"Az-Nauryz" festive event 24.04.2026
April 23, 2026 The Department of Education of the East Kazakhstan Region and the "Ust-Kamenogorsk Higher Polytechnic College" State Communal Enterprise held the regional event "Az-Nauryz". Colleges from the region participated in the event.The participants of the holiday were congratulated by Alima Akylbekkyzy, Deputy Head of the Department of Education of the East Kazakhstan Region. All events are aimed at popularizing national customs and traditions.Within the framework of the "Az-Nauryz" holiday, the following were held:- "Who is faster?" Initiator of the “Central Asia + Japan” Dialogue Awarded the Order of Dostyq (Friendship) 24.04.2026
Tokyo, April 23, 2026 – Ambassador of Kazakhstan to Japan Yerlan Baudarbek-Kozhatayev presented the Order of Dostyq (Friendship), II degree, to former Minister for Foreign Affairs of Japan Yoriko Kawaguchi.The high state award was conferred upon Y. Kawaguchi in accordance with a decree by the President of Kazakhstan, K. Tokayev, in recognition of her outstanding merits and significant contribution to the development of friendly relations between Kazakhstan and Japan.In his congratulatory speech, Y. Baudarbek-Kozhatayev highlighted Y. Kawaguchi’s important role in the establishment and development of the “Central Asia + Japan” Dialogue, which has since become an important mechanism for interregional cooperation.In her remarks, Y. Kawaguchi expressed sincere gratitude for the high recognition of her work, noting that the implementation of the “Central Asia + Japan” Dialogue would have been difficult without the support of the Kazakhstan side, represented at the time by K. Tokayev, who was serving as Minister of Foreign Affairs.According to her, Japan and Kazakhstan are countries capable of complementing and supporting each other, which will make a significant contribution not only to strengthening bilateral relations, but also to the development of the entire region and the international community.Special Advisor to the Prime Minister of Japan Midori Matsushima emphasized the importance of Central Asia and, in particular, Kazakhstan for Japan, noting that cooperation between the countries is actively developing in various fields — from economy and investment to education, science, and cultural exchanges. Kazakhstan and Germany Strengthen Sustainable and Green Strategic Partnership: Focus on Climate, Water and Sustainable Development 24.04.2026
Astana, 2026 April 23 – The Ministry of Foreign Affairs of the Republic of Kazakhstan hosted the 46th meeting of the Berlin Eurasian Club under the theme “Achieving Sustainable Development Together: Strategic Partnership between Kazakhstan and Germany for a Green Future”. The meeting was held as part of the Regional Ecological Summit and brought together representatives of government bodies, business communities and international organizations from both countries to discuss key issues on the climate agenda and sustainable development.In his welcoming remarks, First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Yerzhan Ashikbayev highlighted that since its establishment in 2012, the Berlin Eurasian Club has proven to be an effective platform facilitating the transition from dialogue to the implementation of concrete joint projects. He noted that Kazakh-German relations have reached the level of a mature strategic partnership based on trust, pragmatism and aligned long-term interests, further strengthened by active political dialogue and  high-level mutual visits. Germany remains a key partner of Kazakhstan within the European Union, while Kazakhstan serves as an important regional hub for cooperation in Central Asia.According to the Kazakh diplomat, in the context of climate change, water is becoming a strategic resource directly impacting economic development, food security and regional stability, particularly in Central Asia. Kazakhstan considers water security a priority of its national policy and is implementing systemic measures, including the establishment of a dedicated ministry, modernization of infrastructure and the introduction of digital and water-saving technologies.In this context, the importance of strengthening regional cooperation was emphasized, including within the C5+Germany format and the “Green Central Asia” initiative, as well as Germany’s contribution to advancing the water and climate agenda in the region. Kazakhstan is currently promoting the initiative to establish an International Water Organization under the auspices of the United Nations and looks forward to the support of international partners.Chairwoman of the