In Kostanay region, work on the development of road infrastructure has significantly intensified in recent years.In 2025, the budget of the road industry is 103 billion tenge. This is 2.6 times more than in 2022. Thus, in 2022, 39.7 billion tenge was allocated for this area, in 2023 — 59.7 billion tenge, and in 2024 — 73.8 billion tenge.The increase in funding has made it possible to comprehensively modernize the region's road network. In 2025 alone, 1,300 kilometers of highways were repaired. This is 4.6 times more than in 2022, when only 280 kilometers were restored. This year, the scale of road works has increased significantly.Repairs covered not only highways and roads of regional importance, but also intra-village streets. In 2025, 253 street sections in 50 localities were renovated, as well as more than 400 streets in 103 localities. The implementation of the largest investment project in metallurgy has started in the city of Rudny 25.12.2025
Ferrous metallurgy remains one of the key drivers of the economic growth of Kostanay region. The implementation of the most capital—intensive project in the metallurgical industry, the construction of a plant for the production of hot briquetted iron (GBJ), has begun in the city of Rudny.The project is of strategic importance for the region and the whole country. The total investment volume at the first stage alone is 655 billion tenge, which will create more than 1,000 new jobs. The implementation of the project will make a significant contribution to the development of the industrial potential of Kostanay region and the strengthening of the economy of Kazakhstan.The construction of the GBJ plant is a vivid example of the fulfillment of the instructions of the Head of State. In his Message, President of the Republic of Kazakhstan Kassym-Jomart Tokayev clearly outlined priorities for the development of a new generation of industry, the introduction of environmentally friendly technologies and the creation of high-performance jobs.Modern metallurgical production will create a new industrial ecosystem in the region, increase the added value of processing raw materials and expand the country's export opportunities. Currently, the design and estimate documentation is in the final stages of preparation, which will allow us to begin the active phase of the project in the near future.The future hot briquetted iron plant will become one of the largest enterprises of "green" metallurgy in Central Asia. It is planned to produce products with a metallization degree of at least 93 percent and an iron content of more than 90 percent, which will ensure high quality and competitiveness of products in the global steel industry market.The project will use advanced technologies for direct iron recovery using the Midrex process. Unlike traditional blast furnace production, this technology is environmentally friendly, since natural gas, not coke, is used as a reducing agent. This will significantly reduce the burden on the environment.The raw material base for the plant will be oxidized iron ore pellets of its own production. SSGPO JSC will be able to supply hot product directly to the steelmaking plant, which will increase the efficiency of the production cycle.The project is being implemented by a subsidiary of the ERG Group, QazIron ERG LLP. The canning plant was launched in 1992, and today the company produces approximately 100 products. In 2015, a meat processing complex was commissioned, with a daily processing capacity of up to 400 head of cattle and approximately 700 head of small ruminants. The complex produces freshly chilled and frozen meat, as well as semi-finished products. Both factories are equipped with modern European equipment.The company also operates a facility for processing waste (bones and blood) into meat and bone meal. This product, a protein-mineral feed of animal origin, is in high demand on poultry farms, helping to strengthen the musculoskeletal and skeletal systems of broilers, as well as improve egg production and eggshell quality in laying hens.Kubley LLC's products are sold domestically in Kazakhstan and exported to Kyrgyzstan, Turkmenistan, and Uzbekistan. Previously, exports were also made to Iran, China, and Russia.Aset Nusupov also visited the West Kazakhstan branch of JSC "National Center for Expertise and Certification" and learned about its operations. The branch specializes in confirming the conformity of products and services, management systems, product testing, and the verification of measuring instruments. Kostanay region has consistently implemented a state policy for the development and modernization of the healthcare system, aimed at improving the availability and quality of medical care for the population.Over the past two years, 26 primary health care facilities have been built in rural areas of the region - outpatient clinics, midwifery and medical centers. The new facilities are equipped with modern medical equipment, including ultrasound machines, laboratory complexes, rehabilitation and physiotherapy equipment, which was previously unavailable at the village level.Special