Scheduled pension benefit: when and where to apply? 09.02.2026
Monthly pension benefits according to the established schedule from the UAPF in accordance with the Social Code of the Republic of Kazakhstan are paid to persons who have reached retirement age (men - 63 years, women - 61 years), as well as persons with disabilities of groups 1 or 2, established indefinitely, who have pension savings in the UAPF, in the manner determined by the Government of the Republic of Kazakhstan. To receive pension benefits from the Unified Accumulative Pension Fund (UAPF) through compulsory pension contributions upon reaching retirement age, as well as to receive a basic and solidarity pension from the state budget, beneficiaries must promptly contact the State Corporation "Government for Citizens" (PSC) at their place of residence. This can be done 10 days before reaching retirement age. All pension payments are made from the date of application. The date of application is considered to be the date of registration of the application and required documents at the PSC, provided that the beneficiary has reached retirement age. If they applied earlier, the date of application is considered to be the date of reaching retirement age. It is important to remember that pension benefits from the state budget and from the UAPF will not be assigned for the missed period. It is also important to apply for pension benefits from the budget in a timely manner, as their assignment requires verification of the beneficiary's work history based on the documents submitted by the recipient. It is worth noting that in order to provide a proactive service for pension benefits from the UAPF to individuals who have reached retirement age and who have pension savings in the UAPF but have not applied for their payment, the UAPF conducts an annual reconciliation with the State Corporation to determine whether these individuals have assigned old-age pension benefits and a state basic pension benefit from budgetary funds. Based on the results of the annual reconciliation, if individuals are identified who have assigned pension benefits from budgetary funds, the UAPF provides them with a proactive service (without an application) to make pension benefits to them under the relevant agreement concluded with the State Corporation, using the bank details provided by the beneficiaries at the Public Service Center when assigning old-age pension benefits. To receive a permanent payment of your pension savings due to a first or second group disability, you must contact the UAPF branch office either through your personal account on the website (enpf.kz) or in the UAPF mobile app using an electronic digital signature. Please note that the UAPF offers on-site service for individuals with permanent first or second group disabilities. A preliminary consultation is provided, including verification of eligibility for receiving services remotely, without an on-site visit.Pension benefits from the VPC can be started before reaching the generally established retirement age – starting at age 50. Furthermore, pension benefits from the VPC are provided to individuals with disabilities, regardless of the disability group or the duration of their disability. An application for VPC payments due to age or disability can be submitted online through your personal account on the enpf.kz website. The payment schedule is determined by the contributor. It should be noted that pension benefits from the UAPF are paid until the pension savings are depleted. It should be noted that pension benefit payments from the UAPF are made until the pension savings are depleted. On the enpf.kz website, in the "Services - Pension Benefitsts - Scheduled Payments" section, you can find a list of required documents depending on the type of pension benefit, the method of submission, the requirements for their completion, application forms and sample forms, and a sample power of attorney. Also, for security purposes and to prevent fraud against depositors, UAPF JSC would like to remind you of the following:Pension benefits are processed without intermediaries or commissions; The UAPF does not charge a fee for services, and all payments are made strictly in accordance with the law; Employees of government agencies, banks, law enforcement agencies, telecom operators, and the UAPF never request personal data, bank card details, SMS codes, or other confidential information by phone, email, or instant messaging; If callers address you by your first name and patronymic and know your residential address and place of work, this does not mean they are official. All necessary information can be obtained in various ways. The UAPF strongly recommends obtaining information from official sources and acting exclusively within the legal framework.Familiarize your loved ones, especially elderly relatives, with information security rules.Observe precautions to ensure the safety, security, and confidentiality of your personal information. The UAPF's advisory services are available via instant messaging (the WhatsApp and Viber chatbot at +7 771 171 72 01), on the corporate website enpf.kz, and on the UAPF's official social media pages: Instagram, Facebook, VKontakte, Telegram, and Odnoklassniki. Kazakhstan Presented Approaches to the Use of Satellite Data in Climate Reporting at an International Conference in Tokyo 09.02.2026