Eastern Committee of the German Economy, Cathrina Claas-Mühlhäuser highlighted Kazakhstan’s strong reform momentum and commitment to economic modernization. She emphasized the strategic importance of water resources for agriculture, energy and regional stability, as well as the growing role of bilateral cooperation in the water sector. The planned establishment of a Kazakh-German Water Hub was identified as a promising initiative to promote innovation, digitalization and capacity building. She also stressed the need for a comprehensive approach combining technology, investment and human capital development.The parties noted the significant potential for expanding practical cooperation, including the joint implementation of infrastructure and environmental projects, the development of research initiatives and the strengthening of the regional climate agenda.During two panel sessions participants discussed food security, water resource management, climate resilience, and the implementation of the “Green Central Asia” initiative as a tool for enhancing regional security and environmental cooperation. Attention was given to the exchange of advanced technologies and the development of cross-sectoral collaboration.The meeting reaffirmed the mutual interest of Kazakhstan and Germany in deepening their partnership and implementing joint projects aimed at achieving a sustainable future, enhancing environmental responsibility and effectively responding to global climate challenges.Following the meeting, a number of MoU were signed between the Ministry of Ecology and Natural Resources of Kazakhstan and the Independent Institute for Environmental Issues of Germany; the Ministry of Water Resources and Irrigation of Kazakhstan and the same institute; the Information and Analytical Center for Water Resources of Kazakhstan and the same institute; as well as between the Kazakhstan Center for Modernization and Development of Housing and Utilities, the German Water Partnership and the German company System S&P GmbH.In conclusion, the parties confirmed their readiness to actively implement joint initiatives, including projects in water conservation, digitalization of water management, and the development of green energy, including hydrogen technologies. Astana, April 23, 2026 – The Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev received the Secretary General of the Organization of Turkic States (OTS) Kubanychbek Omuraliev.The Minister noted that Kazakhstan, as an initiator of the establishment of the OTS, attaches particular importance to the further development and strengthening of Turkic integration. Foreign Minister of Kazakhstan Meets with the OSCE Secretary General 24.04.2026
Astana, April 23, 2026 – The Foreign Minister of Kazakhstan Yermek Kosherbayev met with the Secretary General of the Organization for Security and Cooperation in Europe (OSCE) Feridun Sinirlioğlu, who arrived in Astana to participate in the Regional Ecological Summit.“We thank you for your active participation in the Regional Ecological Summit, dedicated to the pressing issues of climate change. This agenda is fully in line with the economic and environmental dimension of the OSCE’s activities”, the minister pointed out.Minister Kosherbayev emphasized that Central Asia places great emphasis on promoting the green agenda. In this regard, the summit served as an important platform for developing joint approaches to mitigating the effects of climate change, preserving water resources and addressing other environmental challenges facing the region.In this context, the timely nature of the Head of State’s initiative to establish the International Water Organization was noted. The Kazakh Foreign Minister underlined the importance Kazakhstan attaches to developing its partnership with the OSCE, reaffirming its commitment to the Organization’s fundamental principles.In turn, Sinirlioğlu thanked the Kazakh side for the warm reception. Заместитель Премьер-министра – министр национальной экономики РК Серик Жумангарин в рамках Регионального экологического саммита встретился с заместителем Генерального секретаря ООН, заместителем Администратора Программы развития ООН (ПРООН) Хаоляном Шу.Серик Жумангарин отметил, что ПРООН остается одним из ключевых партнеров Казахстана в продвижении устойчивого развития, институциональных реформ и региональной политики.«Мы совместно реализовали Страновую программу ПРООН на 2021–2025 годы, которая сосредоточена на региональном развитии, «зеленой» трансформации и повышении эффективности государственного управления», — подчеркнул он.