Flood Prevention Measures in Kostanay 29.03.2025
The situation in Kostanay remains stable, and there is no threat of flooding of residential buildings. Since March 14, 90 requests have been received, of which 83 have been promptly addressed, and 7 were not confirmed. The requests were related to the accumulation of water on the city streets and its proximity to residential yards.The snow cover in the fields outside the city has melted by 90%, except for lowlands and forested areas.In the city, round-the-clock hydroposts are operating in the areas of "Kostanay-2," "Druzhba" residential area, SO "Dorozhnik," "Textilshchik," and "Sadovod." The city services are on duty in an enhanced mode. The main efforts are focused on preventing flooding and constant monitoring of flood-prone areas.Currently, more than 1,700 sandbags have been placed to protect residential buildings. A total of 216 units of special equipment are involved, and pumping of meltwater from yard areas and streets is ongoing. Three drainage channels with a total length of 18 km and 44 water-passing structures have been cleared — meltwater is flowing freely, without blockages or accumulations. Water is also flowing through 6 ravines: "Kostanay – Say," "Abil-Say," "Taun-Say," "Konay" residential area, "Amanheldi," and "Textilshchik" — no blockages or obstacles are present. A total of 100.6 km of stormwater networks have been cleared, allowing water to flow without obstruction.Assistance continues to be provided to socially vulnerable citizens — municipal workers, rescuers, volunteers, and cadets from the Ministry of Internal Affairs Academy are helping to clear yards and adjacent areas. A total of 660 people are involved in these activities.To mitigate the consequences of flooding, a task force of more than 400 people and 396 units of equipment has been formed, including 22 motor pumps, 7 water pumps, 21 "Andijanets" vehicles, 138 dump trucks, 38 septic tank trucks, 71 tractors, 58 loaders, 25 excavators, 14 cranes, and 31 graders.Since the beginning of winter, 637.9 thousand cubic meters of snow have been removed (in 2024 — 832.5 thousand cubic meters). In accordance with the instructions of the Head of State, the Anti-Corruption Agency is continuously working to recover illegally acquired assets.The Anti-Corruption Service of Zhambyl region has completed an investigation into a criminal case involving suspected abuse of power by officials of the Service Factory, a branch of Kazakhtelecom JSC which is responsible for managing the national company's real estate portfolio.The general director and an employee of the branch are suspected of selling an administrative building of the joint-stock company in the city of Taraz to an entrepreneur at a deliberately undervalued price, contrary to the interests of the state. He is suspected of repeatedly accepting bribes from heads of educational institutions in exchange for facilitating the state certification process.The Anti-Corruption Service of the Kyzylorda region is conducting a pre-trial investigation against the head of the education department in the city of Kyzylorda. She is suspected of accepting a bribe of KZT 1 mln from a city resident for employing her relative as a teacher in an organization under her jurisdiction.In the Aktobe region, a criminal case is under investigation by the Anti-Corruption Service against the chief specialist of the education department of the city of Aktobe. She is suspected of embezzling budget funds amounting to KZT 4.9 mln by unjustifiably allocating herself a salary above the established norm.The investigation is in progress.According to Article 201 of the Criminal Procedure Code, further information is not subject to disclosure in the interests of the investigation.The Enbekshikazakh District Court of the Almaty region announced a verdict against the head of the Education Department of the Balhash district D. Akmoldaeva and eight accountants from the same department. They were found guilty of embezzling budget funds amounting to KZT 129.6 mln by allocating themselves inflated salaries.D. Akmoldaeva was sentenced to 8 years and 6 months of imprisonment and banned from holding public service positions for life. The accountants received sentences ranging from 2 to 8 years of imprisonment along with bans from holding public service positions for 3 to 10 years.The Taldykorgan City Court announced a verdict against the chief accountant of Secondary School No. 12 of Taldykorgan municipal government institutions G. Salpinova and the school's accountant N. Yusupov. They were found guilty of embezzling budget funds amounting to KZT 24.5 mln by allocating themselves a salary above the established norm. G. Salpinova and N. Yusupov were sentenced to 8 and 7 years of imprisonment, respectively. In addition, the convicts are banned from holding public service positions and positions in quasi-state entities for 10 years.The court rulings have not yet come into legal force.In accordance with subparagraph 1 of paragraph 3 of Article 77 of the Constitution and part 1 of Article 19 of the Criminal Procedure Code, every person is presumed innocent until proven guilty by a court decision that has entered into legal force.To minimize the risk of embezzlement, uniform technical requirements for accounting software with risk management systems have been introduced in almost all regions. These systems allow for timely prevention of salary manipulation and “dead souls,” as well as blocking the entry of fictitious data. Additionally, the "Cloud Accounting" project is being implemented, which aims to centralize all accounting systems and integrate them with the databases of government authorities, including the Treasury.This project will ensure transparency in budget planning and eliminate the risks of entering fictitious data in payment documents and other financial violations.Currently, Governor’s Offices are conducting monthly automatic reconciliations of the accounting systems of educational organizations with the reports of the Treasury. Any discrepancies are rechecked.Additionally, since August of this year, the Internal Audit Committee and its regional departments have been carrying out desk audits of payments to detect unjustified salary allocations. All suspicious transactions are submitted for analysis to the Anti-Corruption Service, the Education Department, and the organization that made the payment.This process allows for the tracking of all suspicious transactions and the detection of violations. One of the new measures is the implementation of an