government agencies.The approach is implemented digitally through the “e-Licensing” platform and forms part of the state policy to enhance the investment climate and implement the one-stop shop principle for investors.The mechanism covers more than 400 public services in the “e-Licensing” system. Following the assignment of “Green Corridor” participant status to an investment project, applications are considered on a priority and accelerated basis, with the investor application submission process remaining unchanged."The implementation of the “Green Corridor” mechanism is part of a systematic effort to create a comfortable and investor-friendly investment climate. It makes it possible to consolidate project support and embed the one-stop shop principle within digital public services. To date, more than 4.700 public services have been delivered under the mechanism via the elicense.kz platform” said Aigerim Yerlan, Deputy Chairperson of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.The system features a dedicated visual indicator for government agencies. In the list of applications, a marker confirming “Green Corridor” participant status is displayed next to the applicant’s identification code number. This allows such applications to be promptly identified during the review process.The support of investment projects based on the one-stop shop principle is provided via the National Digital Investment Platform (NDIP). The use of the NDIP in combination with the “Green Corridor” functionality ensures end-to-end digital support for investment projects. The EAEU countries are developing a draft agreement to combat violations of intellectual property rights on the Internet. 07.02.2026
The countries of the Eurasian Economic Union have agreed on coordinated approaches to combating intellectual property rights infringement on the internet.These approaches are planned to be formalized in an Agreement, the draft of which is expected to be approved in the coming months.The Agreement will outline standards to combat the illegal use of films, music, books, and other copyrighted works in the digital environment.The document will also provide for the development of coordinated approaches by EAEU member states to restricting access to websites and online resources that illegally host counterfeit content. The main goal of the agreement is to increase the effectiveness of copyright protection and develop unified mechanisms for cooperation between EAEU member states.In particular, it is planned to provide for the possibility of blocking internet resources based on court decisions of the EAEU member state where the rights of the copyright holder were infringed. Furthermore, website owners, information intermediaries, and other participants in the digital environment will be required to take measures to restrict access to such content.Furthermore, the EAEU countries plan to create national electronic registries of internet resources to which access has been restricted due to intellectual property rights violations. A new residential building has been commissioned in the Denisovsky district 07.02.2026
A new two-story residential building has been commissioned in the district center of Denisovsky District.The new building is located at the address: Denisovka village, Chapaeva Street, 11A. The two-story apartment building was constructed using high-quality and durable building materials. The building is fully equipped with the necessary engineering infrastructure — water supply, gas, and heating networks have been connected. The apartments were handed over with finished interiors.As a result, 11 families have received new housing. Among the new residents are large families, orphans, pensioners, and people with disabilities.The allocation of apartments was carried out through JSC "Otbasy Bank".