В рамках программы реализуется проект «Устойчивое развитие: решение проблемы неравенства на местном уровне в новых регионах», включающий программы регионального развития Абайской и Улытауской областей и институциональную поддержку реализации Целей устойчивого развития на местном уровне.«Сотрудничество с ПРООН является важным инструментом реализации наших национальных приоритетов – диверсификации экономики, развития регионов и повышения качества жизни населения. Мы ожидаем, что программа будет ориентирована на конкретные и измеримые результаты с максимальным эффектом для регионов», — отметил вице-премьер.Для усиления практической направленности проектов ООН казахстанская сторона предложила расширить компонент по мобилизации внешнего финансирования для региональных проектов, обеспечить масштабирование успешных практик по всей стране, а также активизировать взаимодействие с местными исполнительными органами на региональном уровне.Со своей стороны, Хаолян Шу поздравил Казахстан с принятием новой Конституции. Он отметил успешное сотрудничество по ряду направлений, включая развитие Цифровой карты семьи, совершенствование подходов к оценке экологических ресурсов и реформирование системы закупа лекарственных средств.  Цифровая карта семьи реализуется при поддержке Программы развития ООН в партнерстве с государственными органами Казахстана и является одним из флагманских проектов цифровой трансформации социальной политики.  «В рамках сотрудничества с ТОО «СК-Фармация» из 2,4 тыс. наименований препаратов мы участвовали в закупе 20 уникальных и добились снижения их стоимости в среднем на 50%. С 2018 года это позволило обеспечить экономию порядка $43 млн», — сообщил он.Отдельное внимание было уделено цифровизации государственного управления. По словам Хаоляна Шу, важной задачей является интеграция разрозненных информационных систем в единую систему поддержки принятия решений.«Данных много, но их объединение в единую аналитическую платформу позволит повысить качество управленческих решений. При успешной реализации пилотного проекта этот подход может быть масштабирован», — отметил он.Заместитель Генерального секретаря ООН подчеркнул готовность ПРООН к дальнейшему совместному развитию инициатив: «Это ваши инициативы,  мы готовы совместно создавать решения и продолжать сотрудничество».В ходе встречи казахстанская сторона также обозначила приоритеты региональной политики. В частности, отмечено, что новая бюджетная модель, основанная на Системе региональных стандартов (СРС), направлена на сокращение дисбалансов в развитии социальной, транспортной инфраструктуры внутри регионов. Prospects for Expanding Cooperation with the United Nations Economic Commission for Europe Discussed at Kazakh Foreign Ministry 24.04.2026
Astana, April 23, 2026 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev met with United Nations Under-Secretary-General, Executive Secretary of the United Nations Economic Commission for Europe (UNECE) Tatiana Molcean.The parties discussed the current state and future prospects of cooperation between Kazakhstan and the UNECE, including engagement in the areas of sustainable development, environment, transport and energy. The importance of further strengthening partnership within multilateral platforms, including the United Nations Special Programme for the Economies of Central Asia, was emphasized.Particular attention was paid to the implementation of the climate agenda, the development of regional infrastructure, as well as the promotion of Kazakhstan’s initiatives within the UN system. На площадке Национальной палаты предпринимателей «Атамекен» состоялся форум «Ортақ Атамекен: Өңірден басталған өрлеу», посвященный вопросам укрепления взаимодействия государства и бизнеса.С докладом на форуме выступил вице-министр национальной экономики Ерлан Сагнаев. Он отметил, что форум стал эффективной площадкой для конструктивного диалога между государственными органами, бищнес-сообществом и экспертами. По его словам, системное взаимодействие с бизнесом является ключевым фактором устойчивого экономического роста, повышения инвестиционной привлекательности и развития предпринимательства.В Казахстане функционируют постоянные диалоговые механизмы, включая Совет отечественных предпринимателей при Правительстве РК, Координационный совет при партии AMANAT и Экспертную группу при Межведомственной комиссии по регулированию предпринимательской деятельности. С 2022 года на диалоговых площадках рассмотрен 631 вопрос бизнеса.В числе ключевых направлений - формирование Реестра обязательных требований к бизнесу, направленного на устранение избыточных и дублирующих норм и снижение административной нагрузки. Проводится анализ регуляторных актов и прорабатывается применение технологий искусственного интеллекта.В части государственной поддержки в 2025 году просубсидировано порядка 3 400 проектов на сумму 365 млрд тенге, в рамках программы «Өрлеу» поддержано около 2 300 проектов на сумму 588 млрд тенге. Kazakhstan Supports Brazil’s Initiative for Cooperation with Central Asia 24.04.2026
