Since the beginning of the year, about 508.3 billion tenge has been allocated from the republican budget for the payment of state social benefits (hereinafter referred to as GSP) for disability and loss of breadwinner. In addition, social payments for disability and loss of breadwinner in the amount of about 66.5 billion tenge were made from the State Social Insurance Fund (hereinafter referred to as the GFSS).As of November 1, 2024, the number of recipients of GSP for disability is about 542.2 thousand people, in case of loss of breadwinner – about 177.9 thousand people.The amount of state social benefits for disability depends on the group and cause of disability, as well as on the amount of the subsistence minimum established by the law "On the Republican Budget" for the corresponding financial year.The amount of state social benefits in case of loss of a breadwinner depends on the number of dependents of the deceased (deceased) breadwinner, the cause of death and the amount of the subsistence minimum.In addition, participants in the compulsory social insurance system receive social payments from the State Social Insurance Fund in the event of social risks. So, as of November 1, 2024, 99.9 thousand people received social benefits for disability, and about 66.3 thousand families received social benefits for loss of breadwinner. The amounts of payments are individual and depend on: the average monthly income from which social contributions were made to the State Social Insurance Fund over the past 2 years, disability rates, the number of dependents, length of service in the compulsory social insurance system and income replacement. These payments are made in addition to similar benefits paid from the republican budget.Since January 1, 2024, the amount of state social benefits for disability and loss of breadwinner has been increased by 7% due to an increase in the subsistence level. In order to ensure the rights of persons with disabilities and create an accessible environment for them, 1248 social infrastructure facilities have been fully adapted in the Kyzylorda region.Currently, the National Plan to Ensure the Rights and Improve the Quality of Life of Persons with Disabilities in the Republic of Kazakhstan until 2025, the Roadmap of the Amanat Party for 2023-2027, as well as the Halykpen Birge project initiated on behalf of the Head of State are being implemented.According to the Roadmap of the Amanat party, it is planned to adapt more than 35 thousand objects included in the Interactive Accessibility Map (hereinafter referred to as the Map). 20% of the facilities are adapted annually:- in 2023 – 20%;- in 2024-40%;- in 2025 – 60%;- in 2026 – 80%;- in 2027 – 100%.To date, 20,849 facilities have been adapted across the country. In Zhambyl region, special attention is paid to socially vulnerable segments of the population, where 3,957 families belonging to this category live.Two months of fire safety were organized during the year. Within the framework of the Year of Working Professions initiated by the Head of State, a National Competence Center will be created in Astana on behalf of the Prime Minister of the Republic of Kazakhstan to support and develop students of technical and vocational education.The National Competence Center will serve as a dialogue platform for business and a personnel training system, and will also become a single training base for preparing students of technical and vocational education (VET) for international professional skills competitions, developing the expert community and increasing the popularity of working professions."The Year of Working Professions announced by the Head of State underlines the importance of technical and vocational education for the whole country. The opening of the National Competence Center will be a key step in the implementation of the strategy to improve the quality of education and the attractiveness of working professions. The Minister of Education met with teaching staff, heads and representatives of private school associations at the site of the First Republican Conference of Private Secondary Education Organizations.Addressing the participants of the conference, Gani Beisembayev noted that the state actively supports the development of educational organizations, regardless of their forms of ownership. For example, this year alone, 161 billion tenge has been allocated from the budget to private schools with more than 250 thousand children."Another important step will be a new bill initiated by the Government in the Mazhilis on providing social assistance to children from socially vulnerable families studying in private schools as part of a state educational order. Children from private schools will also be able to receive assistance for the purchase of necessary school supplies at the expense of the Universal Education fund and will be provided with free hot meals. This highlights the government's support for the private sector. The main task of educational organizations, regardless of their forms of ownership, is the formation of high—quality human capital of the country. Every child should receive a high—quality education and develop in safe and comfortable conditions," the minister said.Today, there are more than 8 thousand schools in the country with a contingent of 3.9 million children.
