Agency for Regulation and Development of the Financial Market reminds that the laws have established a unified mechanism for interaction between borrowers and banks, microfinance organizations (MFOs), and collection agencies. How to change loan terms and conditions?If financial difficulties arise, the borrower has the right to contact his lender (bank, MFO or collection agency) with a written request to change the terms and conditions for discharge of his obligations.The request must be accompanied by documents that confirm deterioration of his financial situation or the reasons for the overdue debt. This may include a certificate of registration as unemployed, an act of the employer to terminate an employment contract, grant unpaid leave or a certificate of temporary disability that confirm illness of a close relative or spouse of the borrower; a death certificate/ statement of death of a close relative or spouse of the borrower; documents that confirm material damage to the borrower as a result of an accident, illegal actions of third parties, a certificate of disability, judicial acts and other documents that confirm  deterioration of the borrower's financial situation. A full list of required documents is available on the Agency's website.Application can be submitted in person at the lender's address or via a mobile app or email, if required by the agreement. A unique event took place at the Cynological Center of military unit 6654 (Alatau) of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan — for the first time, Dutch Shepherd puppies were born here.A total of ten Dutch Shepherds were born from a dog acquired last year through cooperation with civilian organizations. In the future, they will join the ranks of the National Guard, contributing to law and order by assisting in crime prevention, detecting narcotics and explosives, patrolling the streets, and protecting vital facilities.Dutch Shepherds are renowned for their endurance, loyalty, and high intelligence — qualities that make them indispensable in law enforcement. Previously, the center mainly bred German and Belgian Shepherds, but now the range of service dog breeds has expanded.The Cynological Center of military unit 6654 is unique within the National Guard system. It simultaneously trains future dog handlers and breeds service dogs. A comprehensive training and material base has been created here: equipped kennels, training grounds, a veterinary unit, and a dedicated feeding center. Dogs are provided with balanced nutrition tailored to their age and workload.From as early as six months, puppies are assigned to different specialties depending on their activity and abilities. Some become detection dogs for narcotics, others are trained to identify explosives, while the rest are prepared for patrol service and suspect apprehension. Later, these service and search dogs make a significant contribution to law and order, ensuring public safety.In just the first nine months of 2025, National Guard dog handlers carried out more than 3,500 tasks, nearly 100 of which produced positive results. With the help of service dogs: over 60 offenders with signs of criminal activity were apprehended; more than 200 kg of plant-based and synthetic narcotics were detected and seized; stolen property worth over 1.7 million tenge was recovered; 14 cold weapons, 2 firearms, and 1 traumatic weapon were confiscated; and the whereabouts of 17 missing persons were established.The four-legged defenders also represent Kazakhstan with honor on the international stage. At exhibitions and competitions, National Guard service dogs regularly win prizes, earning expert recognition and demonstrating their high level of training.Within the Internal Troops system, personal and team championships in service dog triathlon are traditionally held. Out of 492 rural settlements in the region, 372 have good 4G connectivity.To solve problems and optimize work, the Akimat of the region in 2023 signed memoranda with two major telecom operators, Kazakhtelecom JSC (Kcell) and Beeline Kazakhstan (KaR-Tel LLP), to improve the quality of communications in the region.Also, the akimat of the region will annually build about 50 antennas on which base stations will be installed by cellular operators.As part of the signed memoranda, the construction of antenna and mast structures in 44 rural settlements was completed in 2024. To date, base stations have been launched in 42 villages. The official launch of the remaining base stations is scheduled for the fourth quarter of this year.In order to provide the population with broadband Internet access at a speed of at least 100 Mbit/s, the Government of Kazakhstan has approved the National Project "Affordable Internet".The main focus is on the construction of an extensive network of fiber-optic communication lines in rural areas, including healthcare, education, government institutions and others.Thus, within the framework of the National Project "Affordable Internet", it is planned to cover 301 rural settlements of the region with the Internet by 2027.Also, 34 villages located in difficult terrain will be provided using non-geostationary satellite systems technology.As a result of the implementation of the memoranda and the National Project, all rural settlements, including small ones, will be provided with the Internet with various technologies (VOLS, satellite, 4G).The Department of Informatization is actively responding to problems with the Internet connection identified by the population of the region, taking comprehensive measures to eliminate them. With the participation of the Akim of Karmakshy district, Zhandos Yerkіnbek, the XXXV regular session of the district maslikhat was held. Deputies of the maslikhat, akims of settlements and rural districts, as well as heads of departments and institutions took part in the session. The agenda included 12 issues.The meeting discussed the main indicators of the district’s socio-economic development for the first 8 months of 2025 and the tasks for the upcoming period.During the session, the district akim, Zhandos Yerkіnbek, delivered a report focusing on the socio-economic development of the sacred Karmakshy.“The economic potential of our district is growing year by year. One clear example of this is the multiple increase of the district budget. For 2025, the district budget was initially approved at 12 billion 176 million tenge, but during the year, after two revisions, it reached 20 billion 894 million tenge, which is an increase of 8.9 billion tenge, or 73.4%. This is the direct result of effective planning and attracting additional financial resources,” noted the head of the district.The session also highlighted concrete results in the development of engineering infrastructure, social support for the population, and safety measures. In particular: for gasification, 2 billion 387 million tenge was allocated in 2024, while in the first 8 months of this year the figure reached 5 billion 982 million tenge. For roads, 2 billion 175 million tenge was allocated in 2024, while in the first 8 months of this year — 1 billion 782 million tenge. For the development of water supply and sewerage systems, 260.2 million tenge was allocated in the first 8 months of this year. For engineering infrastructure — 983.2 million tenge, and for housing provision — 750.1 million tenge. In addition, a significant share of the district budget is directed toward improving the quality of life of the population and implementing social and infrastructure projects.The session also addressed road safety measures. Specifically, 5.7 million tenge was allocated from the district budget for the installation of road signs in 2 settlements and 12 rural districts, resulting in the installation of 353 signs.
