In 2024, the main indicators of the "Uzbekistan Pension Fund" JSC (Uzbekistan Pension Fund, Fund) showed positive results in all areas.
The volume of pension savings accumulated from contributions and investment income received by our compatriots into their accounts reached approximately 22.80 trillion tenge as of 01.01.2025. During the year, it increased by 4.93 trillion tenge, or 27.6%.
Pension savings formed at the expense of mandatory pension contributions (MPC) amounted to approximately 21.88 trillion tenge as of January 1, 2025, an increase of 26.5% over the year.
The amount of pension savings under mandatory occupational pension contributions (MCPC) amounted to approximately 653.77 billion tenge, an increase of 15% over the year.
The largest increase in the year (50.3%) was demonstrated by savings under voluntary pension contributions (VPC), which reached approximately 7.94 billion tenge at the end of 2024.
2024 During the year, additional funds - mandatory employer pension contributions (MPCs) - were deposited into the pension accounts of contributors (beneficiaries). In 2024, the amount of pension savings from MPCs exceeded 258.15 billion tenge.
Incomes
The volume of pension savings will increase due to income flows in the form of pension contributions and investment income. At the same time, the amount of pension contributions received by contributors to personal and conditional accounts during the reporting year amounted to about 2.79 trillion tenge. This is 29% more than in 2023. All types of contributions are positive: over 2.44 trillion tenge was deposited into individual pension accounts (IPAs) with MZPs recorded during the year (the volume of MZPs increased by 18.3% compared to 2023), 113.6 billion tenge was deposited into individual pension accounts with MZPs recorded (an increase of 18.9%), and the annual contribution to the EZP was 3.07 billion tenge (an increase of 32.50%). The volume of IPAs is approximately 231.24 billion tenge.
The estimated investment income for 2024 was 3.4 trillion tenge. Its volume increased by about 1.8 trillion tenge or 114.5% compared to the previous year.
Payments and transfers
In 2024, the outflows from the Pension Fund in the form of payments for all types of contributions and transfers to insurance organizations amounted to 1.32 trillion tenge. This is 2.24 times (or about 732.56 billion tenge) more than the volume of payments last year.
The bulk of the payments fell on one-time pension payments (BZT) for improving housing conditions and treatment - about 609.89 billion tenge. The volume of payments for alternative purposes increased by more than 2 times compared to 2023.
Payments in connection with reaching retirement age increased by 35.64% during the year, reaching approximately 204.22 billion tenge. The average monthly payment from the Pension Fund in connection with reaching retirement age was 33,906 tenge, and the maximum monthly payment was 945,752 tenge.
Last year, inheritance payments were also made in the amount of 61.6 billion tenge, payments in connection with leaving for permanent residence outside the Republic of Kazakhstan - 40.57 billion tenge, payments to people with disabilities - 3.07 billion tenge, and funeral payments - approximately 9.96 billion tenge. More than 394.54 billion tenge was transferred to insurance organizations.
Number of pension accounts
As of January 1, 2025, the total number of pension accounts in the UAPF was 17.18 million. units (annual growth - more than 4.85 million units or 39.4%). At the same time, the number of contributors' (beneficiaries') pension accounts in the UAPF exceeded 12.50 million units as of January 1, 2025. Of which: more than 11.15 million - according to the MZZ, about 715.52 thousand - according to the MCZZ, 439.58 thousand - accounts for which the EZZ is calculated.
And the number of conditional pension accounts in the UAPF, for which information on the LMZZ received in accordance with the legislation of the Republic of Kazakhstan is taken into account, exceeded 4.67 million units.

The UAPF was established on August 22, 2013 on the basis of the APF "GNPF" JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan through the State Institution "State Property and Privatization Committee" of the Ministry of Finance of the Republic of Kazakhstan. The trust management of the pension assets of the UAPF is carried out by the National Bank of the Republic of Kazakhstan. Equal access to education: Kazakhstan ratifies the Marrakesh Treaty 09.02.2025
On January 28, 2025, in Astana, the President of the Republic of Kazakhstan signed the Law of the Republic of Kazakhstan “On Ratification of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind and Visually Impaired or Otherwise Print Disabled.”
The Marrakesh Treaty was adopted by the World Intellectual Property Organization (WIPO) in 2013. It aims to eliminate legal barriers to access to books and other printed materials for visually impaired persons. The Treaty provides for special exceptions to copyright that allow adaptations of works without the need to obtain permission from copyright holders. This will allow libraries, specialized organizations, and educational institutions to create and distribute books in accessible formats, such as Braille, audiobooks, and electronic text.
Ratification of the Treaty will be a significant step for Kazakhstan in strengthening the rights of persons with disabilities. This will ensure their equal access to education, knowledge, and culture. It will also contribute to their active participation in the social and economic life of the country. Preparations for the upcoming flood season continue in the regions. Preventive measures are being taken in areas and settlements prone to flooding, including the construction and strengthening of protective dams and embankments, the installation of drainage channels and ditches, snow removal, the preparation of inert materials and bags, as well as the repair of water supply structures and storm sewer systems.
In the Akmola region, a visit to areas prone to spring flooding is being carried out. The villages of Mailan, Olenty, and Sileti, located in the watersheds of the Ereimentau district, were visited. A large hydraulic structure, the Sileti reservoir, is located in Sileti. Flood preparation work was carried out, the readiness of rescuers was checked, and the implementation of the action plan carried out by the local emergency management organization was checked.
Three large rivers flow through the territory of Almaty: Bolshoy, Malyi Almaty and Esentai, and their overflow can cause flooding and landslides in the city. In order to reduce the risk of flooding in the city, work is underway to clean, reconstruct and improve the channel of the Bolshoy Almaty River with a total length of 5.7 km. In the Karaganda region, readiness for the flood period is being checked. In Pavlodar region, Aktogay and Bayanaul districts are flood-prone. In 2024, 18.89 km of protective dams and embankments were built, repaired, and strengthened in 15 settlements of the region, 4.8 km of diversion channels were repaired and built, 24 water culverts were installed and replaced under automobile and railway roads.
An inspection of the condition of water bodies, rivers, and dams was carried out, as well as an assessment of the technical condition of flood protection drainage systems. In the river basin sections, dredging work was carried out on the Talinka River in the Zhambyl village of the Aktogay district at a distance of 7.8 km. This year, an earthen embankment with a length of 2 thousand meters was built in the Zhalauli village of the Aktogay district. In addition, three pits with a total capacity of 200 thousand cubic meters are equipped to collect meltwater. Special attention is also paid to the issues of hydrometeorological monitoring. Commission visits were carried out to regions prone to flooding to assess the potential risks of the flood season. In the Aktogay district, the settlements of Kozhamzhar, Mutkenov, Zhalauly, Auelbek, in the Bayanaul district, Kokdombak, K. Satpayev, M. Shorman were examined. Based on the results of the inspection of settlements and roads, relevant recommendations were made to representatives of interested services and organizations, while attention was paid to the timely opening of water supply pipelines and, including, snow removal from remote settlements.
In order to monitor and analyze the condition of snow measurement routes in the region and the snow reserve in mountainous areas, a visual inspection was carried out by the working group of the Turkestan region's Emergency Situations Department.
In Kostanay region, all necessary technical equipment, including motor pumps and additional special equipment, was checked. The working group visited Naurzym district and held meetings with representatives of local executive bodies. During the meeting, flood prevention measures and the results of last year's activities were discussed.
