Who Runs the Village: A Portrait of the Village Akim of Kostanay Oblast 02.03.2026
Who makes decisions in rural areas? The Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs for Kostanay Region offers a portrait of rural akims – those who work at the level of government closest to the population. In Kostanay Region, the institution of rural akims is represented by 196 akims of rural districts. Their distribution reflects the region's territorial characteristics: the largest number of akims is concentrated in Kostanay District (16), Auliekol and Karabalyk Districts (13 each), and the city of Arkalyk (13). The smallest number is in the city of Lisakovsk (1).The modern portrait of a rural akim is, first and foremost, an experienced manager. Almost 83% of akims are men, and about 17% are women. The average age is 45–46, indicating a balance between professional experience and high performance. However, the age range is quite broad: from 29 to 64 years. The youngest akim (mayor) today is 29 years old – he is the akim of the Karasu rural district in the Amangeldy district. The oldest is 64 years old – the akim of the Urnek rural district in the Karabalyk district, elected in 2022 for a four-year term. However, the law clearly states that reaching retirement age is not grounds for termination of a village akim's powers.Almost 95% of akims have higher education. The most common fields of study are economics and finance (29%), law (29%), and pedagogy (15%). Public administration and management were chosen by 6%, and technical specialties by about 9%.The average length of service for a village akim in public service exceeds 14 years. Almost half of the current akims have been in office for less than three years, indicating a renewal of the administrative corps. At the same time, a stable core has been preserved: 68 akims have held their positions for five years or more, ensuring continuity and stability in governance.Analysis shows that the position of village akim (mayor) rarely serves as a career launchpad. More than 70% of leaders are appointed after the age of 35, and over a third are between the ages of 35 and 45. This confirms that the position of village akim (mayor) is a stage of professional growth that requires maturity, management experience, and authority.More than 60% of akims are natives of the Kostanay region. Their geographic origins within the region are distributed fairly evenly, without being concentrated in any one district. Every third akim works in the district where they were born, allowing for a deeper understanding of local characteristics and social context. At the same time, the principle of personnel mobility is actively applied: in 60% of cases, akims work outside their home district. This approach allows for the flexible redistribution of management personnel and the strengthening of problem areas. The majority of rural akims (84%) have no disciplinary sanctions. When they are held accountable, lenient measures predominate. It's important to note the steady positive trend: over the past three years, the number of akims reviewed by the Ethics Council has more than halved. This profile is complemented by a system of incentives: every fifth rural akim has received state or departmental awards, demonstrating recognition of their contribution to the development of their territories. At the same time, requirements for akim candidates and verification of their compliance with civil service legislation are the responsibility of the authorized body for civil service affairs in accordance with the Law "On Elections in the Republic of Kazakhstan."Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs for Kostanay Region, Chairman of the Ethics Council – E.A. The Ministry of Foreign Affairs of the Republic of Kazakhstan hosted a meeting of the Steering Committee of the United Nations Sustainable Development Cooperation Framework between the Government of Kazakhstan and the United Nations for 2026-2030.The meeting brought together representatives of government institutions, the UN Country Team, and civil society organizations.Opening the session, Vice Minister of National Economy Assan Darbayev underlined that the Sustainable Development Goals (SDGs) are fully integrated into Kazakhstan’s national planning framework and remain under continuous interagency oversight. He noted that nearly 200 national SDG indicators are currently in place, enabling comprehensive monitoring of progress. He also highlighted Kazakhstan’s steady socio-economic performance, including GDP growth of 6.5% in 2025.UN Resident Coordinator in Kazakhstan Sarangoo Radnaaragchaa commended the country’s tangible progress, pointing out that nearly 40% of SDG targets have been achieved or are on track – well above the global average of 18%. She further acknowledged the ongoing reform momentum, including the public dialogue on the new Constitution.Director of the Department of Multilateral Cooperation at the Ministry of Foreign Affairs Didar Temenov reaffirmed that, as repeatedly emphasized by the Head of State, for Kazakhstan the United Nations remains an indispensable and irreplaceable pillar of the international order. More than ten thousand cars were cleared in Mangystau region in 2025 02.03.2026
The Department of State Revenue for the Mangystau region reports that 10430 passenger vehicles have passed customs clearance under the "Release of goods for domestic consumption" procedure in the region in 2025.The total statistical cost of these cars was 93.5 million US dollars. Most of the cars were imported from 2 countries: Georgia (7842) and the United Arab Emirates (2403).During customs clearance, the price of the car is indicated. Price information for vehicles is posted on the website of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, which is updated and supplemented as necessary. This grid is intended as a recommendation and is provided as information. The customs legislation establishes a list of documents confirming the information stated in the customs declaration. For example, if the price of an imported car differs significantly from the price information of the State Revenue Committee, carriers need to provide the following documents:- the price list of the manufacturer or car dealer, his commercial offers;- a commercial offer by sellers of imported, identical, homogeneous goods, as well as goods of the same class or type;- explanations on the grounds and conditions for the provision of discounts by the seller to the buyer. A certificate from the seller stating that a discount was provided and in what amount from the initial cost.It is noted that the above documents must be submitted together with the filing of the goods declaration. This measure will help to significantly reduce the time of customs clearance.Customs clearance in the Republic of Kazakhstan is carried out electronically through the information system of state revenue authorities, in connection with which a participant in foreign economic activity has the opportunity to independently file a declaration for goods by signing his EDS from any location. The rules for customs clearance of imported passenger cars are quite simple. During the customs declaration of goods, the importer must determine its customs value as the costs incurred by him for the purchase, as well as related costs associated with delivery to Kazakhstan (transportation costs, insurance claims, etc.).Therefore, in order to accept the customs value during customs clearance of a vehicle, its value must be based on reliable, quantifiable and documented information. The following documents can be used: export declaration of the country of origin, invoice, transportation costs for the delivery of goods, purchase agreement between buyer and seller, bank transfer, auction list, etc.