Results of the activities of healthcare organizations of the Kostanay region for 5 months of 2025 10.06.2025
The results of the work of healthcare institutions in the Kostanay region for January-May of this year have been summed up. At the regular meeting of the akimat chaired by the akim of the region Kumar Aksakalov, key results were announced, current problems were identified and instructions were given for further improvement of the healthcare system.Infrastructure development is a priority vectorOver the past two years, 25 primary health care facilities have been built in rural areas. These are outpatient clinics, feldsher-obstetric and medical centers equipped with ultrasound machines, laboratories, rehabilitation and physiotherapy equipment. In 2024, a Center for children with autism and other mental disabilities was opened in the region. The construction of a new polyclinic for 250 visits per shift is underway in the city of Tobyl, Kostanay district. The construction of medical facilities in the Yubileyny microdistrict of the city of Kostanay and in the city of Rudny is also nearing completion.Modern equipment is the basis of qualityIn the last three years alone, the volume of funding for the healthcare sector has increased by 1.3 times, and the cost of purchasing equipment has doubled and reached 7.2 billion tenge. In 2023–2025, 46 ambulances, an ambulance, more than a hundred anesthesia and respiratory devices, ECG and ultrasound equipment, incubators for newborns, an angiograph and mammographs were purchased. The wear and tear of medical equipment has been reduced from 49.2% in 2022 to 27% at the current moment. At the same time, in a number of districts, the level of equipment remains below the regional average – in particular, in Dzhangeldinsky, Fyodorovsky and Amangeldinsky.Personnel issue: focus on attracting specialistsTo solve the problem of the shortage of doctors in the region, a program to support medical personnel is being implemented. As a result of the measures taken, the number of unfilled medical vacancies has decreased from 251 to 160. In the Altynsarinsky and Fyodorovsky districts, the personnel shortage has been completely eliminated, and positive dynamics have been observed in most other districts.Lifting allowances are paid: up to 8.5 million tenge for especially in-demand specialists heading to rural areas, up to 5 million tenge for villages, and 3.5 million tenge for cities. In Arkalyk, Amangeldy and Dzhangeldy districts, the amount of payments has been additionally increased.Population health indicators require attentionIn some districts, cases of increased infant mortality have been recorded, and in the city of Rudny, there is one case of maternal mortality. A high mortality rate from cardiovascular diseases is observed in Kostanay and Karabalyk districts. The akim of the region emphasized that improving medical indicators is possible only with the joint work of specialists, authorities and citizens themselves. Prevention and timely visits to a doctor are of particular importance.Medical care must be humaneMedical organizations have a Patient Support Service designed to promptly resolve citizens' issues. Most complaints concern the quality of care, compliance with ethical and deontological standards. The heads of medical institutions have been instructed to personally monitor the work of the services and take action on each complaint."A patient came - they listened, examined, helped. This is exactly the model of interaction that should be," noted Kumar Aksakalov.Specific instructionsFollowing the meeting, the regional akim gave a number of instructions to the Health Department, including:take measures to prevent an increase in the incidence rate and strengthen prevention;ensure uniform technical equipment of medical institutions in all districts;continue work to attract and train medical personnel;improve the quality of medical services;reduce the debt burden on medical organizations;consider issues of disciplinary responsibility for managers who have allowed performance indicators to decline, with possible dismissal from their positions based on the results of 9 months. The regional healthcare system will continue to develop in line with the patient-oriented approach, where the focus is on health, comfort and trust of citizens.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1014739?lang=kk
