Серик Жумангарин: подходы бизнеса к ведению животноводства должны кардинально меняться 05.07.2026
В ходе рабочей поездки в область Абай заместитель Премьер-министра – министр национальной экономики Серик Жумангарин встретился с фермерами и предпринимателями региона. Основное внимание было уделено развитию агропромышленного комплекса и животноводства как одного из ключевых направлений роста экономики области.По словам акима области Берика Уали, сельское хозяйство остается одним из основных драйверов региональной экономики. По итогам 2025 года объем валовой продукции сельского хозяйства впервые достиг 583,8 млрд тенге, увеличившись за два года в 1,4 раза. Более половины всего объема сельхозпродукции приходится на животноводство.Отдельное внимание на встрече уделили модернизации отрасли. Серик Жумангарин подчеркнул, что современное животноводство требует новых подходов, цифровизации и внедрения передовых мировых технологий. Сегодня государство выделяет значительные средства на развитие животноводства – 220 млрд тенге льготного финансирования под 6% годовых. В рамках программы тиражирования опыта Северо-Казахстанской области в текущем году региону выделено 7 млрд тенге льготного финансирования на проекты строительства молочно-товарных ферм. Однако, как отметил вице-премьер, подходы бизнеса должны кардинально меняться.«Мы гордимся тем, что занимаемся животноводством уже тысячу лет. Но сегодня наступила эпоха цифровизации. Времена, когда можно было просто выпустить скот на пастбище и ждать, пока он сам наберет вес, прошли, это неэффективно. Нужно внедрять передовые технологии выращивания скота, австралийский, канадский опыт», — отметил вице-премьер.Вице-министр сельского хозяйства Амангалий Бердалин сообщил, что в рамках программы раннего финансирования весенне-полевых работ льготные кредиты в области Абай получили 176 фермеров на сумму 13,2 млрд тенге. Это позволило обеспечить финансированием 125 тыс. гектаров посевных площадей.Для снижения стоимости заемных средств для аграриев продолжится предоставление гарантий через фонд «Даму» в размере до 85% от суммы займа, что позволит удерживать ставку кредитования на уровне 5% годовых для конечных заемщиков.Также аграриям представлены новые кредитные продукты «Игілік» и «Береке» для приобретения племенного поголовья сельскохозяйственных животных со ставкой не более 6% годовых. Для поддержки отгонного животноводства будет запущен единый кредитный продукт «Жайлау», предусматривающий финансирование развития пастбищной инфраструктуры.Для расширения доступа к льготному финансированию к системе кредитования подключены региональные социально-предпринимательские корпорации. Реализация этих мер позволит обеспечить полноценное выполнение Комплексного плана развития животноводства и создать основу для ускоренного роста отрасли.Также на встрече обсудили налоговые нововведения. В ходе рабочей поездки в область Абай заместитель Премьер-министра – министр национальной экономики Серик Жумангарин ознакомился с ходом строительства мясоперерабатывающего комплекса ТОО «Eurasia Agro Semey». Запуск предприятия запланирован уже в текущем году.Комплекс расположен в 18 километрах от Семея и представляет собой вертикально интегрированное предприятие полного цикла — от приема скота до выпуска колбасных изделий, полуфабрикатов, мясных консервов и деликатесной продукции. Производственная мощность составит до 100 голов крупного рогатого скота и лошадей, а также до 1 тыс. голов мелкого рогатого скота за смену. На предприятии будет создано 250 новых рабочих мест.По словам руководства компании, после выхода на проектную мощность предприятие станет крупнейшим мясоперерабатывающим комплексом страны. Для обеспечения его стабильной загрузки вокруг завода формируется полноценный мясной кластер, включающий фермерские хозяйства, откормочные площадки, орошаемые земли для выращивания кормов и другие смежные производства.Запуск нового предприятия призван возродить гастрономическую славу Семея как одного из исторических центров мясопереработки Казахстана.Особой гордостью проекта станет возрождение знаменитой семейской тушенки, хорошо известной еще со времен Советского Союза. В свое время Семипалатинский мясокомбинат входил в число крупнейших предприятий мясной промышленности СССР и неоднократно отмечался отраслевыми наградами за качество продукции.Как отметил директор предприятия, на новом производстве сохранился кадровый потенциал легендарного комбината. В ходе рабочей поездки в область Абай заместитель Премьер-министра – министр национальной экономики РК Серик Жумангарин ознакомился с работой мобильных фронт-офисов Фонда «Даму», которые помогают предпринимателям из отдаленных населенных пунктов получать государственные услуги и консультации без необходимости выезда в областные центры.