attention is paid to strengthening the material and technical base of the industry. This year, 9.8 billion tenge has been allocated for these purposes, which is three times the amount of financing in 2022 (3.3 billion tenge).Currently, there are 4 angiographs, 11 computed tomographs, and 2 magnetic resonance imaging machines in the medical organizations of the region.Additionally, CT and MRI machines, two angiographs, and a linear accelerator for the cancer hospital were purchased. For the first time, a linear accelerator was installed in the region, which allowed patients to receive radiation therapy in the region without having to travel to other regions.In 2026, it is planned to purchase two MRI and two angiographs for Arkalyk and Zhitikarinsky regional hospitals. The introduction of high-tech equipment will significantly improve the provision of emergency and planned surgical care, including for diseases of the circulatory system, neurosurgical and traumatological pathologies. Modern CT and MRI scans help to increase the level of early diagnosis of diseases.In addition, at the beginning of this month, 50 new specialized vehicles were transferred to the ambulance service of the region. The Kostanay region consistently implements a state policy to provide the population with affordable and high-quality housing. The key priority is to attract investments, launch high-tech industries and create new jobs.In 2024, one of the most significant projects in the field of mechanical engineering was launched in the region — the KamLitKZ iron foundry LLP. The volume of investments amounted to 78.2 billion tenge. The production capacity of the enterprise reaches up to 45 thousand tons of castings per year, 500 permanent jobs have been created. The launch of this plant was an important step in the development of the local component base and the strengthening of industrial cooperation.Major projects in 2025This year, 5 investment projects totaling 312.1 billion tenge are being implemented in the region. One of the most significant is the KIA plant with an investment volume of 131.5 billion tenge and a design capacity of up to 70 thousand cars per year.On October 21, during a teleconference, the President of the Republic of Kazakhstan officially launched the production of cars. The plant's production facilities allow it to produce up to 13 KIA brand car models. At the first stage, it is planned to produce three models: Sorento (MQ4), Sportage (NQ5) and Cerato. The project has created 1,500 jobs.The launch of the automobile plant will increase the volume of the manufacturing industry in the region by 46.5%, which will have a significant impact on the economic development of the region.Development of the component baseThis year, KamLitKZ LLP is implementing two more large-scale projects. Preparations are being completed for the launch of factories for the production of truck drive axles, as well as for the localization of beam production. The total investment volume for these projects is 160.5 billion tenge, 650 jobs will be created.In addition, it is planned to put into operation a plant of automotive components for passenger cars by the end of the year. Investments will amount to 17.8 billion tenge, the design capacity is 60 thousand components per year, the number of jobs created is 800.Transport and logistics infrastructureThe construction of a transport and logistics complex with an investment volume of 63.8 billion tenge is in full swing. The design capacity of the complex will be 400 thousand containers per year or more than 11 million tons of cargo.Taking into account the introduction of large industrial and agro-industrial projects, the importance of the transport and logistics complex cannot be overestimated. It will become a key element in ensuring uninterrupted supplies of raw materials and finished products, as well as allow for the development of transit transportation. Transshipment of transit cargoes from one mode of transport to another is envisaged, including unloading, temporary storage and preparation for further transportation. With the opening of this international complex, the volume of cargo transportation will increase by 20%.Staffing of industrial projectsThe implementation of all industrial projects requires the availability of qualified engineering and technical personnel. In this regard, universities and colleges in the region are already expanding their curricula and training specialists in modern engineering areas.Today, from 55 to 70% of workers in new industries are young people, graduates of domestic colleges and universities. A historic event in the field of energy development of the region took place in Kostanay region — the first solar power plant with a capacity of 22.6 MW, built by JSC Varvarinskoye, was commissioned in the area of B. Mailina. Since the beginning of 2025, the Department of Trade and Protection of Consumer Rights in the Aktobe region has conducted a series of unscheduled inspections of trade enterprises that violated the requirements of the law on the application of marginal trade surcharges to socially significant