(unofficial translation)Source : https://www.gov.kz/memleket/entities/kgd-mangistau/press/news/details/1172424?lang=kk

“Ulandyk Dos”: A Trust-Based Soldier Adaptation System Introduced in the National Guard 02.03.2026
The National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan is implementing the “Ulandyk Dos” project aimed at strengthening mutual support and combat brotherhood within the military environment. The initiative was launched at Military Unit 5573, stationed in the capital, and is already showing its first positive results in increasing the level of trust among conscript servicemen.Under the new system, soldiers are grouped into small teams of 2 to 5 people. They serve as a source of support for one another both in service-related duties and in everyday army life, helping to resolve emerging issues and maintain moral resilience. As the initiative has been implemented, young servicemen arriving from different regions of the country have managed to become friends and unite as a cohesive team. For example, Private Mukhamedali Kuralbek, drafted from Shymkent, and Private Daniyar Kenesov, a native of Semey, were complete strangers at first.Mukhamedali joined the National Guard later than Daniyar. A new unit, new requirements, and the strict military routine represent a responsible stage for every soldier. During this period, Daniyar supported his fellow serviceman from the very first days and helped him adapt more quickly to the conditions of service. After being united into one group within the framework of the “Ulandyk Dos” project, the servicemen quickly found common ground. They stand combat duty together, assist each other during combat training, and jointly carry out assigned tasks. If one is tired, the other is always ready to lend a helping hand. This mutual trust contributed to their rapid integration into the military collective.— In our free time, we often talk and recall our native regions. I tell Daniyar about the traditions of the southern region, and he shares the особенности of the Semey area. In this way, our service partnership gradually grew into true friendship, — noted Private Mukhamedali Kuralbek.According to the unit’s command, this approach helps commanders monitor the moral and psychological condition of personnel and promptly identify emerging issues. It should be noted that the project is currently being implemented in a pilot format. If its effectiveness is confirmed, the “Ulandyk Dos” methodology will be introduced in all military units of the National Guard. Kazakhstanis' accrued investment income for the 12 months amounted to KZT2.28 trillion 02.03.2026
As a result of the National Bank of the Republic of Kazakhstan's (NBRK) investment activities in pension asset management, as well as due to foreign exchange rate volatility and changes in the market value of financial instruments, the accrued investment income for the last 12 months from February 2025 to January 2026 amounted to approximately KZT2.28 trillion, with a return of 9.74% for this period. It is important to note that the return on pension assets for individual short-term periods is not an indicator of their management effectiveness, as income in the form of interest on financial instruments and other transactions accrued over a short period of time does not always cover fluctuations in securities prices and exchange rates over a given period. Therefore, it is advisable to objectively analyze the amount of investment income over a longer period of time.Over the medium and long term, a positive real return (exceeding cumulative inflation) on pension savings is ensured. The cumulative investment return since the inception of the funded pension system in 1998 as of February 1, 2026, was 1,173.15%, with inflation for the entire period at 952.32%.As of February 1, 2026, net investment income accumulated since 2014 (following the consolidation of pension assets into the UAPF) amounted to KZT 13.99 trillion. Taking into account benefits paid, its share of the total pension savings of contributors (beneficiaries) is 41.5%, demonstrating the significant role of investment activity in the structure of citizens' savings. It should also be noted that contributors have the right to transfer a portion of their pension assets (up to 50% of pension savings through compulsory pension contributions and up to 100% of pension savings through voluntary pension contributions) to a private investment portfolio manager (IPM) that meets the regulator's requirements.Compared to the more conservative management of the National Bank of the Republic of Kazakhstan, which is aimed at preserving pension assets and ensuring their positive long-term returns, the IPM's investment declarations and regulatory requirements provide for broader investment opportunities for IPMs to increase the return on pension assets (although the risks associated with IPMs are also higher). As a reminder, Kazakhstan has a unique guarantee for the safety of compulsory pension contributions and compulsory occupational pension contributions managed by the National Bank of the Republic of Kazakhstan, taking into account the inflation rate. In the event of a decrease in returns in a particular period, affecting the contributor's accumulated returns upon the entitlement to benefits, compensation for the difference is guaranteed by the state. The entire investment management and pension asset accounting system is transparent: each contributor can view their investment income in their personal account on the enpf.kz website or in the mobile app.Information on the investment management of UAPF pension assets and the financial instruments in which UAPF pension assets are invested is published on the official UAPF website (www.enpf.kz) in the "Statistics and Analytics/Investment Management of Pension Assets" section.Source : https://www.gov.kz/memleket/entities/akimat-beyneu/press/news/details/1183349?lang=kk