automated verification mechanism for payment documents to ensure the accuracy of the personal data of the recipients of monetary payments.Thus, since March 1, as part of the implementation of item 9 of the Roadmap, the information system of the Treasury Committee of the Ministry of Finance has been integrated with the state database of individuals maintained by the Ministry of Justice. Now all payments to teachers – including salaries, travel allowances, bonuses, and vacation pay – are automatically verified against official data by individual identification number and full name.Additionally, secondary-level banks reconcile incoming payments by individual identification number with the bank account data. Efforts to recover illicitly transferred assets remain one of the key tasks of the Anti-Corruption Service.These efforts are carried out in accordance with the President’s directives under the principle of “follow the money” and are an important part of the strategy to prevent corruption, aimed at strengthening public trust in state institutions.Since 2022, assets amounting to over KZT 1.12 trln have been returned to the state and quasi-state sector entities.Illicitly obtained money and property, both within the country and abroad, are actively being sought.To this end, close cooperation is maintained with the Financial Intelligence Unit of the Financial Monitoring Agency of the Republic of Kazakhstan, as well as with international partners through informal communication channels such as “GlobE”, “CARIN”, “ARIN”, and other networks, which allows for the prompt identification and recovery of assets.Similar work is also being carried out by regional departments.For example, during a search conducted by the Anti-Corruption Service of the Zhetysu region at the premises of a suspect in a criminal case involving the embezzlement of budget funds in the education sector, financial documents containing details of a foreign bank were discovered.In cooperation with the FMA’s Financial Intelligence Unit, information was obtained about part of the stolen funds being transferred to accounts at the mentioned foreign bank.Subsequently, using the global “GlobE” network, a liaison officer from the Anti-Corruption Service established contact with foreign colleagues, who confirmed the existence of accounts and financial flows from the suspect and his relative.They also provided data regarding a non-resident of the Republic of Kazakhstan who received funds. An international investigative request for legal assistance has been sent to the competent authorities of the foreign state to freeze these funds for potential confiscation.Cooperation is in progress.Other details are not subject to disclosure in accordance with Article 201 of the Criminal Procedure Code.In general, during financial investigations, assets registered in the names of relatives, trusted persons, or others—often used as nominal owners—are scrutinized. Typically, they cannot justify the legitimacy of the origin of the property and funds used for its acquisition, and their declared income is significantly lower than the value of the assets.For instance, in the East Kazakhstan region, a suspect in a corruption case registered a car and two apartments acquired with criminal funds in the name of an unemployed relative.In Shymkent, an official used embezzled funds to purchase an electric car for his spouse.In Zhetysu, financial investigations led to the identification and seizure of assets valued at KZT 2.8 bln, including cash, six vehicles, and an apartment.These are not isolated cases.All such assets are subject to a freeze, and the issue of their confiscation is resolved by the court when delivering a verdict.During the process of locating, freezing, and recovering assets, as well as determining their beneficial owners and obtaining relevant information and evidence, close cooperation is maintained with the Committee on Asset Recovery of the General Prosecutor’s Office and other law enforcement agencies, including those of foreign states.For example, as a result of joint work with the Committee on Asset Recovery, the Interdistrict Court for Civil Cases in Astana ruled in favor of the state and returned cash, jewelry, and luxury items totaling over KZT 5 bln.Through investigative actions and analysis of the collected materials, reasonable doubts have been established regarding the legitimacy of the sources and origin of these assets, as well as their inconsistency with the declared income or other lawful sources.It should also be noted that, by the President’s directive, all money seized from corrupt officials is allocated for social needs.From the “Education Infrastructure Support Fund,” which has been replenished by KZT 153.3 bln, the construction of 89 schools with nearly 100,000 student places has already been financed in several regions and major cities.Out of the planned 89 schools, 61 have been built and commissioned, providing 74.4 thousand places, of which 29 are located in rural areas.This has helped resolve the shortage of places in 9 educational institutions, including 6 three-shift schools, 2 emergency schools, and 1 dilapidated school.In 2024, 25 new schools were built, most of them in the capital as well as in the Mangystau, Almaty, and Zhambyl regions. All educational institutions have been equipped with modern facilities for comfortable learning.This year, the construction of another 28 schools, providing 22,000 student places, is planned.Another source of financing is the “Special State Fund,” which is replenished from revenues and funds obtained from the sale of property returned to the state, including through the efforts of the Anti-Corruption Service.Part of these funds has already been allocated for the construction of 12 facilities, including 7 schools in rural areas (in the Atyrau, Turkestan, Zhetysu, and Ulytau regions), 2 sports complexes (in the Akmola and Almaty regions), 1 dormitory (in Shymkent), and 2 kindergartens (in Aktobe and Petropavl).In addition, funds from the Special State Fund will be used in the capital to build a new stadium named after K. Since January 3, 2023, this category of citizens has been covered by a comprehensive witness protection program.Now, whistleblowers are protected not only by physical safety but also by enhanced measures for protecting confidential information and their labor rights. Moreover, they cannot be subjected to disciplinary action, dismissed, or transferred to another position without the participation of an Anti-Corruption Service officer as part of a commission.
