A 70-year-old resident of the Akmola region received a refund for a non-working phone from Wildberries 09.12.2025
The Akmola Region continues to demonstrate the effectiveness of its consumer protection agencies. In 2025, the Department of Trade and Consumer Protection of the Akmola Region reviewed 983 citizen complaints, over 80% of which were satisfied, and refunds exceeded 82 million tenge. The department's specialists actively resolve disputes out of court, allowing citizens to promptly protect their rights and receive refunds. For example, a resident of the region was able to get 8.1 million tenge back for a used car thanks to a complaint prepared by the Department against the dealership. In another case, a buyer refused a new car due to discovered damage, after which the seller returned 28.3 million tenge.Disputes over household goods and electronics also involve the Department's intervention. A resident of the region experienced delays and defects in delivery of furniture worth 1,000,200 tenge under a contract. Specialists provided explanatory information, and the entrepreneur rectified the violations.A 70-year-old resident of the region received a refund of 34,840 tenge for a phone purchased on Wildberries. He ordered a phone advertised as a Redmi 14 for his daughter, but the product he received was not what he expected. The phone failed IMEI verification, making it unusable in Kazakhstan. Attempts to return the money directly to the seller were unsuccessful, and only a timely appeal to the Department yielded results. In another case, a consumer who was wronged when booking a resort where a deposit refund was denied was able to reach a settlement with the Department's assistance: the money was returned and an additional day of stay was provided at a discount. A resident of Kokshetau received a refund of 22,500 tenge for a poorly repaired phone, the defect of which appeared during the warranty period. The Department's effectiveness is also confirmed by judicial practice: during the first 11 months of 2025, the agency participated in 15 court cases as a third party, which allowed it to recover more than 9.9 million tenge in favor of individuals.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1121799?lang=kk

At the Astana market: a moment the Chairman of the Trade Committee couldn't ignore 08.12.2025
Last Saturday, Yernur Zhautikbayev, Chairman of the Trade Committee, toured Astana's capital markets. Ahead of the holidays, he monitored prices and uncovered instances of unjustified markups. For example, at one grocery store in the city market, buckwheat was listed for 500 tenge. This price immediately caught the Committee Chairman's attention. According to Yernur Zhautikbayev, the actual price of buckwheat could not possibly be 500 tenge. The store purchased the product for 275 tenge and sold it with an 82 percent markup. Given the maximum allowable markup of 15 percent for socially significant goods, the price of buckwheat in this store should not have exceeded 316 tenge. The Committee Chairman instructed the Astana Department of Trade and Consumer Protection to conduct an investigation into this matter.During his tour, Yernur Zhautikbayev visited the Sauran, Shankhay-Kok Bazar, Sharyn, Saryarka, Asem, Astanalyk, and Ulzhan markets, as well as the Keruen Zholy site, where the Sogym Fest meat fair is taking place. During meetings with market owners and importers supplying fruits and vegetables to the capital, the Committee Chairman emphasized the need to prevent unjustified price increases ahead of the holidays and to ensure direct supplies of meat products from farmers without intermediaries."The Ministry of Trade is working comprehensively to maintain price stability in the market ahead of the holidays. Not only retail chains but also markets are under strict control. We are working specifically with major importers. Thanks to this, prices for socially important food products remained stable in November." "In anticipation of the holidays, we will take measures to stabilize the prices of not only socially significant goods but also everyday products," emphasized Yernur Zhautikbayev, Chairman of the Trade Committee.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1121191?lang=kk

An order was also issued to amend the contract and remove any terms that infringe on consumer rights, including the prohibition on refunds. The consumer was advised to file a lawsuit.During the trial, it was established that the salon was performing dermatological cosmetology procedures without a mandatory license, as they are considered medical procedures. The court ordered a full refund to the consumer."This case once again demonstrates that entrepreneurs are obligated to comply with the law, and consumers have the right to high-quality and safe services." "The Department consistently protects the rights of the region's residents and strengthens market oversight," noted K. Socio-economic development of Karabalyk district: results and prospects 04.12.2025
Karabalyk district is confidently completing 11 months of 2025, demonstrating stable development of key sectors of the economy. Financial indicators, the pace of agricultural production, the renovation of infrastructure and the implementation of significant social projects indicate positive dynamics and a good foundation for the future. This year, the district's budget amounted to 7 billion tenge. In its structure, a significant share is taken by transfers: 3.4 billion — republican, 3 billion — regional. However, the main indicator of economic activity was the over-fulfillment of the plan for own income. In January–November, the district received 2.9 billion tenge of revenue with a plan of 2.6 billion tenge. The execution amounted to 111.8%, which indicates an increase in tax revenues and an increase in the efficiency of financial flow management.Small and medium-sized businesses: almost every entrepreneur is in businessEntrepreneurial activity in the Karabalyk district remains high. To date, 1,418 SMEs have been registered here, and 99% of them actually work. This is one of the best indicators in the region, which confirms the favorable business climate.Small businesses continue to play an important role in providing employment and generating revenue for the budget, being the backbone of the local economy.Agriculture: productivity gains and investmentsThe agricultural sector has traditionally remained the leading one in the structure of the regional economy. This year, sowing operations covered 297.1 thousand hectares. Grain and leguminous crops were planted