In Almaty, systematic work continues to implement the Head of State’s instructions to provide citizens with affordable housing, including the construction and allocation of new apartments to city residents.Almaty Mayor Darkhan Satybaldy took part in the second stage of handing over keys to new apartments.In July, as part of the first stage, 885 families received the keys to their new homes. During the second stage, 1,832 apartments are planned to be allocated, with 946 families having already received the keys to their new apartments.Thus, following the results of the first two stages, the housing conditions of approximately 2,700 Almaty families will be improved.Priority in the allocation of housing is given to socially vulnerable groups, including orphans, people with disabilities, and families raising children with special needs.This year, the Almaty City Construction Department continues to implement housing development projects. Construction of 64 social facilities is underway in Almaty this year, with 30 of them scheduled to be commissioned by the end of the year. Design and estimate documentation is also being prepared for another 64 projects.This was announced by Nurbоl Nursagatov, Head of the Almaty City Construction Department, during a briefing held ahead of Builders’ Day.Construction of 17 out of 29 residential buildings in the Zhas-Kanat and Kalkaman microdistricts has been completed. From 1949 to 1989, 456 nuclear tests were conducted at the Semipalatinsk Nuclear Test Site. The consequences of these explosions were not limited to the Semipalatinsk region, having a significant impact on the environment and public health. According to official data, more than 1.5 million people suffered from the consequences of nuclear testing.On August 29, 1991, the Semipalatinsk Nuclear Test Site was closed by Decree of the President of the Republic of Kazakhstan. To mark the 35th anniversary of this historic event, as well as the International Day against Nuclear Tests observed on August 29, a commemorative event was held in Karmakshy District.The event, held at the “Youth Park” on the instruction of the district Akim, was attended by Deputy Akim of the district Samat Smagulov, who paid special tribute to citizens who had fulfilled their military service at the Semipalatinsk Nuclear Test Site.“During that difficult period, more than 100 residents of our district served their military duty at the Semipalatinsk Nuclear Test Site. В Казахстане начали действовать обновленные Правила субсидирования в рамках Единой программы поддержки малого бизнеса «Іскер аймақ», реализуемой ФРП «Даму». Изменения утверждены постановлением Правительства Республики Казахстан от 18 августа 2026 года № 729. Что изменилось?  В поддержку включены проекты субъектов социального предпринимательства без отраслевых ограничений. Они могут участвовать в программе по видам деятельности, указанным в реестре субъектов социального предпринимательства, с учетом места реализации проекта и места регистрации предпринимателя. Для социальных предпринимателей размер субсидирования составляет 50% номинальной ставки вознаграждения, в то время как для остальных предпринимателей – 40%.Акиматы регионов могут определять дополнительные шесть кодов ОКЭД в качестве приоритетных видов экономической деятельности по регионам и районам Республики Казахстан.Усилена ориентация инвестиционных проектов на отечественную продукцию. К инвестиционным расходам относятся приобретение коммерческой недвижимости, оборудования, техники, транспорта, а также строительство, модернизация, реконструкция и капитальный ремонт объектов бизнеса. При этом оборудование, техника, транспорт, строительные материалы и другие активы в рамках инвестиционного проекта должны приобретаться у казахстанских товаропроизводителей, включенных в соответствующий Реестр. В случае отсутствия необходимого товара в Реестре допускается его приобретение у других производителей.Срок реализации инвестиционных проектов сокращен с 24 до 18 месяцев с даты начала субсидирования. Срок может быть продлен не более чем на шесть месяцев при существенных изменениях законодательства либо непредвиденных технических, экономических и производственных обстоятельств.Уточнен порядок оценки критериев эффективности проектов. Изменения коснулись показателей уровня дохода и фонда оплаты труда (ФОТ). Теперь допускается отклонение фактического уровня увеличения дохода и ФОТ от уровня накопленной инфляции в меньшую сторону не более чем на 1 процентный пункт. Кроме того, при наличии объективных обстоятельств, не зависящих от предпринимателя, введен дополнительный срок до одного финансового года для достижения показателей эффективности при подтверждении реализации проекта и целевого использования средств. Информация об уровне инфляции, в том числе накопленной, размещается на официальном сайте Бюро национальной статистики Агентства по стратегическому планированию и реформам РК.Изменен механизм предоставления субсидирования. Исключено распределение лимитов между банками второго уровня и лизинговыми компаниями (ЛК). Теперь предприниматель может обратиться в любой банк второго уровня или лизинговую компанию, являющиеся партнерами Фонда. После одобрения финансирования проект направляется в Фонд «Даму», который в течение 5 рабочих дней принимает решение о предоставлении субсидии. При положительном решении между Фондом «Даму», БВУ или ЛК и предпринимателем заключается трехсторонний договор субсидирования.Кроме того, Правила дополнены нормой, позволяющей предпринимателю обжаловать решение Фонда об отказе в субсидировании в административном и (или) судебном порядке в соответствии с законодательством РК.