Мобильный фронт-офис представляет собой специализированный микроавтобус, на котором консультанты Фонда «Даму», представители акиматов, банков второго уровня, НПП «Атамекен», АО «Аграрная кредитная корпорация», АО «КазАгроФинанс» и консалтинговых организаций выезжают в города и села. На местах предприниматели могут получить консультации по действующим мерам государственной поддержки, а также подать заявки на участие в программах финансирования.В рамках работы мобильных фронт-офисов предпринимателям предоставляется информация по инструментам субсидирования, гарантирования, льготного кредитования, микрофинансирования, лизинга, поддержке экспортных проектов, а также по мерам нефинансовой поддержки, включая обучение, консультационное сопровождение и развитие предпринимательских компетенций.Как отметил председатель правления Фонда «Даму» Фархат Сарсекеев, особое внимание уделяется информированию предпринимателей о единой программе поддержки малого бизнеса «Іскер аймақ», ориентированной на развитие предпринимательства в малых городах и сельских населенных пунктах.«В этом году на базе региональных филиалов Фонда «Даму» мы также запустили Единый фронт-офис холдинга «Байтерек». One notable example is the family of Lieutenant Colonel Adilbek Bulatkhanov, Deputy Commander for Equipment and Armament of military unit 5573.The officer has nearly 20 years of military service behind him. During this time, he served in four cities across Kazakhstan, repeatedly relocating with his family. Despite the challenges associated with frequent moves and the demands of military life, his wife has always remained his reliable support, creating a strong family foundation, supporting her husband, and maintaining a warm home environment. Cooperation in the Nuclear Energy Sector Discussed 04.07.2026
Brasília, June 17, 2026 – The Ambassador of Kazakhstan to Brazil, Bolat Nussupov, held a meeting with Ney Zanella, President of Núcleo Brasil.The parties noted their mutual interest in cooperation in the fields of nuclear energy, exchange of expertise, consulting services, as well as uranium exploration and mining. The Kazakh Ambassador emphasized the long- standing and successful cooperation between the two countries in supplying Kazakh uranium to Brazil’s nuclear power plants.The Kazakh diplomat briefed his counterpart on the country’s current socio-economic development, including the advancement of Kazakhstan’s nuclear industry and plans for the construction of the country’s first nuclear power plant.Mr. Zanella informed the Ambassador about the results of his visit toAstana on May 27–29 of this year, during which negotiations were held with JSC NAC Kazatomprom on cooperation in the exchange of expertise in the nuclear sector. The discussions also covered opportunities for establishing a joint venture.Following the meeting, the parties agreed to continue dialogue with JSC NAC Kazatomprom on several areas of mutual interest involving Kazakh and Brazilian experts, as well as to organize a visit of the Kazakh company to Brazil.For reference: The private company Núcleo Brasil Energia Participações (NBEPar), headquartered in São Paulo, was established in 2024 to structure the nuclear sector of the Diamante Group, which operates in the thermoelectric power generation industry. Kazakhstan and Brussels-Capital Region Discuss New Areas of Cooperation 04.07.2026
Brussels, June 17, 2026 – Ambassador of Kazakhstan to Belgium Roman Vassilenko held a meeting with the Minister-President of the Brussels-Capital Region (BCR), Boris Dilliès.The parties discussed prospects for enhancing cooperation between Kazakhstan and the Brussels-Capital Region, with particular emphasis on trade and economic relations, investment, digitalization, innovation, and interregional cooperation.Ambassador Vassilenko noted that Belgium is one of Kazakhstan’s important political and economic partners. He highlighted that bilateral trade reached USD 583 million in 2025, representing a 28% increase, while the total volume of Belgian investments in Kazakhstan’s economy exceeded USD 14.5 billion, making Belgium one of the ten largest investors in the country.Special attention was paid to investment attraction and entrepreneurship development. In this regard, the parties discussed opportunities to expand cooperation between the business communities of Kazakhstan and the Brussels-Capital Region, as well as interaction between institutions supporting investment and small and medium-sized enterprises.The discussions also focused on digitalization, innovation, and artificial intelligence.The parties also exchanged views on the development of smart cities, digital governance, and