Such technological solutions are aimed at satisfying the cultural and aesthetic needs of the population in the third metropolis of Kazakhstan. Before the start of construction, work was carried out to clean the bottom of the lake. For this purpose, water was temporarily discharged into the Koshkar Ata River. The natural inhabitants of the lake - fish and other creatures - are kept in a special ditch with a spring source. Therefore, concerns about the fate of fish among local residents are unfounded. The prosecutor's office is pursuing not only administrative measures but also criminal prosecutions. This year, ten individuals involved in the illegal sale of land plots have been prosecuted. Seven of them have already received court sentences, and the cases of three more are under investigation. To strengthen oversight, mobile teams have been established to conduct weekly monitoring of the territories. Their work is based on the use of modern technologies, including satellite imagery, drones, and analytical systems with elements of artificial intelligence. These tools make it possible to identify illegal construction and signs of squatting at an early stage. The results of these measures are clear: no new cases of unauthorized land seizures have been recorded in the Abay District over the past two years. This demonstrates that the monitoring is working toward prevention, educating potential violators about the inevitability of punishment. Equally important was the prevention of land misuse. Inspections revealed ten commercial properties, totaling 5.4 hectares, that were being used in violation of regulations. The market value of these plots was 141 million tenge. Following the prosecutor's office's investigation, these lands were returned to the state, and an additional 10 million tenge was recovered for six plots. In total, 91.9 hectares of land worth 4.5 billion tenge were returned to the state. This allows not only for the elimination of specific violations but also for the development of a long-term strategy for rational land use. The return of land to the state fund is also important for the district's economy. The released plots can be used for the construction of schools, medical facilities, roads, and public amenities. Furthermore, the state gains the opportunity to attract investors to the development of industrial zones and agriculture, creating new jobs for residents. As the analysis conducted in recent months shows, as a result of systematic supervision and the use of new technologies, positive changes have occurred in the field of land relations. During the reporting period of this year, 1087 cases of illegal land acquisition were identified. Of these, 142 land plots were released and returned to state ownership. It turned out that illegal non-residential structures were built on some of these plots. Such measures not only protected state interests, but also prevented violations of the rights of local residents. In addition, the prosecutor's office is also actively applying criminal law measures. In particular, the cases of 10 citizens who illegally sold land and wanted to make a profit were considered. Seven of them were sentenced by court verdict, and the investigation into the remaining three is ongoing. These facts show that state bodies are imposing strict responsibility for illegal acts, not limited to administrative fines. Mobile teams have been created to monitor the legal and efficient use of land, and they conduct raids every week. Their market value was estimated at 141 million tenge. As a result, these lands were returned to state ownership, and more than 10 million tenge in compensation was collected for six plots. While just ten years ago, greenhouse farms here were primarily small family farms, today the situation has changed dramatically: industrial greenhouses, designed to cover tens and hundreds of hectares, are being actively built in the city and its surrounding areas. And this sector is attracting increased interest from both domestic entrepreneurs and foreign investors. According to the Department of Agriculture and Veterinary Services, there are approximately fifty greenhouses operating in the Shymkent metropolitan area, nineteen of which are large industrial complexes. This year's total vegetable harvest amounted to 81,000 tons, with tomatoes accounting for a significant portion of that. At the city's grocery stores, a kilogram of fresh Shymkent tomatoes can be purchased for as little as 200 tenge during the peak season, making locally grown tomatoes a distinct advantage over imported alternatives. However, current achievements are just the beginning. The Turkish company Alarko Holding intends to implement the largest project in this sector. The investor plans to build a 650-hectare greenhouse complex, designed to produce 155,000 tons of tomatoes annually. Plans include establishing a greenhouse with a capacity of 36,000 tons of tomatoes per year. Negotiations on this matter were chaired by Minister of Agriculture Aidarbek Saparov, who emphasized Kazakhstan's keen interest in attracting high-tech projects capable of not only saturating the domestic market but also promoting the products to the international market. The greenhouses will feature automatic climate control systems, energy-efficient solutions, and drip irrigation methods. All of this will significantly reduce water and energy consumption, increase yields, and improve product quality. For Shymkent, where water conservation has always been a pressing issue, this is of fundamental importance. Furthermore, the new greenhouse complexes have a significant social impact. The creation of thousands of jobs helps reduce unemployment and improve living standards in the region. Young people have the opportunity to learn modern agricultural technologies and put their knowledge to good use. Thus, the agricultural sector is becoming a driver of not only the city's economic but also social development. The export potential is particularly noteworthy. Kazakhstan has traditionally imported significant volumes of tomatoes from neighboring countries, primarily Uzbekistan.
