In the period from 2018 to 2020, 646 billion tenge was allocated for the development of all sports, of which almost 72% was spent on sports that are not a priority for the country. To improve the situation, the Ministry of Tourism and Sports conducted a study of international experience. Based on the experience of Uzbekistan, Belarus, Great Britain, Germany and Norway, a draft law has been developed that involves the introduction of restrictions on sports related to high-performance sports. According to the new system, the list of top-level sports will include only those sports that are included in the program of the Olympic, Paralympic, Deaflympic, Asian and Para Asian Games, as well as national sports. In turn, the sports that have shown medal results will be prioritized and will be funded primarily at the national and local levels. The Ministry of Tourism and Sports has developed a draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on physical culture and sports, as well as the prevention of excessive legislative regulation of norms."Currently, local, regional and republican sports federations in our country act as independent entities and do not obey each other. This situation leads to an independent policy in the development of sports, a conflict of interests and a blurring of responsibility, which ultimately slows down the development of sports.The proposed new model provides for subordination of local federations to accredited republican (or regional) sports federations.
