On June 13-14, 2019, first Vice-Minister of labor and social protection of RK Yerzhan Zhilkibayev visited the North Kazakhstan region with a working trip. On Wednesday, June 12, Minister of labor and social protection of population of RK Berdibek Saparbayev presented at the plenary session in the Mazhylis of the Parliament of RK draft Laws "On compulsory social insurance" and "On amendments to some legislative acts of the Republic of Kazakhstan on issues of compulsory social insurance". The draft laws were developed on behalf of the First President of RK – Elbasy and are aimed at strengthening the relationship between work experience and the amount of payments in the system of compulsory social insurance, as well as ensuring from 2020 the growth of social payments for disability, loss of breadwinner and loss of work by an average of 30%.In particular, it is planned to revise the coefficient of experience in the system for recipients whose experience exceeds 5 years, which is used in determining the size of the three types of social benefits. To date, the maximum value of this coefficient is 1.0 for citizens with experience of participation from 5 years and above. It is proposed to increase the coefficient by 2% for each full year over 5 years of experience in the system.In order to increase the level of social protection of persons with disabilities, it is proposed to determine the amount of social benefits for disability based on the actual established medical and social examination of the degree of disability (from 30% to 100%).In order to increase the social security of families without a breadwinner, it is proposed to increase the amount of social benefits by increasing the dependency ratios.In addition, the draft Law provides for an increase in the income replacement rate from 30% to 40% for recipients of social benefits for loss of work, as well as an increase in the duration of social benefits from 4 to 6 months, depending on the experience of participation in the system.At the same time, in order to prevent a gap between the amount of social payments of new and established recipients, it is proposed to carry out a one-time recalculation of the amount of social payments with the use of new parameters for the recipients of social payments for disability and loss of breadwinner on January 1, 2020.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/20277?lang=kk

On April 4, 2025, Örken East Kazakhstan Regional Scientific and Methodological Center for Informatization and Education Development of Education Administration of East Kazakhstan region held a working meeting with methodologists from education departments responsible for preschool education and training. The meeting addressed current issues in the preschool education and training of the region, as well as reviewed the results of the 1st quarter of 2025, and outlined goals and objectives for the upcoming period. The event shared information regarding changes in the preschool education system, the action plan of the Mobile Group under the Methodological Center, and 17 Competence Centers established to disseminate and implement best pedagogical practices. President Kassym-Jomart Tokayev constantly emphasizes the importance of enhancing the social status of teachers and increasing their professional reputation, urging the government to pay special attention to this matter.On April 3-4, 2025, the Ministry of Education of the Republic of Kazakhstan and Zerdeli Intellectual Development School organized the first-ever Republican Mega Project in Kazakhstan titled “Reading and mathematical literacy: successful synergy”. The project brought together 100 teachers of the Kazakh language and literature, along with 100 math teachers from across the country, who competed in this project. Five teachers of the Kazakh language and literature and five math teachers represented East Kazakhstan region in the competition.The competition included two rounds: Round 1 – pair competition, Round 2 – team competition. According to the results of the pair competition, third degree diplomas were awarded to Akniet D. Ilyasov, a teacher of mathematics of School-Nursery-Kindergarten Complex of Samar district and Gaukhar T. Bibosinova,  a teacher of the Kazakh language and literature of Amangeldy Secondary School, as well as Aidana B. Kasymzhanova, a teacher of mathematics of R. Marsekov Secondary School of Ulan district and Zarina M. Tulebayeva, a teacher of the Kazakh language and literature of R. Marsekov Secondary School of Ulan district. Ministry of labor and social protection of population of Kazakhstan has developed a list of 100 in demand service and industrial professions on the basis of the priorities of state programs and the forecast of personnel needs until 2025.List of professions drawn up in the framework of execution of the order of Elbasy on development of the program "Zhas maman". It includes 35 popular professions, which require higher education and 65, which require technical and vocational education, which also included 10 new professions, includingIT – specialists, 3D modeling and augmented reality engineers, inter-machine learning systems, renewable energy sources, additive manufacturing technologies, architects and infrastructure designers of "smart" urban planning, unmanned aircraft systems and graphic and multimedia designers who are in demand during the automation of production.Selection of professions is based on the use of three parameters.The first parameter takes into account the main priorities of strategic, state and sectoral programs implemented in the Republic of Kazakhstan. A meeting on issues of address social assistance was held in the Ministry of labor and social protection of population under the chairmanship of Berdibek Saparbayev. It was attended by the heads and representatives of the Supreme court, Ministries of justice, internal affairs, agriculture, finance, national economy, digital development, defense and aerospace industries."President of the country K. "Samruk-Kazyna" SWF JSC and the Ministry of labor and social protection of population of the Republic of Kazakhstan signed a unique memorandum on the implementation of social initiatives. The Memorandum was signed by Chairman of the Board of the Fund Akhmetzhan Yessimov and Minister of labor and social protection of population Berdibek Saparbayev.Within the framework of the Memorandum, cooperation will be carried out to create favorable conditions for children from low-income and large families, from families in difficult life situations, elderly citizens, disabled people, veterans, minors and young people.In particular, the parties will carry out treatment abroad for at least 100 children with incurable diseases in Kazakhstan, provide non-drug correction of autism for at least 100 children, medical rehabilitation for at least 1,500 children with a diagnosis of "infant cerebral palsy", medical care for at least 60,000 residents of remote settlements.At the same time, the development of yard clubs for health promotion and development of creative abilities of at least 1,500 children will be continued, sightseeing tours will be organized in Kazakhstan for 600 children from remote villages and stations, social and household assistance and free travel on all railway communications of Kazakhstan and the Commonwealth of Independent States for at least 1,400 veterans of the Great patriotic war and home front workers, at least 40 universal sports and children's playgrounds will be provided.At the same time, it is planned to provide at least 30 travel grants for the participation of children and adolescents under the age of 18 in intellectual, creative and sports competitions. Minister of labor and social protection of population of Kazakhstan Berdibek Saparbayev held a number of bilateral meetings at the International conference organized in honor of the 100th anniversary of the International labor organization (ILO), which was held within the framework of the XII Astana economic forum.Thus, during the meeting with the Minister of employment and labor relations of the Republic of Uzbekistan Sherzod Kudbiyev, a Joint action plan ("Road map") on the implementation of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Uzbekistan on labor activity and protection of the rights of migrant workers for the period from 2019 to 2020 was signed.This intergovernmental agreement was signed by the heads of departments on April 15, 2019 in Tashkent during the state visit of the President of RK K. K. Tokayev to the Republic of Uzbekistan.Signing of the road map will contribute to further strengthening of cooperation between countries in the field of regulation of the labor migration process.Under the intergovernmental agreement, migrant workers have the right to rest, to receive a guaranteed amount of free medical care for acute diseases that pose a danger to others in accordance with the legislation of the host state and the terms of the employment contract.
