KZT 5 billion allocated from the Government reserve for hot water supply in Kyzylorda 12.04.2025
As part of the implementation of the Head of State's instructions, about KZT 5 billion were allocated from the Government reserve as targeted transfers to the budget of the Kyzylorda region for the construction of hot water supply networks. The corresponding resolution was signed by Prime Minister Olzhas Bektenov.Currently, Kyzylorda is the only regional center in the republic without a centralized hot water supply system.Multi-storey buildings in the city rely on electric or gas heating devices for hot water, which can lead to emergency situations.During his working visit to the region on October 10, 2023, Head of State Kassym-Jomart Tokayev instructed that the issue of providing the city with a centralized hot water supply system be resolved by the end of 2025.The project, costing KZT 26.2 billion, is planned to be implemented in two stages. UAD LLP is overseeing the project, which has a budget of KZT 6 billion 656 million. So far, the construction of the road base and asphalt surfacing for a 1.2 km stretch has been finalized. Akim of the region, Nurlybek Nalibayev, met with Senate member Nuriya Niyazova and Timur Dzhumurbayev, chairman of the republican public association "Assembly of Zhastary." Export of the region increased by 15,8% 10.04.2025
During the meeting Deputy Head of the region Meirzhan Myrzaliev reported on the development and promotion of export in Kostanay region.Accordingtofiguresofthestatisticalauthority, the external trading of Kostanay region upon the results of 2017amounted to over two billion dollars. Lastyeartherewasasignificantincrease,because by comparison with 2016 the indicators has increased by 23,6%. “InspiteofthefactthatKostanayregionoccupies 11thplaceinexport turnover among other regions of Kazakhstan and takes 2,4% share of the total turnover, the region is a leader in the specific groups of products. Thus, over90%ofironoreproductsand 100% ofiron-orepellets and asbestos are produced in the region”, M. Myrzaliev reported.Thestructureoftheregionalexportconsistsof 47,6% ofmineral products, 46,5% offood products (wheat flour, wheat, flax seeds, confectionery products), 3,7% ofmetals and the remained 2% is attributed to other products. ISSUES ON DEVELOPMENT OF THE FUTURE CITY TOBYL WERE DISCUSSED IN THE KOSTANAY REGION 10.04.2025

ArKhimed Mukhambetov, the Akim of the Kostanay region, took part in the meeting.To date, the total population of the region exceeds 70 thousand people, most of them live in three settlements – the villages of Zatobolsk, Zarechnoye and Michurinskoye. As Akim of the region Kairat Akhmetov said during the speech, the development of the regional center required the construction of a gas distribution network, additional substations to provide electricity, repair and construction of new roads, installation of street lighting, and more than one dozen social facilities. “Out of 135 km of roads in Zarechny, Zatobolsk and Michurino, 96 km are subject to repair. Some will be already repaired this year, but more than KZT 500 million is required. To repair pedestrian paths, it is necessary to allocate more than KZT 35 million per year. And KZT 188.5 million are needed in order to achieve 90% coverage of all streets lighting by 2021,” K. Akhmetov said. The Akim of the region supported the issue of financing road repairs and noted that the road surface should be laid by the method of cold recycling, according to the experience of the regional center. “Over three years, almost 100 streets were repaired in Kostanay. Asphalt on the streets that we built in 2016, is in a good state. This is a good inexpensive technology,” A. Mukhambetov stressed.Work on lighting the district center is also a necessary thing. However, as the head of the region noted, it was necessary to calculate funds from the local budget and to maintain networks, which the regional budget cannot afford yet. Therefore, it was recommended to cover these expenses at the expense of investors' funds or within the framework of Public Private Partnership. An important aspect of the development of the village of Zatobolsk, in the future as the city of Tobyl, is the construction of social facilities and houses. According to Kairat Akhmetov, Akim of the Kostanay region, this year construction of 11 apartment buildings in the “Severny” micro-district is being completed, 8 of which are credit housing, and 3 are leased for the waiting lists of local executive bodies. “To date, out of 96 apartments put into operation in 2016, 49 apartments have been sold to the amount of KZT 315.3 million. On August 5 of this year, it is necessary to provide a credit repayment in the amount of KZT 541.6 million,” the district Akim said, “Weak realization of apartments is associated with the fact that today there are no roads in the neighborhood, there is no bus service or a kindergarten, people are reluctant to purchase housing, which leads to budget spending on house maintenance. At the end of the year, the maintenance is expected to amount KZT 25.5 million”. Also, in the new neighborhoods of the Kostanay district – “Baiterek” and “Astana” – 72 multi-storey apartment houses are planned. In addition to the construction of residential buildings, the local authorities plan to build a park zone, to replace stop pavilions, to improve the courtyards of apartment buildings, to construct health and education facilities, as well as the Sports Palace. In connection with the forthcoming high rates of construction in the district, they plan to create a housing inspection. As the head of the region noted, money has not been provided for the construction of new social facilities in the district center yet. To begin with, as Arkhimed Mukhambetov says, it is necessary to build engineering networks planned for construction of new micro-districts.“Now you name the planned facilities – sports complex, schools, kindergartens – all this should be built in new micro-districts. Money for these projects cannot be allocated in one year. Of course, this all can be solved. But now the issue No.1 is the program “Nurly Zher”. In 2018 we have a load on the city of Kostanay. In 2019, we practically complete the work in the regional center. Then you should already move on to your micro-districts “Astana”, “Baiterek” and “Kunai”, which will refer to the Kostanay district.
