On June 17, 2026, in accordance with the approved schedule of live online broadcasts on social media platforms, State Labor Inspector of the Karaganda Region, Zh. K. Zhanbekova, conducted an informational and awareness-raising online session on the topic: “Employment Guarantees for Pregnant Women under the Labor Code of the Republic of Kazakhstan.”During the broadcast, the key provisions of the labor legislation of the Republic of Kazakhstan governing guarantees and the protection of labor rights of pregnant women were discussed. Participants were provided with explanations of the provisions of the Labor Code concerning the regulation of the employment of pregnant employees, the procedure for granting maternity leave, transfer to lighter duties based on medical recommendations, as well as other social and labor guarantees.Particular attention was paid to the prohibition of discrimination in hiring on the grounds of pregnancy, restrictions on engaging pregnant women in work involving harmful or hazardous working conditions, overtime work, night work, and work on weekends and public holidays in cases stipulated by law.During the online session, participants received clarifications regarding job retention during maternity leave, guarantees related to the termination of employment contracts, and employers’ liability for violations of the labor rights of pregnant women. As of June 1, 2026, since the program's inception (February 1, 2024), 316,223 applications for targeted savings (TS) totaling approximately $57.88 million have been processed. These funds were transferred to authorized operators for subsequent deposit into applicants' bank accounts. Most applications were for housing improvements: 201,245 applications totaling $36.94 million were processed. Funds were used for education in accordance with 114,978 applications totaling $20.94 million.TS recipients can use the funds in full or in part. If a portion of the funds remains unclaimed, it can be held in a targeted savings account (TSC) for 10 years. After this period, the unused balance is transferred to the recipient's individual pension savings account to account for voluntary pension contributions.The most popular housing improvement program was replenishing housing construction savings for further accumulation (196,893 applications completed, totaling $36.23 million). Funds were also used as down payments for mortgage loans to purchase housing (1,498 applications, totaling $248,940), and for the purpose of acquiring housing through civil law transactions (final settlements), 1,028 applications, totaling $165,660.Within the TS program for education, the largest amount of funds was allocated to pay for educational services at educational institutions located in the Republic of Kazakhstan, either in installments (for each academic period or academic year) or in full (for the entire term of study) (106,315 applications, totaling approximately $19.68 million, were completed). The following areas were also in demand: replenishment of an educational savings deposit under an agreement on an educational savings deposit (5,947 applications were completed for a total of over 842.16 thousand US dollars), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (2,114 applications were completed for a total of 319.33 thousand US dollars). Detailed information on TS payments for improving housing conditions and/or paying for education, broken down by authorized operators and regions, can be found on the enpf.kz website. As a reminder, Kazakhstani children received the next payment of $130.71 per child in 2025, $129.38 per child in 2024, and $100.52 per child in 2023.Children under 18 receive annual accruals from the National Fund as targeted benefits. The Department of State Revenue for the Mangystau region informs that since January 1, 2026, new Rules for maintaining a taxpayer's personal account (tax agent) have been put into effect in the Republic of Kazakhstan, approved by Order No. 637 of the Minister of Finance of the Republic of Kazakhstan dated October 28, 2025. The document defines the accounting procedure for taxes, payments to the budget, social payments, penalties and fines, as well as the procedures for offsets, refunds and other operations. It replaces the previous rules and is aimed at digitalization and increasing the transparency of tax administration. Main objectives and scope of application A personal account is a document for accounting for calculated, accrued (reduced), paid (credited, refunded) amounts of taxes, payments to the budget, social payments, penalties and fines. Accounting is conducted in tenge (and tiyns), and in the stipulated cases — in kind. Key innovations:- Accounting is being transferred to the Integrated Tax Administration System (ISNA) instead of the former Centralized Unified Personal Accounts Information System (IS TSULS).- Automatic posting of data from tax reports to a personal account.- Detailed procedures for opening, maintaining, transferring and closing accounts.- The processes of offsets and refunds of overpaid amounts have been simplified and accelerated. Procedure for opening and maintaining a personal account- Personal accounts are opened by the State revenue authority (OGD) for each taxpayer (tax agent) according to the appropriate budget classification codes.- The basis is the identification number (IIN/BIN) and registration data.- Records are made in chronological order, indicating the date, the contents of the operation and supporting documents. What is accounted for in the personal account:- Calculated, accrued and paid amounts.- Offsets and refunds.- Balance of payments (arrears with a "–" sign, overpayment with a "+" sign).- Penalties and fines.- Special operations (for example, on imports, minimum prices, etc.). Offsets and refundsThe new rules provide for a public service for conducting offsets and refunds. The refund period for erroneously or overpaid amounts has been reduced from 10 to 5 business days. Overpaid amounts are not deductible/refundable after the expiration of the limitation period and are written off. Accrual of penalties and fines- Penalties are charged for late fulfillment of obligations (taking into account formulas for participants in horizontal monitoring and other payers).- There are cases of suspension of the accrual of penalties (for example, when appealing the results of tax audits).