The Kazakh delegation took part in the international conference Hybrid Approaches to Standards for BTR Development: Trust and Transparency in National GHG Inventories, held in Tokyo, Japan. The event was dedicated to the development of hybrid approaches to preparing Biennial Transparency Reports (BTRs) under the Paris Agreement. During the conference, Kazakhstan presented its approaches to integrating satellite data into the national greenhouse gas (GHG) inventory in order to enhance the accuracy, transparency, and comparability of climate reporting.Within the framework of the conference, Kazakhstan outlined its national position on the use of satellite data and “top-down” approaches as a complementary tool to traditional inventory methods applied under the UN Framework Convention on Climate Change (UNFCCC). It was emphasized that the foundation of the national inventory remains ground-based monitoring data and official statistics produced by relevant government authorities in full compliance with IPCC methodologies.JSC “Zhasyl Damu”, acting as the national operator in the field of climate reporting and carbon regulation, actively contributes to the development and strengthening of the methodological and institutional framework of the national GHG inventory system, including the enhancement of quality assurance and quality control (QA/QC) procedures and the introduction of modern analytical tools.According to the latest national GHG inventory:the “Agriculture” sector ranks second in the structure of national GHG emissions;the “Land Use, Land-Use Change and Forestry” (LULUCF) sector is currently a net source of emissions;data for this sector cover vast areas of pastures, agricultural and forest lands and are of key importance for the implementation of the country’s climate policy.Special attention was given to Kazakhstan’s high natural and climatic heterogeneity. The country’s territory includes arid and semi-arid zones, steppes, mountainous regions, and extensive agricultural lands. This significantly affects the spatial distribution of GHG emissions and removals and increases uncertainty in estimates, particularly in the LULUCF sector. The use of satellite observations is especially relevant for the regular updating of land-use maps, tracking transitions between land-use categories, assessing the impacts of wildfires and ecosystem recovery, as well as analyzing methane emission trends in agriculture and identifying anomalous changes related to livestock dynamics and crop residue burning practices.Discussions also highlighted methodological and institutional challenges, including discrepancies between atmospheric fluxes and inventory source categories. In this context, Kazakhstan adheres to a gradual and balanced approach, which предусматривает improving and harmonizing land-use data, implementing pilot projects in the Agriculture and LULUCF sectors, and progressively integrating satellite data into the national QA/QC system. The approach presented at the conference reflects Kazakhstan’s commitment to building a scientifically robust, sustainable, and transparent climate reporting system, as well as to strengthening international cooperation in climate policy. These efforts form part of the preparations for the Regional Environmental Summit 2026, which will be held in Kazakhstan and will serve as an important platform for discussing regional climate initiatives and solutions. Background: The Regional Environmental Summit (RES 2026) is an international event aimed at bringing together Central Asian countries and other states to address pressing environmental challenges, including climate change, water resources degradation, sustainable natural resource management, and others. RES 2026 will take place from April 22 to 24, 2026, in Astana (Kazakhstan). The Summit is expected to host 1,500 delegates, including representatives of governments, international organizations, businesses, and the scientific community. The initiative to hold RES 2026 in partnership with the United Nations was announced by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, during the 78th session of the UN General Assembly in 2023. A new draft of the Constitution has been submitted to the Republic of Kazakhstan as part of the constitutional reform planned for 2026. The document is aimed at modernizing the country's legal system, improving public administration, and creating a legal framework that meets the modern requirements of social development. The new draft Constitution identifies education and science, culture and innovation as the state's main priorities. These areas will serve as the basis for developing human capital and strengthening the country's intellectual potential. In addition, one of the important innovations of the reform is the constitutionalization of the sphere of digitalization. For the first time, norms have been introduced to protect the rights of citizens in the digital environment, and legal mechanisms have been defined for ensuring the security of personal data and the use of modern technologies. In general, the new Constitution is aimed at increasing the mutual responsibility of society and the state, developing the rule of law, and improving the quality of life of citizens.
PEOPLE'S COUNCIL – INSTITUTE OF NATIONAL AGREEMENT 09.02.2026
The draft new Constitution provides for the creation of the People's Council, a high consultative body representing the interests of the people of Kazakhstan. The main task of the People's Council is to strengthen social harmony, strengthen national unity, promote national values, and develop proposals on key areas of domestic policy. The Council also has the right to submit draft laws to the Kurultai and initiate a national referendum. This norm expands the possibilities for the public to participate in the governance of the country and raises public dialogue to a new level.
PROTECTION OF SOVEREIGNTY AND INDEPENDENCE IS THE MAIN GOAL OF CONSTITUTIONAL REFORM 09.02.2026
The updated Constitution defines the unshakable principles and fundamental values directed towards the development of the state. One of them, and unique, is the issue of protecting sovereignty and independence. The new version of the Constitution enshrines the state sovereignty, territorial integrity and independence of the Republic of Kazakhstan as the highest constitutional values.
