A meeting of the national headquarters to coordinate flood prevention and response efforts took place today, chaired by Kazakhstan's Prime Minister Olzhas Bektenov. Currently, the Shardara reservoir is releasing 500 cubic meters of water per second into the lower Syrdarya River, with 200 cubic meters directed to the Koksarai water regulator, while the region is receiving 378 cubic meters per second. A comprehensive strategy to mitigate potential flooding has been established, along with a plan for managing large water flows in the Syrdarya during the winter-spring season of 2024-2025.The river's water levels are controlled by channeling it into a network of main canals and lakes. Designated agencies, equipped with specialized tools and resources, have been assigned to flood-prone areas. Essential flood management equipment and evacuation sites have been set up, with local authorities, emergency services, and water management experts on constant alert.The regional budget has allocated KZT 139 million, and two helicopters are on standby as per an agreement with JSC Kazaviakutkaru. Additionally, a contract has been signed for ice blasting operations. Last year, KZT 130 million 500 thousand was allocated for protective dam work at three locations, and 20 sites have been repaired using funds from alternative sources. Akim of Kostanay region Kumar Aksakalov visited Arkalyk on a working visit, inspected key sites where construction and modernization work is underway, and held a meeting on the socio-economic development of the city.In pursuance of the order of the Head of State on the balanced development of regions, large-scale projects are being implemented in Arkalyk aimed at developing the economy, modernizing infrastructure, improving the quality of medical services, developing education, sports and culture.Support for business and industryThe regional program "Business-Komek" is in effect for the southern regions of Kostanay region, thanks to which entrepreneurs can receive loans at 1 percent. Within the framework of the program, 12 investment projects worth 574 million tenge are already being implemented. Among them are the construction of two new asphalt concrete plants (there will be three in the region in total) and two crushed stone plants (there will be four in total). These enterprises will improve the quality of road surfaces and building materials, and create additional jobs.Modernization of transport infrastructureDevelopment of transport arteries plays a key role in the economic growth of the city.In 2023, the repair of 38 kilometers of the road from Arkalyk to the border with the Akmola region was completed. In 2024, it is planned to complete the reconstruction of an 87-kilometer section from Arkalyk to the border with the Ulytau region. In total, 125 kilometers of the road surface will be updated.Arkalyk Airport has not been in operation for more than 30 years. As part of its reconstruction program, it is planned to update the terminal, runway and apron. The resumption of the airport will improve the transport accessibility of the city and provide comfortable conditions for passengers.Development of medicineAs part of the modernization of healthcare, a major overhaul of the maternity hospital and hospital is being carried out. In the village of Dachny, medium-term repairs have been carried out on the road on Amangeldinskaya Street, 1.8 kilometers long. Akim of Kostanay region Kumar Aksakalov spoke at a meeting of the republican headquarters for the coordination of flood prevention measures chaired by Prime Minister Olzhas Bektenov. He said that the region is actively preparing for the flood period and is ready for possible risks.According to Kazhydromet's forecast, precipitation and temperature rise to +7 °C are expected in the region from March 13 to 18. Necessary measures have been carried out in 92 settlements affected by flooding. 168 culverts were built, 20 km of storm sewers were laid, drainage systems and filling dams were purchased in the amount of 860 million tenge. More than 7.5 billion tenge has been allocated for flood prevention measures, including the repair of 27 hydraulic structures. Additionally, 1.5 billion tenge is provided in the reserve for emergency measures."We took into account all possible risks in advance to avoid a repeat of last year's situation. All work is being carried out systematically, equipment and people are ready for any eventuality. It is important not only to protect settlements, but also to minimize damage to farmland and infrastructure," Kumar Aksakalov emphasized.Points designed for 20,000 people have been prepared for possible evacuations. Protective ramparts have been strengthened in Amangeldy, Zhangeldinsky districts and Arkalyk, and coastal protection works have been carried out. Organized transportation of farm animals to safe zones will begin on March 15. Stocks of feed have been harvested, including 644 thousand tons of hay, 217 thousand tons of straw, 84 thousand tons of hayloft and 243 thousand tons of concentrated feed.Water levels in rivers and reservoirs are monitored in the region. The total volume of water in large reservoirs is 881 million cubic meters, which corresponds to 61% of their normal filling. To prevent ice jams, blasting operations on reservoirs are planned from March 15. 193 million tenge has been allocated for these purposes, three times more than last year."We continue to clear riverbeds, strengthen dams and banks, and coordinate with neighboring regions. All necessary services are involved in the work. The situation remains under control, and we are doing everything possible to ensure the safety of people," the governor of the region said.To eliminate the consequences of the floods, a group of forces was formed, which included 3,000 specialists, about 400 pieces of equipment, 120 watercraft and 330 motor pumps.