urban infrastructure. In this context, Kazakhstan’s intelligent public safety and traffic management system “Sergek,” which has been implemented in major cities across the country, was presented.Taking into account Mr. Dilliès’ extensive experience as Mayor of the Brussels municipality of Uccle and his long-standing work in urban governance, the parties explored the possibility of establishing partnership ties with regions of Kazakhstan. Potential cooperation could include the exchange of experience in urban planning, municipal administration, digitalization of public services, investment attraction, and sustainable urban development.For his part, Mr. Dilliès emphasized Kazakhstan’s important role in the Central Asian region and the dynamic growth of its economy, expressing his intention to contribute to the further strengthening of trade, economic, and cultural cooperation. In this context, the interlocutors welcomed the growing presence of Brussels-based companies in Kazakhstan, including the well-known bakery-restaurant chain Le Pain Quotidien, which is already operating in Almaty and Astana.The parties also discussed cultural and humanitarian cooperation, reaffirming the importance of implementing joint projects in this area. In this regard, they highlighted the recently initiated partnership between the new Almaty Museum of Arts and Brussels’ KANAL – Centre Pompidou museum, including exchanges of exhibitions, expertise, and cultural projects.At the meeting, the Ambassador also informed the Minister-President of Brussels about the large-scale political reforms being implemented in Kazakhstan and the adoption of the country’s new Constitution, which will enter into force on 1 July 2026. He noted that the reforms are aimed at further improving the system of public administration, strengthening the rule of law, and expanding citizens’ participation in public and political life.At the conclusion of the meeting, the parties reaffirmed their mutual interest in developing practical cooperation and agreed to continue contacts on the implementation of joint initiatives in the fields of investment, innovation, and interregional cooperation.Background: The Brussels-Capital Region is the political and administrative center of Belgium, one of the country’s three regions within its federal structure, and one of Europe’s leading international business and institutional hubs. Young players from Kazakhstan’s football academies — FC Ordabasy (Shymkent), FC Atyrau, FC Caspiy (Aktau) and FC Aibyn (Astana)— took part in the international youth football tournament, the Dragan Mance Cup, held in Belgrade 12-14 June, 2026.FC Ordabasy delivered a particularly impressive performance, finishing in 4th place among 48 participating teams. This achievement reflects the high level of preparation and talent of Kazakhstan’s young footballers.We congratulate the players, coaches, and club management on this outstanding result and wish them continued success, new victories, and further sporting achievements.The participation of the Kazakhstani teams in the tournament was made possible thanks to the active support and efforts in developing sports diplomacy by Serbian football figures V. On June 17, 2026, a meeting of the East Kazakhstan Regional Akimat reviewed the implementation of investment projects and the attraction of investments into the regional economy.At the end of 2025, the volume of investments in fixed capital amounted to KZT 838 billion, which is 5% higher than the previous year. In the first four months of 2026, this figure reached KZT 202.0 billion, with the physical volume index amounting to 109%.The gross inflow of foreign direct investment in 2025 amounted to USD 1,750.8 million, which is three times higher than the 2024 figure. According to this indicator, East Kazakhstan Region ranks 5th among the regions of Kazakhstan.The region’s investment portfolio includes 100 projects worth KZT 1.5 trillion, creating more than 10 thousand jobs. In 2026, 18 projects worth KZT 74 billion are being implemented, of which 5 have already been commissioned.Since the beginning of the current year, 23 new projects worth KZT 320 billion have been included in the investment pool.The implementation and preparation of major tourism projects continue:• Wellness Resort health and wellness complex by TORRE ALTAY INVEST worth KZT 8 billion (218 beds);• Tourist village by PANA ASIA worth KZT 10 billion (1,000 beds);• Hilton Garden Inn hotel in Ust-Kamenogorsk worth KZT 17 billion (150 beds).The implementation of these projects will create an additional 1,368 accommodation places for tourists.An important role in attracting investments is played by consultative and advisory bodies.