on an area of 194.5 thousand hectares, slightly less than in 2024, but the emphasis was on diversification.Special attention was paid to the expansion of areas under oilseed crops: their volume increased by 28%, reaching 73.3 thousand hectares. Fodder areas were also increased to 5.4 thousand hectares. The harvesting campaign has been completed completely and has brought tangible results. The average yield was 19.5 hundredweight per hectare, exceeding last year's figure. The gross grain harvest reached 379.3 thousand tons, which was a significant success for the region. In addition to seasonal work, investment activity is developing in the industry. Two major projects were launched in 2025.:construction of a workshop for the production of meat and bone meal with a capacity of up to 15 tons per day, the project cost is 680 million tenge;creation of a production complex for the production of mixed feed and silos for the storage of raw materials with a capacity of 108 thousand tons per year. Investments — 1.5 billion tenge. Both projects are focused on creating new jobs and strengthening the processing sector.Infrastructure: new networks appear in villagesStable development of the district is impossible without strengthening the engineering infrastructure. Last year, the construction of distribution networks was completed in six settlements — Mikhaylovka, Boskole, Station, Voroshilovka, Priuralsky and Lesnoy. In parallel, work is underway to prepare for winter. More than 600 meters of heating mains have been replaced in Svyatoslavka, Nauchny and Station — this will ensure stable heat supply during the heating season.Installation of block-modular boiler houses for social institutions has been completed in Toguzak. A similar facility in Svyatoslavka is being prepared for delivery.Roads: repairs on key sectionsThe road infrastructure, as one of the strategic areas, has also been developed. In 2025, repairs were carried out at two important sites:from S. Peschanoe to Slavenka village (17 km),from Novotroitskoye village to Magnai station (15.6 km). This will improve transport accessibility, reduce travel time, and increase safety for residents of the area.Construction and housing: new houses and social facilitiesIn the field of housing construction, the construction of nine semi—detached houses has been completed - a total of 18 modern apartments with a total area of more than 1,500 square meters. meters.Work was also actively carried out in education: 300 million tenge was allocated for the modernization of institutions, of which 250 million were funds from the Kazakhstan Khalqyna Fund. This will allow updating the material and technical base of schools and improving the quality of education.A major prospect: relocation of the Border Troops training centerOne of the key events of next year may be the deployment of a border guard training center in the Karabalyk district, which is planned to be transferred from the Akmola region.More than 60 families of teachers and military personnel are expected to arrive, as well as the annual arrival of over 1,000 military personnel for training. This will become a powerful incentive for the development of social, educational and commercial infrastructure, as well as increase the demand for housing and services.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1118535?lang=kk
In the West Kazakhstan region, a retail chain illegally demanded a 10% commission for a socially significant product 02.12.2025
In the West Kazakhstan Region, entrepreneurs included a clause in a supply contract requiring a local manufacturer to pay a retail chain a 10% commission on the value of the delivered goods. However, the subject of the contract was butter, a product included in the list of socially significant food products, making such requirements illegal. After receiving the information, the Department of Trade and Consumer Protection of the West Kazakhstan Region conducted an investigation and confirmed the violation. Experts determined that the retail chain had knowingly included the obligation to pay a commission in the contract, despite a direct prohibition under the law regarding socially significant goods. The Law of the Republic of Kazakhstan "On the Regulation of Trade Activities" does allow for the inclusion of a commission in the price of food products. However, such a commission cannot exceed 5% of the product's value and can only be applied to products not included in the list of socially significant food products. Payment of a commission is completely prohibited for socially significant food products. Overall, the Department initiated administrative cases against 192 businesses during the past period of 2025. These figures demonstrate that the agency maintains strict and consistent government oversight in the trade sector, paying particular attention to compliance with legal regulations, particularly regarding price regulation and rules for handling socially significant food products.   Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1117476?lang=kk
Big chains, big fines: Metro, Small, Toimart, and dozens of others punished for price gouging in Almaty 02.12.2025
For example, the large retail chain Metro was held administratively liable for exceeding the 15% trade markup on socially important food products, according to Part 2 of Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan. Metro Cash & Carry LLC appealed the Department's administrative decision in all courts, including through cassation, but to no avail, as the Department's actions were legal. It's worth noting that this is not the first time Metro has been held administratively liable for imposing a trade markup. Previously, in 2024, Metro Cash & Carry LLC was held administratively liable for a trade markup and also appealed the Department's administrative decision in court. As a result, the business entity's claims were denied, including by the Supreme Court of the Republic of Kazakhstan. Large Almaty retail chains, such as Small and Toimart, were also held administratively liable for exceeding the 15% markup.During the Department's comprehensive efforts to implement state oversight functions, the SMALL retail chain was held administratively liable by the court under Article 462 of the Code of Administrative Offenses of the Republic of Kazakhstan for obstructing Department officials in the performance of their state oversight functions.Comprehensive efforts are currently underway to hold unscrupulous entrepreneurs selling socially important food products in convenience stores administratively liable.
