Kazakhstan has approved national standards for artificial intelligence 23.10.2025
Kazakhstan has approved its first national standards in artificial intelligence (AI). This is an important step in implementing the Concept for the Development of Artificial Intelligence for 2024–2029, approved by the government.Seven standards have been developed that set uniform rules for everyone working with AI technologies—from developers and businesses to government agencies. They cover all key stages of the AI lifecycle: from general concepts and system architecture to risk management and big data analysis.One of the key documents of the ST RK is ISO/IEC 5339. It describes general principles for all types of AI applications—from conversational systems like ChatGPT to industrial and medical solutions.One of the standards specifically notes the need to protect user privacy. This means not only the security of data used in system training and operation, but also the prevention of unauthorized access and ensuring that AI does not accidentally disclose personal information.The new standards could also form the basis for certifying organizations working with artificial intelligence. This will allow Kazakhstani companies to confirm compliance with international requirements and increase trust among partners and consumers both domestically and in foreign markets.Thus, the standards not only regulate technology, but also foster a culture of responsible and informed use of artificial intelligence, which is becoming a key condition for Kazakhstan's successful digital transformation.At the same time, work is underway to establish a testing and reference center for artificial intelligence, which will include an AI Standards Hub—a laboratory, certification, and testing center. According to the Law of the Republic of Kazakhstan "Credit Bureaus and Formation of Credit Histories", credit bureaus provide not only a credit history itself, but also a personal credit rating – an equivalent of a bank scoring.Personal credit rating is a score that is automatically calculated by a credit bureau based on credit history records and other personal data of the borrower. The borrower can find out his rating to assess the likelihood of loan approval.The rating is influenced by a lot of factors, including:presence of delays,number of active loans,transfer of debts to collectors, etc.Personal credit rating has an informational nature, and even a high score does not always guarantee loan approval. Banks and microfinance organizations (MFOs) use different scoring models, including their own algorithms. How does a credit rating affect raising a loan from a bank?Credit rating allows to assess integrity and reliability of the borrower. The higher the rating, the lower the credit risks, and the higher the probability of loan approval.Personal credit rating also helps control the debt burden. The legal basis of bankruptcy of individualsThe bankruptcy procedure of individuals is regulated by the Law of the Republic of Kazakhstan "On Restoration of Solvency and Bankruptcy of Citizens" (No. 178-VII dated 30 December 2022). The Law provides for three mechanisms of settlement of debts:Out-of-court bankruptcy — when having a debt up to 1600 MCI and the absence of property and income.Judicial bankruptcy — when having a debt over 1600 MCI or the presence of property.Restoration of solvency — debt restructuring for up to 5 years without bankruptcy recognition.