- Fines are reflected on the basis of resolutions and registers. Transfer and closing of accounts The transfer of a personal account between the state revenue authorities takes place during a change of location/ residence, reorganization, and in other cases — within 10 working days. Closure is carried out in situations prescribed by law (liquidation, bankruptcy, etc.). What does this mean for taxpayers? The new rules increase transparency and efficiency of interaction with tax authorities. Taxpayers can receive statements, information about arrears or overpayments, and perform reconciliation through available services. The Kostanay region is confidently solidifying its status as one of the key industrial regions of the country. Today, the foundation of the economy is the manufacturing industry, which accounts for over 70% of the region's total industrial production. Based on the results of 2025, the region ranked fourth in Kazakhstan in terms of output volume of the manufacturing sector.The main drivers of growth are mechanical engineering and metallurgy. The mechanical engineering sector alone forms almost half of the region's entire manufacturing industry. The Kostanay region is rightfully considered the automotive capital of the country: over half of all cars in Kazakhstan are produced here. Last year, enterprises in the region produced nearly 95 thousand vehicles, and this year it is planned to increase this figure to more than 116 thousand units.The development of the automotive industry is linked to the operations of the sector's largest enterprises — the "SaryarkaAvtoProm" and "KIA Qazaqstan" plants. Simultaneously, the region is strengthening its position in agricultural machinery manufacturing. Kostanay-based facilities produce equipment from global brands LOVOL, Deutz-Fahr, AMAZONE, as well as "Kirovets" and "Belarus" tractors. An important milestone was the signing of an agreement on the industrial assembly of John Deere equipment at the localization center in Kostanay.The metallurgical industry also makes a significant contribution to the region's economy. Last year, the production volume of metallurgical products exceeded 416 billion tenge. The steady growth of industry contributes to increasing export potential, creating new jobs, and strengthening the region's competitiveness.One of the most significant investment projects in recent years was the launch of the KIA Qazaqstan automobile plant in Kostanay. The project was implemented with the participation of the Head of State and became an important stage in the development of the domestic automotive industry. The total investment amounted to 131.5 billion tenge, of which 90% are direct foreign investments. The plant's production capacity reaches 70 thousand vehicles per year, and the number of jobs created will be 1,500.Today, a full-fledged automotive components cluster is forming around the plant. Within the framework of the TEHNOPARK KZ project worth 17.8 billion tenge, the creation of 800 jobs is planned. Components for KIA vehicles will be produced here, including bumpers, interior elements, seats, wiring, and other parts. Additionally, nearly 50 billion tenge in investments are expected to be directed towards the development of technological equipment.Projects by the company KamLit KZ make a notable contribution to the development of the region's industrial potential. Last year, two new enterprises with a total cost of 160.5 billion tenge were commissioned. The plants created 650 jobs. The enterprises specialize in the production of main rear axle drives and the localization of production of rear axle beams for commercial vehicles.Overall, in 2025, seven major industrial projects with a total value of 322 billion tenge were implemented in the Kostanay region, creating approximately 3.3 thousand new jobs. This year, the launch of another 13 projects with a total investment volume of about 100 billion tenge is planned.Parallel to the industrial sector, the agro-industrial complex is actively developing. Among the promising projects are the construction of a trout farm and a fish processing plant in the Kostanay district. The implementation of the project will meet up to 30% of the regional demand for fish products. The construction of a modern vegetable storage facility with a capacity of over 5 thousand tons is also planned.Special attention is paid to the development of the processing industry. Projects under consideration in the region include the construction of a sugar plant in Rudny, an oil extraction plant in Lisakovsk, and a complex for processing grains and oilseeds. The implementation of these projects will increase the added value of agricultural products and strengthen food security.Another strategic facility will be the "Tobyl" transport and logistics complex in Kostanay. Investments in the project will amount to 63.8 billion tenge. The complex will ensure the creation of 500 new jobs, and its capacity will reach 400 thousand containers per year. First-year cadet Yeraly Zhazit of the Academy of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan is a representative of a military dynasty for whom service to the Motherland has become a family tradition. He is currently studying Command and Tactical Communications at the country’s leading military educational institution in Petropavlovsk.The history of the military dynasty began with his great-grandfather, Zhumabek Mynalimov, a veteran of the Great Patriotic War. For his courage and heroism on the battlefield, he was awarded the Order of Glory, 2nd and 3rd Class. Information message on the features of tax administration when interacting with counterparties from states with preferential taxationAttention taxpayers! In connection with the enactment of the 2026 Tax Code, special requirements and restrictions are established for operations with persons registered in states with preferential taxation (offshore zones). Criteria for classification as states with preferential taxation A foreign state or territory is recognized as a state with preferential taxation if one of the following conditions is met:the established income tax rate is less than 10 percent;there are laws on the confidentiality of financial information that allow maintaining secrecy about the actual owners of property or income;there is a lack of effective information exchange with the authorized body of the Republic of Kazakhstan (written refusal or failure to provide information for more than two years). Procedure for taxation at the source of payment When paying income to non-residents registered in preferential states, the following rules apply:Increased rate: Income is subject to income tax at the source of payment at a rate of 20 percent.Territorial principle: Payments for performance of work and provision of services are recognized as income from sources in the Republic of Kazakhstan for such persons, regardless of the place of their actual performance.Restriction of benefits: Provisions of international tax treaties on tax exemption do not apply if the recipient is not the ultimate (actual) beneficial owner of the income.
