     Vienna, 6 March 2026 – At the initiative of Kazakhstan, the Board of Governors of the International Atomic Energy Agency (IAEA) continued its consideration of the restoration of sovereign equality of member states during its regular session.In his statement, Kazakhstan’s Permanent Representative to International Organizations in Vienna, Mukhtar Tileuberdi, emphasized that the issue of sovereign equality in the IAEA remains a key principle for fair and inclusive participation of all member states in the Agency’s governance. Given the importance of this issue, Kazakhstan has consistently initiated the inclusion of this item on the agenda of the Board of Governors and the IAEA General Conference since 2022.Kazakhstan Ambassador noted that, thanks to the resolution on the restoration of sovereign equality in the IAEA submitted by Kazakhstan and adopted on 29 September 2023, the number of countries not included in the Agency’s regional groups decreased from 17 to 12. Kazakhstan’s Civil Registry Service Celebrates 105 Years: How Life Event Registration Became DigitalIn 2026, the Civil Registry Service of Kazakhstan (RAGS) celebrates its 105th anniversary. Over this period, the registration of births, marriages, and other life events has evolved from paper books and manual records to digital services accessible directly from a smartphone.RAGS of Kazakhstan was among the first in the country and in the CIS to begin transitioning its work to an electronic format. Millions of records accumulated over more than a century have been digitized. As a result, information about births, marriages, and other life events is now available through electronic services. This has greatly simplified access to services: citizens are no longer tied to their place of residence. Today, it is possible to obtain a duplicate document or register a marriage anywhere in the country.Currently, the RAGS system covers all regions of the country: there are 232 RAGS offices across Kazakhstan, employing 855 staff members. The scale of their work remains significant: in 2025 alone, approximately 337,000 births and around 116,000 marriages were registered in Kazakhstan. Positive trends continue this year, with around 49,000 births and approximately 14,000 marriages already registered since the beginning of 2026.Modern RAGS is not only about digital services. Increasing attention is being given to ceremonial registrations of marriages and births. In 2025, 4,949 ceremonial marriage registrations and 454 ceremonial birth registrations were conducted nationwide.“Over 105 years, the RAGS system has evolved from paper documents to a modern digital system. Combining a rich history with contemporary solutions, we continue to develop. Today, it is possible to proactively obtain a birth certificate, and through mobile applications, submit a marriage registration request. The platform consolidates all key information about investment portfolio managers (IPMs) in a single digital space and provides a systematic approach to providing data on investment activities.The project aims to increase public awareness and foster a robust understanding of pension asset investment mechanisms by synchronizing the publication of pension asset return data and explaining the factors influencing investment results.The Unified Internet Information Platform for Investment Management is a modern digital resource that allows contributors to analyze pension investments online.In Kazakh and Russian, users have access to information on the pension savings system, securities, investment strategies (criteria), basic concepts, and the pension asset allocation structure, as well as the financial performance of the pension investment management system, information on sanctions and enforcement actions, data on the pension investment management system's compliance with regulatory requirements, and other information that allows contributors to develop a profile of the pension investment management system and its investment activities.The platform provides convenient and structured access to return information and enables dynamic comparison of various data on pension asset portfolios managed by trustees (the National Bank of the Republic of Kazakhstan and the pension investment management system) over a specified range of periods. According to the data of the authorized body in the field of vehicle registration (CAP of the Ministry of Internal Affairs of the Republic of Kazakhstan), more than 147 thousand car owners are registered in the Pavlodar region, who own more than 220 thousand vehicles.To date, over 19 thousand car owners have vehicle tax arrears in the amount of about 655 million tenge.From April 2, notices of tax arrears will be sent to persons who have not paid taxes on time. Also, a penalty is charged for each day of delay.Upon receipt of the notification, the taxpayer is obliged to repay the debt within 30 business days.In case of non-fulfillment of the requirement, a tax order is automatically generated, which is sent to the taxpayer and is subject to execution within 5 working days. If the tax order is not executed, it is sent to the Chamber of Private Bailiffs (CHSI) to initiate enforcement proceedings and compulsory debt collection.Together with the Chamber of Private Bailiffs and the Police Department, raid measures are being carried out to identify debtors on vehicle tax.During the raids, the following is carried out:- checking for debt through the Oracle-Korgau search engine database;- the delivery of tax orders for the collection of tax debts.Information about debtors is also transmitted to the Police Department for inclusion in the database of the Oracle-Korgau search engine installed on patrol cars.In case of non-payment of tax arrears, police officers have the right to place the vehicle in a parking lot.In 2025, about 250 raid events were held. According to their results, 3,196 taxpayers have paid off their tax debts. The new Tax Code eliminates the relationship between social tax and social contributions. Previously, the amount of social tax was reduced by the amount of social contributions, but now it is not.The social tax rate from 2026 is 6%, with the exception of the following cases.For agricultural producers, the rate is 1.8%. At the same time, they remain the pillar of the family and the keepers of warmth and moral values."On the initiative of the Head of State, Kassym-Jomart Tokayev, a constitutional reform focused on the individual is being implemented. It envisages the creation of comprehensive conditions for women, the protection of their rights, and the strengthening of the institution of the family as one of the priority areas of state policy. On this festive day, I wish you good health, great happiness, well-being, a spring mood, and new achievements.
