King's College London, one of the world's leading academic institutions which also has international accreditation in forensic science, invited forensic experts from Kazakhstan to part in research relating to criminal cases.Inkar Tazhigulova and Dauren Duberbaev, forensic experts from the Center for Forensic Expertise of the Ministry of Justice of the Republic of Kazakhstan who specialize in DNA, together with experts from King's College London conducted expert examinations on identification of persons and research on tissues of deceased and living persons. The tissues were contained in paraffin, which is a complex matter for this type of research.Kazakh experts showed a high level of theoretical and practical training and shared their experience and research methods used in Kazakhstan in the field of similar examinations. British colleagues highly appreciated the level of training of experts in Kazakhstan. Such experience of international cooperation is an indicator of high qualification of Kazakh experts.The Ministry of Justice is currently undertaking reforms of its forensic services. Since July 1, the benefits for caring for a disabled child will be increased, as well as the benefit for a person caring for a disabled person of group 1 since childhood. As a result, the amount of benefits for 100 thousand citizens will be increased from 31 183 KZT to 41 578 KZT.Since April 1, the reception of documents is held for the provision of Address social assistance in the new format, which this year is planned to cover more than 830 thousand people. In particular, the number of ASA recipients in Almaty district will increase from 2028 to 2954 people. The Minister of labor and social protection of population of Kazakhstan Berdybek Saparbayev visited the "social town" of charity fund "Munaima" in Kaskelen.Fund "Munaima" started in 2007 in Almaty region. One of the successful projects of the fund was the opening of a "social town" where low-income citizens can settle, learn new specialties, work in production and get help in starting own business. Coordinator of the fund "Munaima" Merkhan Abilov stressed that a prerequisite is the training of the specialty with subsequent employment. Participation in the project lasts a year - the first 6 months lasts training and work in the "social town", during the subsequent time is assisted in the development of a business plan to start own business. In order to implement the business idea, the Fund doubles the capital earned by the participant in the first six months.B. Saparbayev inspected the production facilities where the project participants work, their living conditions and visited a kindergarten on the territory of the town.The Minister gave a positive assessment of the work of the fund. Noting that such social projects of private business should be distributed throughout Kazakhstan.Since 2016, about 500 families have become participants of the project. Жұмыс жүргізуге «ПК-1» жүзу краны және «Батыр» сүйрегіші жұмылдырылған. Ағымдағы жылғы 27 шілде бойынша орындалған жұмыстар көлемі 4 152 м3  құрайды. More than 184.9 thousand employers increased the wages of 963 thousand low-paid workers. As a result, their wages increased by 33% (from 43 thousand to 57.5 thousand KZT). On April 15, 2019, a number of bilateral government documents were signed in Tashkent within the framework of the state visit of the President of the Republic of Kazakhstan K. K. Tokayev to the Republic of Uzbekistan, including the Agreement between the Government of RK and the Government of RU on labor activity and protection of rights of migrant workers. Agreement of the Kazakh side was signed by the Minister of labor and social protection of population Berdibek Saparbayev, from Uzbek side by the Minister of employment and labor relations Sherzod Kudbiev.     The signing of the Agreement will further strengthen cooperation between countries in regulating labor migration and create favourable conditions for the movement of labor and the protection of workers' rights.In accordance with the agreements, migrant workers have the right to rest, to receive a guaranteed amount of free medical care for acute diseases that pose a danger to others in accordance with the legislation of the host state and the terms of the employment contract.At the same time, medical services that are not included in the list of guaranteed volume of free medical care are provided on a paid basis or within the framework of voluntary medical insurance.Wages and other working conditions of migrant workers are regulated by an employment contract with the employer in accordance with the legislation of the host state. Deputy request regarding failures in the "E-halyk" system was commented in the Ministry of labor and social protection of population of RK.Information that the system "E-halyk" is not integrated with databases of other state bodies doesn’t correspond to reality.Reason for absence of information on addresses, house numbers, apartments is not in the absence of integration, but in the absence of information in the address register, which is formed and updated by local executive bodies (office of architecture and urban planning).Data on the composition of the family are provided automatically "Registration of acts of civil status" IS, which is also filled by LEB (departments of registration of acts of civil status). For example, information on children born before 13 August 2007 is not available in the above system.Taking into account that not all information systems of state bodies contain exhaustive information, the Ministry provided in the Rules of providing the ASA with a written request by employees of the employment center to the relevant state body, as well as the right of the applicant to provide documents independently.Today "E-halyk" IS is integrated with the information systems of state bodies necessary for the purpose of address social assistance:1.         "Address register" IS;2.         "Registration of acts of civil status" IS;3.         "individuals" SDB;4.         AIS "BEP" (alimony); 5.         "Unified data store" IS (data about entrepreneurial activity);6.         "Real estate register" SDB;7.         IS MLSPP (Income in the form of social payments, wages).Integration with information resources is implemented in offline mode:1.         IS of the MAC on animal husbandry, agricultural machinery, land plot;2.         IS of the MES on students;3.         IS of the MH RK on socially significant diseases, pregnant women and attachment to the clinic.Thus, the examples and arguments voiced in the Deputy's request regarding the absence of integration and failures in the work of "E-halyk" IS are incorrect and untenable.For today, the system is fully functional, acceptance of applications is carried out through it in working order. If there is full information in the databases of state bodies, the appointment of the ASA is carried out on one identity document.At the same time, the Ministry together with local executive bodies regularly carries out necessary information and explanatory work both among the population, and among employees of managements and employment centers. Today, a visiting meeting of the working group of the Mazhilis of the Parliament was held in the Ministry of labor and social protection of population of the Republic of Kazakhstan on the draft Laws of the Republic of Kazakhstan "On compulsory social insurance" and "On amendments to some legislative acts of the Republic of Kazakhstan on issues of compulsory social insurance".The discussion was attended by deputies of the Mazhilis of the Parliament of RK, representatives of the Ministry of labor and social protection of population of the interested central state bodies and National Bank, "Auyl" NDP, "Nur Otan" party, "Atameken" NCE, Federation of trade unions of the Republic of Kazakhstan, Association of financiers of the Republic of Kazakhstan, the Confederation of employers (entrepreneurs) of the RK, State social insurance fund (SSIF), Center for development of labor resources and "State Corporation "Government for citizens" NJSC.  During the meeting, the proposed amendments to the draft laws of the deputies of the Mazhilis of the Parliament were considered, as well as the presentation of business processes for the appointment of social payments in the information systems of the MLSPP, taking into account the changes implemented within the framework of these draft laws was held.The purpose of the draft laws is to strengthen the interaction between the experience of participation in the system of compulsory social insurance and the amount of social payments from SSIF; the formation of incentives for population participation in the system of compulsory social insurance.   As a result of the adoption of draft laws, the growth in the size of social payments from SSIF will amount to not less than 30%.
