The complex heart transplantation operation, lasting 6 hours, was performed by doctors of the Research Institute of Cardiology and Internal Medicine under the supervision of cardiac surgeon Yuri Pya in collaboration with the University Medical Center.The organ donor was a 45-year-old resident of Almaty region, doctors declared him brain dead. The rest is the current budget, a significant part of which is social spending.As a result, insufficient funds are allocated to the sectors of electric and thermal power, water management, gas transportation systems, roads, engineering networks and infrastructure, which are the basis of economic development. Development institutions are also not fully funded. In such a situation, it is very difficult to ensure a stable high rate of GDP growth.In this regard, it is necessary to implement comprehensive measures to improve the tax and budget system. The current tax system cannot provide the state with the necessary amount of investment, and it is also becoming an unfair tax system for entrepreneurs. The main tax burden falls on the payroll fund, that is, on the cost of goods. The entrepreneur is forced to pay a significant part of the tax before the goods hit the shelves.To change the current situation, the Government supports the redistribution of taxes from wages to sales. Over the past 3 years, the estimated cost of 770 projects has increased by a total of 2.2 trillion tenge. Of course, along with its objective aspects, there are also dubious aspects.More than half of the republican and local budget expenditures - more than 18 trillion tenge - are directed to the social sphere. And there are big questions about the effectiveness of these expenditures. 9 central and all local executive bodies are administrators of social expenditures. This leads to fragmentation of these expenditures and loosening of control over them. With the use of digital tools, control over budget funds spent on social purposes has been strengthened. What was the result of this work last year? Have the main tasks been accomplished? Today we will focus on these questions and discuss urgent issues that need to be resolved in the near future. Dear civil servants! Although the situation abroad is difficult, there are good results in our country. The country's economy is growing. But there are still many unresolved issues.The main problem today is as follows.Tariff disputes and sanctions confrontations in the world economy have become the norm. The consequences of this process can be devastating.Climate-related positions are also undergoing major changes. In such a situation, it will be necessary to reconsider the methods of developing "green energy". On the one hand, the demand for traditional energy sources will remain.