Brasília, April 23, 2026 – Ambassador B.Nussupov of the Republic of Kazakhstan participated in the 2nd seminar “Brazil + Asia Cooperation: Present and Future,” organized by the Supreme Court and the Ministry of Foreign Affairs of Brazil. The event was also attended by representatives of the federal government, the judicial and legal systems, the legal community, and the diplomatic corps accredited in Brazil.With opening remarks and interventions delivered by the President of the Superior Court of Justice of Brazil, Minister Herman Benjamin, the Vice Minister of Foreign Affairs of Brazil, Ambassador Susan Kleebank, and the Ambassador of Indonesia to Brazil and Head of the ASEAN Group of Countries, Andhika Chrisnayudhanto.In his speech, the Ambassador noted that Kazakhstan consistently advocates for deepening regional cooperation and expanding partnership with Brazil, including within the BRICS framework, viewing this as an important contribution to the formation of a sustainable and balanced world order. Kazakhstan and ITU Strengthen Cooperation on Digitalization and Artificial Intelligence 24.04.2026

Permanent Representative of Kazakhstan to ICAO participates in ICAO GISS-2026 24.04.2026
14-16 April 2026, Marrakesh (Kingdom of Morocco). Mr. Timur Tlegenov, Permanent Representative of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO), participated in the 5th ICAO Global Implementation Support Symposium (GISS-2026), the Organization’s flagship event dedicated to standards implementation and support to States.The Kazakhstan delegation included Ms. Saltanat Tompiyeva, Chairperson of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan; H.E. Ms. Saulekul Sailaukyzy, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Morocco; as well as officials of the Embassy of Kazakhstan in Morocco and representatives of the Aviation Administration of Kazakhstan JSC, Air Astana, and SCAT airlines.The Symposium was attended by the President of the ICAO Council, Mr. Toshiyuki Onuma, the ICAO Secretary General, Mr. Juan Carlos Salazar, as well as 1,450 delegates from 101 ICAO Member States.During the Symposium, participants discussed the development of commitments, partnerships, and implementation initiatives aimed at enhancing aviation safety, aviation security, aviation sustainability, and global air connectivity.Particular attention was given to strengthening the capacity of all States to effectively implement ICAO Standards and Recommended Practices (SARPs).The GISS-2026 programme included panel sessions on safety; security; efficient air navigation services; global air connectivity development; achieving zero fatalities in aviation; implementation of new technologies; regional cooperation; stimulating economic growth, tourism and trade; development of aviation infrastructure; and attracting investment into the aviation sector.A key element of the Symposium was the Ministerial Round Table, which brought together 22 Ministers and Vice-Ministers of Transport and Civil Aviation. The meeting resulted in the adoption of the Marrakesh Call to Action, reaffirming States’ commitment to the collective implementation of ICAO standards.The document supports the implementation of ICAO’s strategic initiative “No Country Left Behind”.On the margins of the Symposium, the Kazakhstan delegation held bilateral meetings with heads of delegations from Angola, Belize, Canada, Cuba, Denmark, Equatorial Guinea, France, Guinea-Bissau, India, Indonesia, Morocco, Nigeria, Singapore, Tajikistan and Uganda to discuss cooperation in the field of civil aviation.The Symposium clearly demonstrated the growing role of civil aviation at the global level as one of the key drivers of sustainable economic development, international connectivity, and the expansion of trade and economic relations among States. It also reaffirmed the importance of effective implementation of ICAO SARPs aimed at further enhancing aviation safety and aviation security, as well as ensuring the sustainable and safe development of the aviation sector.According to ICAO forecasts, by 2050 global air transport volumes are expected to grow significantly: passenger traffic is projected to triple to approximately 12.4 billion passengers annually, while air cargo volumes are expected to increase by 2.5 times. В Астане в рамках Регионального экологического саммита состоялась панельная сессия «Устойчивое финансирование водного сектора в Центральной Азии: вызовы, возможности и пути регионального сотрудничества».