food products. As a result of these measures, 116 entrepreneurs were brought to administrative responsibility.A detailed analysis of the formation of prices for basic social products was carried out in cooperation with the Department of Analytical Developments of the DER in the Aktobe region. Monitoring revealed serious violations. "Elit Product" LLP sold butter, eggs and flour with an excess of the maximum allowable trade markup more than five times. For repeated violations during the year, the company was fined 10 MRP under article 204-4, part 2 of the Code of Administrative Offenses of the Republic of Kazakhstan. Individual entrepreneur "Kazbergenova" also increased the trade allowance - 3.5 times higher than the established norm. As a repeat offender, the entrepreneur is held liable under the same article and fined 10 MRP. LLP "NuroptTorg" allowed an excess of trade allowance by 3.5 times, for which it received a fine in the amount of 5 MRP according to article 204-4, part 1 of the Code of Administrative Offenses of the Republic of Kazakhstan.For each identified fact, an administrative protocol was drawn up, a fine was imposed and mandatory instructions were issued to bring the price in line with the legislation. The department notes that compliance with the requirements for limiting the trade allowance is an absolute obligation of all trade entities, and any violations will be stopped in accordance with the established procedure.According to the results of 11 months of 2025, the amount of imposed fines amounted to 412,860 tenge under article 204-4 parts 1 and 2 of the Code of Administrative Offenses and 141,552 tenge under article 193 of the Code of Administrative Offenses. The First Republican Forum of Student Assemblies was held in Kostanay 09.12.2025
On December 8-9 of this year, the First Republican Forum of Student Assemblies was held, dedicated to the 30th anniversary of the Assembly of the People of Kazakhstan. The event was attended by Akim of Kostanay region Kumar Aksakalov, Deputy Chairman of the Assembly of People of Kazakhstan Marat Azilkhanov, representatives of the Ministry of Science and Higher Education, the Ministry of Education of the Republic of Kazakhstan, leaders of the organization "Assembly of Zhastars", heads of student assemblies of universities and colleges of the country. Since November 18, 2025, the Department of Trade and Consumer Protection for the North Kazakhstan Region has received over 100 complaints from citizens regarding the cancelled concert of singer Akmal, scheduled for October 25, 2025, in Kostanay.The customers purchased tickets through the eventticket.kz online service, confirming the conclusion of a contract for the provision of paid services electronically. However, the concert never took place, and the organizer has not refunded the consumers.After reviewing the complaints, the Department identified violations of consumer protection laws. An official notice was sent to the individual entrepreneur who organized the concert, demanding a full refund of the ticket price to all affected consumers. Entrepreneurs in Akmola region fined for selling products of dubious origin 09.12.2025
In the Akmola region, during regular inspections of the food market, instances of exceeding the permissible markup on socially important products were discovered. The inspections were carried out by the Department of Trade and Consumer Protection of the Ministry of Trade and Industry of the Republic of Kazakhstan for the Akmola region.For example, individual entrepreneur Yuldashev sold carrots with a 33.3% markup, significantly exceeding the legally permitted level. Similar violations were found at individual entrepreneur Gulyaeva T.M. at the Khutorok store for selling buckwheat with a 27% markup, at individual entrepreneur Zhanalinova at the Produkty store for selling cabbage with a 72.7% markup, and at individual entrepreneur Mirmakhmud for selling onions with a 60% markup.In each of these cases, the entrepreneurs were held administratively liable under Article 204-4 of the Code of the Republic of Kazakhstan on Administrative Offenses, with fines imposed. These measures are aimed at preventing unfair practices, ensuring trade transparency, and protecting the interests of citizens.Furthermore, in the Shortandy District, a case was discovered where prices were listed in foreign currency—products in the store were listed in rubles, which violates the law requiring prices to be listed exclusively in tenge. The entrepreneur was also fined for this violation.During the 2025 period analyzed, 216 entrepreneurs were held administratively liable in the Akmola Region, 99 of whom received warnings and 117 were fined a total of over 2.2 million tenge. The violations identified included exceeding the trade markup at the SZPT, selling goods in foreign currency, the absence of a consumer corner, and failure to respond to consumer complaints within the prescribed timeframe."We also conducted 21 purchases of products of questionable origin, and found labeling violations in 17 cases. Entrepreneurs received fines totaling over 1 million tenge.
