The work covers 1,300 km of public roads and over 400 streets in 103 settlements. A contest "advertising is a reflection of the purity of language" was held in the district. Results of the pilot project "Salyq cashback" and other measures to encourage receipt of fiscal receiptsIn order to increase civic engagement, form a legal culture in matters of consumer protection of goods, works and services, as well as reduce the share of the shadow economy, the State Revenue Committee has been implementing the pilot project "Salyq Cashback" since March 15, 2025.The project is aimed at encouraging citizens to receive fiscal receipts issued by cash registers (KKM) by micro and small businesses by providing a monetary reward in the amount of 2% of the purchase amount.Anyone can take part in the Salyq Cashback project. To do this, it is necessary to receive a fiscal receipt when paying for goods and services, scan the barcode from the receipt in a special mobile application "Amian".The funds received can be transferred to a bank card or credited to a mobile phone balance.According to the results of the first stage, conducted in 2024 in the city of Semey in the Abai region and the Akkol district of the Akmola region, positive trends were recorded: the number of checks received increased by 2 times, and the total amount on them increased by 32% compared to the second half of 2023.In 2025, the project is being implemented in stages and covers 46 districts in 10 regions of the Republic of Kazakhstan.: East Kazakhstan, Kostanay, Akmola, Karaganda, Mangystau, Zhambyl, Turkestan, Almaty, West Kazakhstan and North Kazakhstan regions.The city of Taldykorgan (Zhetysu region) is expected to be connected in the near future.Terms and territories of the project implementation:1. Illegal alcohol sales channel suppressed in Kostanay On July 29, 2025, as part of the control and preventive measures carried out by employees of the Department of State Revenue for the Kostanay region and the Department of State Revenue for the city of Kostanay, the fact of turnover of a large batch of unmarked alcoholic beverages was revealed.According to the results of the analysis, citizen Sh. the sale and storage of alcoholic beverages without accounting and control marks (UKM) has been established. Investment portfolios of pension assets managed by the NBRK and IPM as of July 1, 2025 31.07.2025
UAPF JSC (hereinafter referred to as UAPF) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (hereinafter referred to as NBRK) and investment portfolio managers (hereinafter referred to as IPM) on the UAPF.kz website in the section "Indicators - Investment activities". The total volume of pension assets as of July 1, 2025 under the management of the NBRK and IPM amounted to KZT24,001.78 billion. As of this date, the pension assets of the UAPF, under the trust management of the NBRK, formed through compulsory pension contributions (hereinafter referred to as CPC), compulsory occupational pension contributions (hereinafter referred to as COPC), voluntary pension contributions (hereinafter referred to as VPC), amounted to about KZT23,474.82 billion[1]. The volume of pension assets formed by mandatory employer pension contributions (hereinafter referred to as ECPC), which are in the trust management of the NBRK, is KZT462.20 billion.Pension assets under IPM management amounted to more than KZT64.76 billion. Investment portfolio of pension assets managed by the National Bank of the Republic of Kazakhstan The National Bank, as a trustee of the pension assets of the UAPF, pursues a balanced investment policy: invests in various types of financial instruments by currencies, countries, sectors and issuers.The main areas of investment of pension assets formed through CPC, COPC, VPC, as of July 1, 2025 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 43.71%, bonds of quasi-public companies - 9.02%, bonds of second-tier banks of the Republic of Kazakhstan - 3.18%, deposits of the National Bank of the Republic of Kazakhstan - 1.29%, shares and depositary receipts of issuers of the Republic of Kazakhstan - 1.73%, IFOs - 1.20%. The investment portfolio by currencies in which the financial instruments acquired through CPC, COPC, VPC are denominated as of July 1, 2025 looks like this: investments in national currency - 58.33%, in US dollars - 41.66% of the pension asset portfolio.Despite short-term fluctuations in profitability, over the past 12 months from July 2024 to June 2025, the accrued investment income amounted to about 2.53 trillion tenge, the yield for this period was 12.22% with inflation at 11.80%. The investment directions of ECPC as of July 1, 2025 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 97.04%, deposits of the National Bank of the Republic of Kazakhstan - 2.62%, cash in investment accounts - 0.34%.The investment portfolio due to ECPC includes only financial instruments denominated in the national currency.As of July 1, 2025, the yield of ECPC over the past 12 months was 12.15%.Let us remind you that pension savings are long-term investments. Therefore, it is advisable to analyze the amount of investment income for a period of at least one year. In certain periods, a decrease in yield may be observed due to the volatility of foreign exchange rates, changes in the market value of financial instruments, as well as the impact of inflation. Diversification of the investment portfolio, when the income on some instruments covers temporary losses on others, ensures the safety and stable profitability of pension savings in the long term. From January 1, 2026, pension benefits from UAPF will be exempt from IITOn July 18, 2025, the head of state signed a new Tax Code, which provides for the exemption from January 1, 2026 of income in the form of pension payments, lump sum pension benefit payments for housing/treatment (LSPBP) from UAPF from individual income tax (IIT), with the exception of pension benefits from UAPF made to non-residents of the Republic of Kazakhstan .How is it now?According to the current Tax Code, pension payments, LSPBP from UAPF are considered income subject to IIT at a rate of 10% at source. That is, pension contributions are transferred to individual pension savings accounts before taxation. IIT is withheld upon payments. IIT is withheld collectively for all types of pension benefits formed from compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), voluntary pension contributions (VPC). In this case, the amounts of adjustments and tax deductions are taken into account.When using lump-sum pension benefit payments for housing/medical treatment, IIT is also withheld. In this case, there are two ways to withhold it at the beneficiary's choice: immediately upon receipt of LSPBP or with a delay until retirement.Until January 1, 2026, the calculation, withholding and payment of IIT from pension payments and LSPBP from UAPF will be carried out in the current mode.What will happen from January 1, 2026?IIT will not be withheld from all types of pension benefits, except in cases where the beneficiary is a non-resident of the Republic of Kazakhstan, and will not be withheld from the LSPBP.The changes also include the cancellation of accrued obligations to pay IIT from the LSPBP for housing/medical treatment deferred until retirement from January 1, 2026, but do not imply a refund of taxes previously paid to the budget.What else will change?The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor, from January 1, 2026, applied in the amounts established by the Tax Code to income subject to taxation at the source of payment.At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax.