В рамках нефинансовых мер поддержки Фонд «Даму» уже реализует проект мобильных фронт-офисов в малых и моногородах, районных центрах и сельских населенных пунктах.Мобильные фронт-офисы работают как выездные консультационные площадки, где предприниматели и граждане, желающие начать бизнес, могут бесплатно получить информацию о действующих инструментах поддержки, а также на месте подать заявку на финансирование. Основные условия программы ·                    Участники – субъекты микро- и малого предпринимательства, сельскохозяйственные кооперативы и субъекты социального предпринимательства;·                    Сумма кредита – до 200 млн теңге;·                    Целевое назначение – инвестиции, пополнение оборотных средств;·                    Номинальная ставка - базовая ставка НБ РК + 4%·                    Размер субсидирования – 40% от номинальной ставки, при этом ставка на предпринимателя не менее 12,6%; для социальных предпринимателей – 50%;·                    Срок субсидирования - до 3 лет; Как стать участником? Для участия в программе предпринимателю необходимо обратиться в банк второго уровня или лизинговую компанию – партнера Фонда «Даму» и подать заявку на получение финансирования. Kostanay region – among the top three leaders in the republic by the number of railway stations put into operationThe reconstruction of the railway station in Kostanay has been completed, which, after more than 50 years of operation, has received a modern appearance and updated infrastructure. The grand opening of the renovated station complex took place today.«Kostanay region has fully fulfilled the instruction of the Head of State on the large-scale modernization of railway stations across the country. Since the beginning of the year, stations at Amankaragay, Kushmurun, Zhelezorudnaya, Arkalyk, and Tobol have resumed operation after major repairs in the region, and the final chord was the modernization of the main railway station in Kostanay», – noted Akim of Kostanay region Kumar Aksakalov.The Kostanay railway station is one of the key objects of the city's transport infrastructure. The average daily passenger flow has increased from 1.2 thousand to 2 thousand people and provides railway communication between Kostanay and the internal districts of our region, as well as with the northern, central, southern, and western directions of the republic.The history of railway communication in Kostanay spans more than a hundred years. The current three-story station building was built in 1974.Today, after more than five decades, the station has been completely renovated taking into account modern requirements for safety, comfort, and accessibility of passenger infrastructure.During the reconstruction, the building area was increased from 7.3 thousand m2 to almost 8.5 m2 – by more than 1,100 m2. As part of the project, engineering systems were fully modernized, and modern passenger escalators and elevators were installed.As noted by Vice Minister of Transport of the Republic of Kazakhstan Zhanibek Taizhanov, Kostanay region has entered the top three leaders of the republic by the number of completed and commissioned railway stations.«Along with this, new railway lines are being built, network capacity is increasing, passenger rolling stock is being renewed, and modern digital technologies are being introduced. All these projects are aimed at making railway transport even safer, more comfortable, and accessible for citizens», – said Zh. Taizhanov.Special attention has been paid to the improvement of the territory adjacent to the station. At the expense of the regional budget, repairs and improvement of the station square were carried out.       Today, a regular meeting of the Kurchatov City Akimat was held under the chairmanship of Mayor B. T. Abdraliev.During the meeting, a number of pressing issues were discussed, including preparing the city for the upcoming heating season, ensuring child safety in schools and preschools, and the readiness of comprehensive schools for the new 2026-2027 academic year.Special attention was paid to the implementation of youth policy in the city and the work being carried out as part of the "Taza Kazakhstan" environmental campaign.Responsible officials presented reports on all the issues discussed, the current situation was discussed, and future tasks were identified. Digital Labeling of Beer in Glass Bottles Becomes Mandatory from September 1, 2026Starting from September 1, 2026, mandatory digital labeling of beer and beer-based beverages in glass bottles will be introduced in Kazakhstan. Products manufactured or imported after this date must carry a Data Matrix labeling code.The labeling of beer will be introduced in stages:— from February 1, 2026 – for products in kegs;— from September 1, 2026 – for products in glass bottles;— from January 1, 2027 – for products in metal cans.In the future, full traceability of products will be ensured through the electronic processing and confirmation of documents when products are transferred between participants in the supply chain.Participants in the market are required to register in the Product Marking and Traceability Information System (PMTIS) through the tanba.markirovka.kz portal and begin registering product cards.Registration is recommended to be completed in advance in order to obtain labeling codes.Unlabeled stocks of beer and beer-based beverages produced before the introduction of mandatory labeling may be sold for one calendar year, in accordance with the established list.Source : https://www.gov.kz/memleket/entities/kgd-zko/press/news/details/1283160?lang=ru
