Meetings of representatives of the Ministry of Finance of the Republic of Kazakhstan with the population play an important role in strengthening trust between the state and citizens. The results of the new law on public procurement 14.10.2025
A new law came into force in Kazakhstan on January 1, 2025."On public procurement". Its implementation has already yielded tangible results. Thus, due to the shortening of the procedures, contracts worth 8.4 trillion tenge were concluded. This indicates an increase in the efficiency of the system and an increase in the transparency of processes.Special attention is paid to the support of domestic producers. In 2025, 127,159 contracts were concluded with them for a total amount of 381 billion tenge, which is 33% more in number and 120% more in amount compared to last year. At the same time, the procedure for reviewing complaints has been completely revised. Now they are considered by the procurement organizer himself, and when applying to the court, the procedures are not suspended. This reduced the number of complaints by 25%.The terms of tenders (auctions) have been reduced to 10 calendar days. And the competition using the rating-point system is held automatically, without the participation of the competition commission for 5 working days. A turnkey contract mechanism has also been introduced, where the contractor is responsible for the full cycle of project implementation, which increases efficiencyand responsibility. Additionally, non-price criteria have been introduced in the form of negative values, eliminating the monopoly position of individual companies and increasing the responsibility of contractors. To support regional business, construction companies receive bonus points (2%), and the share of work subcontracted has been reduced from 50% to 30%. There is also a limit of no more than 3 objects (work experience) per year included in the competition, as a criterion affecting the competitive price offer. These measures promote discipline in the industry and an even distribution of purchases. The law also provides for purchases necessary to prevent emergencies, and a public monitoring mechanism has been introduced to involve citizens. An important step was the creation of a single public procurement platform based on the Center for Electronic Finance JSC, which integrated all existing platforms (goszakup.gov.kz , zakup.sk.kz , mitwork.kz ).Source : https://www.gov.kz/memleket/entities/vko-goszakup/press/news/details/1080924?lang=kk
