Development of educational infrastructure: new schools are being opened in the region and modern standards are being introduced 13.12.2025
Systematic work on the development of the social sphere continues in the region. Special attention is paid to the modernization of the educational infrastructure and the creation of modern, comfortable learning conditions. In recent years, new schools have been actively built in the region, the material and technical base has been updated, which contributes to improving the quality of education and reducing the burden on existing institutions.Last academic year, 5 new schools were put into operation.Last academic year, 5 new schools with a total capacity of 3,360 places were opened in the region. Their construction is aimed at solving the issues of three-shift education, eliminating dilapidated buildings and ensuring the growing need of the population for high-quality education.Among the entered objects:•Comfortable school in the village of Zarechnoye, Kostanay region, with 900 places;•Comfortable school in Arkalyk with 300 places (opened in October 2024);•Two schools in the city of Kostanay — in the Airport (900 places) and Bereke (1,200 places) neighborhoods, commissioned in January 2025;•Secondary school in the village of Kolkamys, Dzhangeldy district, with 60 places (February 2025).The construction of these facilities was a timely response to demographic growth, the expansion of new residential areas and the growing need for modern educational institutions in the region.Comfortable schools fully comply with international standardsSpecial attention is paid to the formation of a modern educational environment. The new comfortable schools are equipped in accordance with global trends. The classrooms are equipped with interactive technology, which allows:•apply elements of artificial intelligence in scientific research and projects;•conduct virtual laboratory experiments;•Develop students' research and analytical skills.The modern material and technical base significantly expands the capabilities of teachers and contributes to improving the quality of the educational process.The new academic year began with the opening of two more schoolsOn September 2-3 of this year, two more modern educational institutions were opened.:•A 300-seat school in the village of Kushmurun;•A school in Rudny, built by ERG, with 1,200 places.These schools provide students with modern, bright classrooms, safe infrastructure and conditions that meet the standards of the new generation.4 more schools will be introduced by the end of the year.By the end of the year, it is planned to put into operation 4 more schools with a total capacity of 2,880 places, including:•comfortable school in Rudny with 900 places;•two schools in the city of Kostanay — in the residential districts Bereke (980 places) and Kunai (900 places);•a school in the village of Enbek, Kostanay region, with 100 places.The implementation of these projects will significantly reduce the burden on existing schools, create new educational places and ensure access to quality education for children in both urban and rural areas.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1125197?lang=kk

В Астане прошёл XV Форум «1С» с участием Первого вице-министра национальной экономики 12.12.2025
Сегодня в Астане первый вице-министр национальной экономики Азамат Амрин выступил на XV Форуме «1С», который собрал более 650 представителей бизнеса, бухгалтерского сообщества и государственных органов. Он подчеркнул, что форум стал ключевой площадкой для профессионального диалога и подготовки к переходу на новый Налоговый кодекс.По словам Азамата Амрина, форум позволяет обмениваться опытом, обсуждать практические решения и укреплять прозрачность и эффективность финансово-хозяйственных процессов.Первый вице-министр представил основные положения нового Налогового кодекса, подписанного Главой государства 18 июля 2025 года и вступающего в силу с 1 января 2026 года. Документ предусматривает сокращение налоговой отчётности на 30%, уменьшение количества налогов на 20%, оптимизацию льгот, введение дифференцированных ставок, а также меры по стимулированию инвестиций.Среди ключевых изменений по корпоративному подоходному налогу сохраняется базовая ставка 20%. Для банков и игорного бизнеса она установлена на уровне 25%, за исключением кредитования субъектов МСБ, где будет применяться ставка 20%. Для организаций социальной сферы вводятся ставки 5% в 2026 году и 10% - с 2027 года. Сельхозтоваропроизводители сохраняют ставку 3%.В завершение мероприятия состоялась сессия вопросов и ответов, в ходе которой Азамат Амрин дал исчерпывающие разъяснения по наиболее волновавшим участников темам. Основные вопросы касались налогового администрирования, в частности порядка применения налоговых вычетов. Комментируя этот блок, первый вице-министр отметил, что практические решения будут приниматься после анализа данных в следующем году.