Geneva, 29 May 2026 – The International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies, has officially published information on a new agreement between Kazakhstan and the Russian Federation concerning the joint use of the "7" numbering zone. The publication appeared in the ITU Operational Bulletin on 1 June 2026. The agreement was concluded for an indefinite period and entered into force on 3 December 2025.The agreement concerns the international dialing code "+7", which is jointly used by Kazakhstan and Russia. The new arrangement formally establishes Kazakhstan as an equal partner and defines the specific numbering ranges assigned to the country: +7 0, +7 6, and +7 7.Previously, the arrangement existed at the level of telecommunications administrations. The new agreement has been concluded at the governmental level between the two countries, thereby granting it a higher interstate status and providing stronger safeguards for Kazakhstan's interests.The guarantees of stability have also been strengthened. While either party could previously withdraw from the agreement with six months' notice, the notification period has now been extended to 24 months.    Investment income for investors is generated through the management of pension assets by the National Bank of Kazakhstan (NBRK) and private investment portfolio managers (IPMs).Based on the NBRK's investment activities in managing pension assets formed through mandatory pension contributions (MPCs), mandatory professional pension contributions (MPPCs), and voluntary pension contributions (VPCs), the accrued investment income for the past 12 months from May 2025 to April 2026 amounted to approximately 2.00 trillion tenge, with a return of 8.57% for this period. For pension assets formed through mandatory employer pension contributions (MPECs), accrued investment income as of May 1, 2026, over the past 12 months amounted to 108.19 billion tenge, with a return of 17.49%.As a reminder, trustees adhere to a balanced investment policy, investing pension assets in various types of financial instruments across currencies, countries, economic sectors, and issuers. Investment income is generated from various sources: fees on securities, deposits, and other transactions, market and currency revaluations of financial instruments, assets under external management, etc. The amount of investment income depends on a variety of factors, including changes in the market value of financial instruments, exchange rate fluctuations, inflation, dividend payments, and other market conditions. Therefore, returns may increase or decrease over different periods, which, in turn, affects the total amount of pension savings for contributors. The main reason for the decrease in investment income since the beginning of this year is the negative exchange rate revaluation of foreign currency assets due to the appreciation of the tenge against the US dollar from 505.53 to 462.91 tenge per US dollar.Despite financial market volatility, positive investment income and a real return on pension savings are ensured in the medium and long term. The accumulated investment return since the inception of the funded pension system in 1998 as of May 1, 2026, was 1,060.20%, with inflation for the entire period at 979.41%.As of May 1, 2026, the net investment income earned by the NBRK since April 1, 2014 (after the consolidation of pension assets into the UAPF) amounted to 10.21 trillion tenge. Taking into account payments made, its share of the total pension savings of contributors (recipients) is 39.7%, demonstrating the significant role of investment activity in the structure of citizens' savings.It is important to note that the return on pension assets over specific short-term periods is not an indicator of their management effectiveness, as income from financial instruments and other transactions accrued over a short period does not always cover fluctuations in the value of securities and exchange rates during that period. Отмечено, что индустриальный парк может стать площадкой для выхода казахстанских и центральноазиатских компаний на рынок материкового Китая через Гонконг как международный финансовый и торговый хаб.Для инвесторов предлагаются различные механизмы сотрудничества, включая государственно-частное партнерство, создание совместных предприятий, аренду производственных площадок и соинвестирование. Дополнительными преимуществами являются развитая финансовая инфраструктура, применение английского общего права и комплексная экосистема поддержки бизнеса.Серик Жумангарин отметил, что благодаря уникальному опыту экономического развития Гонконг стал одним из ведущих финансовых, торговых и логистических центров мира.«Мы видим значительный потенциал для расширения участия гонконгских партнеров в реализации проектов в приоритетных секторах экономики Казахстана. Казахстан остается надежной и стабильной площадкой для инвестиций, обладая высокой кредитоспособностью и значительными международными резервами», — подчеркнул вице-премьер Казахстана.Он отметил, что институты развития Казахстана готовы активно привлекать иностранное финансирование для реализации крупных проектов. В частности, холдинг «Байтерек», имеющий кредитные рейтинги на уровне суверенного рейтинга страны, способен ежегодно обеспечивать инвестиционное финансирование в объеме до $15-20 млрд и при необходимости выступать финансовым соинвестором с долей участия до 49% в капитале проектов.По словам Серика Жумангарина, особый интерес представляет развитие сотрудничества с финансовыми институтами и инвестиционным сообществом Гонконга. Перспективными направлениями являются выпуск облигаций, привлечение финансирования в китайских юанях, листинг казахстанских компаний на Гонконгской фондовой бирже, а также совместная реализация крупных инвестиционных проектов.Как заявил Глава администрации Гонконга Джон Ли, регион готов предложить казахстанскому бизнесу доступ к международным финансовым рынкам, инфраструктуре Района Большого залива Китая и возможностям Северного мегаполиса – нового центра инноваций, науки и технологий.Одним из успешных примеров сотрудничества является размещение Банком Развития Казахстана еврооблигаций, номинированных в китайских юанях, с листингом на Гонконгской и Казахстанской фондовых биржах.В качестве еще одного практического инструмента рассматривается фонд Adal Fund L.P. с целевым объемом до $1 млрд, ориентированный на развитие экспортного сельского хозяйства, глубокую переработку продукции АПК и консолидацию отечественных производителей. «За последние 20 лет Казахстан привлек более $445 млрд прямых иностранных инвестиций, в том числе около $30 млрд из Китая. Объем инвестиций из Гонконга в экономику Казахстана достиг почти $740 млн. Мы заинтересованы в дальнейшем укреплении партнерства и создании новых инвестиционных возможностей для бизнеса наших стран», — отметил Серик Жумангарин.Председатель Совета по развитию торговли Гонконга (HKTDC) Фредерик Ма подчеркнул, что делегация объединила ведущих представителей бизнеса Гонконга и материкового Китая, готовых к реализации совместных проектов с казахстанскими партнерами.По его словам, Совет по развитию торговли Гонконга на протяжении 60 лет содействует развитию международных торговых связей и сегодня располагает сетью из 51 офиса по всему миру, включая представительство в Алматы, которое оказывает поддержку как гонконгским инвесторам, выходящим на рынок Казахстана, так и казахстанским компаниям, заинтересованным в расширении присутствия в Азии.По итогам визита бизнес-делегации были подписаны 4 межправительственных меморандума о взаимопонимании,  42 соглашений и меморандумов между компаниями и организациями Казахстана, Гонконга и материкового Китая. A new road safety system has been launched in Karaganda. A smart pedestrian crossing has started operating near the entrance to Central Park on Voinov-Internatsionalistov Street.The system is designed not only to detect pedestrians crossing the road on a red light but also to identify individuals registered with law enforcement authorities through Face ID technology.According to the Karaganda Region Police Department, once a violation is detected, the information is instantly transmitted to a nearby police post. Police officers can then promptly take the necessary administrative measures and issue the relevant citation.The system is currently operating in pilot mode.The Police Department reminds residents and visitors that, under Article 615 of the Code of Administrative Offences of the Republic of Kazakhstan, crossing the road against a red traffic signal is punishable by a fine of 8,650 tenge. A repeated violation within one year results in a significantly higher fine of 43,250 tenge.Police urge residents and visitors to strictly observe traffic regulations, cross roads only at designated pedestrian crossings, and do so only when the traffic signal permits.
