The importance of conducting a phytosanitary analysis of seed material 10.03.2026
The key to a successful harvest of any agricultural crop lies in the seeds, which contain all the genetic information about growth and development during the growing season. Knowledge about the initial growth of a plant is essential for understanding the processes that lead to seemingly inexplicable losses during the growing season. The infectious load inherent in any seed causes large crop losses every year, with some pathogens acting as the main source of infection. Seeds are carriers of the biological and economic properties of plants, so the yield obtained from their planting depends largely on their quality. Pre-sowing seed treatment has a significant impact on crop yields and, consequently, on food production.Without high-quality seeds, it is impossible to grow competitive agricultural products, even if all agricultural practices are followed. The key to high yields and marketable quality of agricultural products is scientifically-based pre-sowing seed preparation, which includes the preparation of seed material, seed components, and their effective interaction during the processing process. To prevent the spread of diseases transmitted through seeds, it is necessary to conduct their phytosanitary examination. The main objective of phytanalysis is to determine the external and internal infection of various pathogens that may be present on the seeds, as well as their species and genus affiliation to different fungi. Therefore, the selection of a protective and stimulating composition for the pre-sowing treatment of spring wheat and barley seeds against a complex of fungal and bacterial infections, Stimulating seed germination and root formation with anti-stress activity and resistance during the growing season is an urgent task.Seed phytanalysis is an integral part of modern production technologies, as it allows for the prediction of possible plant diseases, thereby enabling the preservation of crop yields and grain quality. Proper diagnosis of diseases, knowledge of their causes and development patterns, are essential for successful preventive and protective measures. High-quality seed treatment with fungicides should begin with a mandatory phytological examination.According to numerous literature sources, the main causes of root rot are fusarium and helminthosporiosis. When the spike is affected by fusarium, the number of grains decreases, the weight of 1,000 seeds decreases, the germination rate of seeds decreases, and the seedlings partially die. Fusarium infection of the spike can lead to a loss of up to 50% of the crop. Helminthosporium causes the death of seedlings and sprouts, stunted plants, reduced overall and productive bushiness, and root rot.Crop losses can be as high as 10% or more, and seed germination can be reduced by up to 40%. Fungi of the genus Alternaria infect seeds during plant development in the field before harvest. Seeds affected by alternaria have low germination energy and germination rates. Root rot caused by phytopathogenic fungi, such as Bipolaris (Helmintosporium), Fusarium, Alternaria, and Pytium, is a common disease that leads to the death of seedlings and sprouts. Crop losses from harmful organisms reach 25-30%. Seeds and planting material are a specific and widespread factor of transmission of phytopathogens in agroecosystems. Ensuring high phytosanitary and sowing qualities of seeds is of great importance in phytosanitary technologies of cultivation of crops.A qualified diagnosis of seed disease agents allows for a differentiated approach to the selection of seed dressings, using the most effective ones against a specific species or complex of pathogens. In this regard, the importance of seed phytanalysis as the main content of integrated protection increases. All of the above does not cast doubt on the importance and relevance of conducting timely seed phytanalysis before sowing seed products! For questions about the phytanalysis of seeds, please contact Mendykara branch of the Russian State University "RMTSFDIP". the village of Borovskoye. Notifications of Discrepancies Identified Through Desk Audit (Cameral Control) 10.03.2026
Since the beginning of 2026, amendments to the Tax Code of the Republic of Kazakhstan have come into force, aimed at improving the efficiency of tax administration and ensuring transparency in the interaction between taxpayers and the state revenue authorities. One of the key control mechanisms remains desk audit (cameral control), which allows discrepancies between tax reporting data and the taxpayer’s actual activities to be identified.A new format of discrepancy notification has been approved, enabling taxpayers to respond promptly to identified inconsistencies by eliminating discrepancies or providing explanations.Article 137 of the Tax Code of the Republic of Kazakhstan (2026) establishes the legal grounds and procedures for conducting desk audits. Such audits are carried out after the submission of tax reports within the statute of limitations period and are aimed at comparing the taxpayer’s data with information available to the tax authorities. After receiving the notification, the taxpayer has the right either to eliminate the violations or to provide justified explanations confirming the absence of a violation of the legislation. The deadline for compliance with the notification is 30 working days from the date of receipt. The document is sent to all taxpayers, except for participants in horizontal monitoring, and also applies to foreign companies operating through online platforms in Kazakhstan.Compliance with the notification can be carried out in several ways:If the taxpayer agrees — submit an additional tax reporting form, pay the outstanding tax and penalties, reflect the data in mobile applications (for the self-employed), or take actions required to transition to the appropriate tax regime; If the taxpayer disagrees — provide written explanations with supporting documents; If partially agreeing — eliminate some discrepancies and provide explanations for the remaining ones.Failure to comply with the notification within the установленный срок may result in administrative measures by the state revenue authorities, including suspension of debit transactions on bank accounts, suspension of the issuance of electronic invoices, and restriction of access to internet resources for foreign companies operating through online platforms. The introduction of the new notification form makes the desk audit process more transparent and allows taxpayers to respond more flexibly to identified discrepancies. A key condition for compliance with legislation remains the timely execution of the notification and accurate reporting using digital tools.Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/1177840?lang=kk
After Four Years Apart: Incarcerated Women Reunite with Their Children 10.03.2026
After Four Years Apart: Incarcerated Women Reunite with Their ChildrenOn the eve of International Women’s Day, a touching reunion took place in one of the correctional facilities of the Karaganda region, where two incarcerated women were able to meet their children. For four long years, the mothers had not seen their children, who had been living in the Oskarovsky orphanage all this time. Thanks to the initiative and dedication of the correctional facility staff, as well as close cooperation with the orphanage administration, it was possible to organize this long-awaited meeting.Behind the barbed wire, a moment filled with genuine emotions unfolded — the mothers were able to hug their children, talk with them, and spend several precious minutes together. For these women, the reunion became a true gift for International Women’s Day and a reminder of the most important thing — maternal love and family values.Facility staff note that such meetings play an important role in the resocialization process of inmates, helping them maintain family connections and motivating them toward rehabilitation and reintegration into society.Source : https://www.gov.kz/memleket/entities/ps/press/news/details/1177853?lang=kk