«Давайте посмотрим, как система проработает. The AlmaU AI Lab Center for Artificial Intelligence Opens at AlmaUOn December 11, 2025, Almaty Management University (AlmaU) officially opened the AlmaU AI Lab Center for Artificial Intelligence at the School of Digital Technologies and Economics. The new platform is designed to connect education, science, industry, and entrepreneurship.The university aims not merely to introduce technologies, but to shape a new approach in which artificial intelligence serves society, the economy, and the development of cities. At AlmaU, this evolves into the concept of «Tolyq AI», derived from the philosophy of Abai’s «Tolyq Adam» – an artificial intelligence model developed under the guidance of ethics, humanity, and social purpose.«Artificial intelligence is a powerful engine, but not a compass. The direction is still set by humans. We are not afraid that artificial intelligence will replace people. We are afraid of people who work like robots. AlmaU trains creators, not executors», noted AlmaU’s founder and president Assylbek Kozhakhmetov in his opening remarks.The first task of the new Center is to update education and strengthen the university’s research capacity. AI platforms Oqulabs and Delicatest, developed by Professors Timur Bakibayev and Kuan ysh Abeshev, have already been integrated into AlmaU’s academic programs. These platforms automate the assessment of complex assignments, analyze student behavior to detect dishonesty, and provide objective performance analytics.The research foundation of the Center has been formed within targeted and grant-funded projects, including programs on technological diversification and digital transformation of the agricultural sector. Through these projects, AlmaU Labs has been equipped with two mini-supercomputers provided by ASUS and ZERDE Business Solutions.The second key objective is collaboration with the public sector and addressing the needs of the real economy. The first pilot project is being implemented with JSC «Kostanay Minerals». The team developed an AI model for predicting ore moisture levels, which has shown significant economic impact during testing and demonstrated strong potential for production process optimization. AlmaU Labs is also ready to develop solutions for transport, environmental protection, urban safety, and resource management.«This center has tremendous potential for developing practical solutions for Almaty. Next year, together with AlmaU, we plan to create several successful products to improve the urban environment, with a focus on fostering AI-driven startups», stated Olzhas Zhanabek, Head of the Digitalization Department of the city of Almaty.The third area of focus is entrepreneurship development. Students from across Kazakhstan will be able to create their own AI products, participate in startup competitions, take part in acceleration programs, access partner data and funding, and implement their solutions in companies and public institutions.As part of the opening ceremony, AlmaU signed memorandums of cooperation with Almaty HUB, the Almaty City Akimat, Teachers Lab, and Tech People Community. On December 11, a round table was held in Astana, at which the Roadmap for the development of the export of Kazakhstan oil and fat products for 2026-2028 was officially presented.Representatives of state bodies, processing enterprises, exporters, business associations and international partners took part in the event. Initiativeaimed at the formation of export potential exceeding 1 billion US dollars per year, as well as at the expansion of market opportunities for the sale of products with high added valuevalue, which should become a significant contribution to the economic and social development of the country.The road map was developed using the processes, methodology and technical support of the International Trade Center (MTC) with the participation of the National Association of Oilseed Processors and JSC "Center for the Development of Trade Policy QazTrade" (QazTrade) within the framework of the project "Ready4Trade Central Asia: The Path to Prosperity through the Trans-Caspian Transport Corridor", financed by the European Union. The document is aimed at implementing the instructions of President Kassym-Jomarta Tokayev to increase the level of processing to 70%, reduce dependence on imports, develop products ready for export and ensure price stability in the domestic market.The head of cooperation of the EU Delegation in Kazakhstan, Johannes Bauer, emphasized: "Today's event marks an important milestone. Over the past year, Kazakh institutions, the private sector and experts of the MTC conducted sector diagnostics, a survey company and several rounds of consultations, as a result of which a joint and well-founded Road Map was developed, which we are approving today. The first solar power plant has been launched in Kostanay region 11.12.2025
