Residents, not feeling a systematic approach, treated the events as a temporary action, and not as a permanent element of city life. In 2025, the organizers learned from past mistakes. Firstly, the coverage of the territory became maximum: not only central streets were inspected, but also remote microdistricts, the private sector and industrial zones. Secondly, not only public services and the police joined the action, but also representatives of public organizations, schoolchildren, students, volunteers. This made it possible to combine control with educational work. Volunteers hold meetings with residents, distribute leaflets on waste management rules, and talk about the harm household waste can cause to the environment and health. On August 13, 2025, in the Karatau district of Shymkent, during a routine inspection, a case of unauthorized seizure of a state land plot was discovered. Inspectors found that one of the local residents expanded the boundaries of his yard, moved the fence and included in it a territory that is in state ownership. The violation is considered serious, since such actions contradict the provisions of the Land Code of the Republic of Kazakhstan and violate the rights of citizens to access common areas. The case materials have already been transferred to the competent authorities for consideration and application of administrative measures. Meetings with residents are held regularly, where the main norms of land legislation, the procedure for registering boundaries and the possible consequences of unauthorized actions are explained. Information leaflets and publications on social networks are distributed, and videos with explanations are prepared. All this is aimed at ensuring that residents understand that land is not only personal property, but also common property that must be handled responsibly. Such measures are especially important in conditions where the city's population is growing and free land within the city limits is becoming an increasingly valuable resource. Any violation of land use regulations can slow down the implementation of projects to build schools, kindergartens, parks and roads. The situation in Karatau district is not just an isolated incident, but a reminder to all citizens of the need to comply with the law and respect common interests. As examples from previous years show, where prevention and control are carried out comprehensively, the number of such cases decreases. An open information policy also plays an important role - when residents see that violations are not ignored, this forms an understanding in society of the inevitability of responsibility. Thus, the fight against illegal land seizure in Shymkent is not only the work of inspectors and lawyers, but also a question of the general culture of law-abidingness. The higher the level of legal literacy of the population, the less likely it is that someone will decide to appropriate an extra piece of land, hoping that it will go unnoticed. On August 13, 2025, during a scheduled inspection in the Karatau district of Shymkent, a fact of illegal possession of state land was revealed. According to the results of the inspection, one resident crossed the boundaries of his land plot and independently fenced off the adjacent state-owned territory. Such an act is considered a gross violation of the requirements established by the Land Code of the Republic of Kazakhstan. At the same time, the illegal appropriation poses a risk of harm to the environment: the natural drainage system of the area may be disrupted and greenery may be damaged. Articles 43 and 145 of the Land Code of the Republic of Kazakhstan strictly prohibit cases of misuse and illegal appropriation of land. Such actions are subject to administrative liability in the form of a warning or fine, and in serious cases - forced return of land to state ownership. These methods allow for faster and more accurate identification of illegal structures and fences. The introduction of such modern approaches will help to reduce the public's indifference to land legislation. First, residents will understand that violations of the law cannot remain hidden. Second, as a result of information work, people will become familiar with the procedure for registering land boundaries, the list of required documents, and ways to obtain permits from government agencies. Increasing the legal literacy of the population not only prevents violations, but also strengthens the principles of justice and the rule of law in society. State lands are a common wealth that is passed down from generation to generation, and its protection is the duty of every citizen.