Мероприятие организовано Министерством национальной экономики РК совместно с АО «Институт экономических исследований» и Международным институтом управления водными ресурсами (IWMI). Площадка объединила представителей государственных органов, международных финансовых организаций и экспертного сообщества.В обсуждении приняли участие вице-министр национальной экономики РК Асан Дарбаев, министр водного хозяйства Республики Узбекистан Шавкат Хамраев, вице-министр водных ресурсов и ирригации РК Ерболат Ибрайханов, Постоянный представитель ПРООН в Казахстане Катаржина Вавьерниа, а также Генеральный директор Департамента устойчивого развития АБР Евгений Жуков.Основное внимание участники уделили вопросам привлечения инвестиций для модернизации водной инфраструктуры, а также развитию механизмов государственно-частного партнерства.Открывая сессию, Асан Дарбаев отметил, что реализация Целей устойчивого развития является одним из приоритетов государственной политики Казахстана и закреплена в Национальном плане развития до 2029 года.«Вода выступает системообразующим фактором достижения Повестки-2030. An International Forum titled “Countering Transnational Drug Threats for the Health and Safety of Society” was held in Samarkand. 23.04.2026
On April 20–21, 2026, the city of Samarkand hosted an international forum aimed at consolidating the efforts of the international community in combating illicit drug trafficking, strengthening interstate cooperation, and ensuring public health and safety.The event was organized by the Agency for Control of Narcotics and Firearms under the Administration of the President of the Republic of Uzbekistan jointly with the United Nations Office on Drugs and Crime. The forum brought together around 500 experts and specialists from various countries, as well as representatives of major international organizations, including WHO, the World Customs Organization, OSCE, SCO, CIS, CARICC and others.The forum was also attended by a delegation from Kazakhstan led by Kuandyk Alzhanov, Deputy Chairman of the Committee for Combating Drug Crime of the Ministry of Internal Affairs of the Republic of Kazakhstan. Presidents of Central Asian countries adopt Declaration on Environmental Cooperation and Sustainable Development 23.04.2026
At the 2026 Regional Environmental Summit, held in Astana from April 22 to 24, the heads of state of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan signed the Declaration on Regional Cooperation in Ecology and Sustainable Development, titled “Environmental Solidarity of Central Asia.”By adopting this Declaration, the leaders reaffirmed their commitment to intensify joint efforts in shaping common regional positions and solutions within multilateral environmental processes. На полях Регионального экологического саммита состоялась встреча заместителя Премьер-министра – министра национальной экономики РК Серика Жумангарина с заместителем Генерального секретаря ОЭСР Фабрицией Лапекорелла.Главной темой переговоров стало укрепление многолетнего сотрудничества и переход к реализации новых совместных инициатив, направленных на устойчивое развитие и повышение конкурентоспособности экономики.Вице-премьер Серик Жумангарин поблагодарил ОЭСР за активное участие в подготовке саммита и организацию сессии по устойчивой инфраструктуре в Центральной Азии. Стороны подтвердили, что климатическая повестка и развитие устойчивой инфраструктуры остаются ключевыми приоритетами взаимодействия.Отмечено, что за более чем 15 лет сотрудничества ОЭСР внесла значительный вклад в реализацию реформ в Казахстане. В частности, рекомендации Организации способствовали прогрессу в сферах государственного управления, налоговой политики, инвестиций, антикоррупционной деятельности и экологической политики. Отмечена важность дальнейшего укрепления потенциала и повышения эффективности мобилизации внутренних ресурсов.В ходе встречи также обсуждены вопросы развития устойчивой и климатоустойчивой инфраструктуры, а также декарбонизации ключевых отраслей, включая энергетику и транспорт.Особое внимание уделено развитию Транскаспийского международного транспортного маршрута (Среднего коридора), который рассматривается Казахстаном как важный инструмент укрепления региональной связанности, экономической интеграции и устойчивого развития.Отдельно была затронута тема страновой классификации рисков ОЭСР, оказывающей влияние на стоимость привлечения финансирования.