A historic event in the field of energy development of the region took place in Kostanay region — the first solar power plant with a capacity of 22.6 MW, built by JSC Varvarinskoye, was commissioned in the area of B. Mailina. The project was implemented in accordance with the instructions of the President of the Republic of Kazakhstan to increase the volume of renewable energy and increase the share of "green" generation in the national energy system.The ceremonial launch of the facility was given by Akim of the region Kumar Aksakalov, emphasizing the importance of a new stage in the modernization of regional energy:"The launch of these power plants will significantly reduce the shortage of energy resources, create favorable conditions for attracting new investments and implementing major projects. Green energy is becoming a symbol of renewal, innovation and responsibility for the future of our region," said the head of the region.The region's first solar power plant: contribution to the economy and ecologyThe new solar power plant was built using modern technologies and highly efficient panels. This is the first facility of this scale in Kostanay region. The plant's capacity is 22.6 MW, which will provide electricity to thousands of households and enterprises in the region.The project has become a significant investment: 7.2 billion tenge has been invested in it, and 16 new jobs have been created on a permanent basis. Using solar energy will significantly reduce energy costs and reduce dependence on external sources. Today, the region consumes 0.45 GW of electricity, while it produces only 0.12 GW. At the same time, 37% of its own generation is provided by two operating wind farms in Arkalyk and Kostanay region.The akim of the region emphasized:"Our goal is not just to increase the volume of electricity production, but also to create a sustainable, environmentally friendly energy system that will ensure the development of the region for many years to come."Six major renewable energy projects: the region is fully supplied with energyThis year, Kostanay region is implementing 6 major projects on the introduction of alternative energy in the amount of 560 billion tenge. Among them are four wind farms, solar and gas—piston power plants.Their commissioning will increase the volume of own electricity generation by 10 times — from 0.12 to 1.2 GW, which will completely cover the needs of the region.Of these six projects, two are being implemented by JSC Varvarinskoye:solar power Plant (SES),gas-piston power plant (GPP).Gas-piston power plant: a new stage of energy sustainabilityIn October of this year, construction of a 40 MW gas-piston power plant worth 14.3 billion tenge was started. After commissioning, the station will become an important element of maneuverable generation, ensuring the stability of the power system during peak loads.Both projects are implemented at the expense of the company's own funds.The electricity generated by the gas station will compensate for the instability of solar generation, providing the region's needs at night, in the morning and in the evening. In her opening statement she expressed gratitude to the WIPO leadership for the productive organization of the session and for the support provided to Kazakhstan’s ongoing reforms in the area of intellectual property.Delegation of the Republic of Kazakhstan presented to the session participants an overview of national reforms, including the rollout of the Unified Digital Platform (UDP), a tool designed to enhance transparency, accountability and efficiency in the collective rights management system. The platform was also introduced to international professional associations interested in modern digital solutions and in advancing transparency in collective management processes.On the sidelines of the WIPO meetings discussions were held with the Vice Minister of Foreign Affairs of the Republic of Indonesia as well as representatives of Brazil and Saudi Arabia. The parties exchanged views on strengthening cooperation, contemporary approaches to the digitalization of copyright and Indonesia’s initiative to develop international solutions for the fair distribution of remuneration in the digital environment.Negotiations were also conducted with the WIPO leadership. During the meeting with WIPO Deputy Director General Sylvie Forbin Kazakhstani experience in digitalizing collective management organizations was presented. Ms. Forbin emphasized the significance of the reforms being implemented by Kazakhstan and expressed interest in the further advancement of the project, underscoring its innovative nature and its importance for the international professional community.Working discussions were also held with Habip Asan, Director of the Department for Transition and Developed Countries, Glenn McStravick, Director of the Application Incubator and Michel Allain, Senior Copyright Expert.
