The benchmark portfolio's performance serves as a metric for assessing management effectiveness. The benchmark portfolio is based on indices developed and monitored by leading global financial companies or the National Bank of the Republic of Kazakhstan. Index management of assets is carried out both by the National Bank of the Republic of Kazakhstan itself and with the involvement of foreign management companies, covering the developed market bond sub-portfolio, the emerging market bond sub-portfolio, the corporate bond sub-portfolio, and the stock sub-portfolio.The investment portfolio, broken down by currencies in which financial instruments acquired through CPC, COPC, and VPC are denominated, as of March 1, 2026, is as follows: investments in national currency account for 59.63%, while investments in US dollars account for 40.36% of the pension asset portfolio. As a result of investments, interest income on securities, including deposits and reverse repo transactions, amounted to 359.93 billion tenge, income from the revaluation of securities amounted to 211.27 billion tenge, income from assets under external management amounted to 15.08 billion tenge, and other income amounted to 0.56 billion tenge. The revaluation of securities invested in foreign currency, excluding assets under external management, taking into account exchange rate revaluation, was negative.Accrued investment income for the past 12 months from March 2025 to February 2026 amounted to approximately 2.66 trillion tenge, with a return of 11.39% for this period. Contributors with voluntary pension savings can transfer 100% of them to IPMs. Starting January 1, 2026, an IPM performance assessment system based on Ki composite indices was introduced. A composite index is a benchmark comprising national and global stock market indices, providing an objective assessment of IPM performance, taking into account global economic trends and capital market conditions. Starting in 2026, IPMs will conduct pension asset management activities based on a new approach, which involves choosing one of three investment portfolios with different levels of risk, return, and investment terms. If the return on pension assets falls below the established minimum (composite benchmark), the IPM must compensate for the negative difference from its own capital. Thus, private managers are responsible for ensuring the safety of savings using their own capital. It should be noted that since 2021, when it became possible to transfer pension savings to IPM management, all management companies have complied with the established standards, and therefore there has been no need to compensate for the established difference.Savings held in trust by the National Bank of the Republic of Kazakhstan are protected by a state guarantee of safety no lower than the inflation rate upon eligibility for payments. The majority of applications were processed for the purpose of improving housing conditions - 171,696 applications for a total of USD29.40 million. For the purpose of paying for education, 101,675 applications were processed for a total of USD17.43 million. Recipients of target savings (TS) have the right to use the funds in full or in part, while the unused balance is retained in the target savings account (TSA).The most popular housing improvement program was improving ofhousing construction savings for further savings (167,776 applications completed, totaling USD28.79 million). Funds were also used as down payments for mortgage loans to purchase housing (1,345 applications, totaling USD214,390), and for the purpose of acquiring housing through civil law transactions (final settlements), totaling 938 applications, totaling USD144,470.Within the framework of the use of targeted savings for education, the largest volume of funds was allocated for the payment of educational services of educational organizations located in the territory of the Republic of Kazakhstan, in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (93,586 applications were fulfilled for a total of approximately USD16.32 million).The following areas were also in demand: replenishment of an educational savings deposit under an agreement on an educational savings deposit (5,590 applications were fulfilled for a total of over USD748.76 thousand), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (2,018 applications were fulfilled for a total of USD294.58 thousand).Detailed information on TS payments for the purpose of improving housing conditions and/or paying for education, broken down by authorized operators and regions, can be found on the website enpf.kz. Let us recall that based on the results of 2025, Kazakhstani children received the next payment in the amount of 130.71 US dollars per child, for 2024 - 129.38 US dollars, and for 2023 - 100.52 US dollars.Children under 18 receive annual payments from the National Fund as targeted benefits. According to law, the amounts accrued to young Kazakhstanis remain part of the National Fund's assets and continue to be invested. Through continued investment, each child's targeted benefit amount increases annually through the investment income received.As a result, the total accumulated target requirement (including the annually accrued investment income) for a child participating in the program:- three years, USD370.56;- two years, USD263.93;- one year, USD130.71. Parents and other legal representatives can check the child's participation in the program for children under 18 using their individual identification number (IIN) on the kids.enpf.kz website, in their personal account on the eGov.kz e-government portal, and in the eGov Mobile and some second-tier bank mobile apps. Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин представил новую инициативу в ходе круглого стола «Казахстан на волне реформ» в Вашингтоне, прошедшем в штаб-квартире Всемирного банка.Как отметил вице-премьер, Казахстан последовательно реализует реформы в ключевых секторах, формируя условия для устойчивого и качественного экономического роста.«Мы реализуем стратегию проактивного экономического роста, направленную на расширение инвестиционной базы, развитие новых производств и поддержку экспортно-ориентированных отраслей. Параллельно усиливается институциональная основа – за счет реформ в налогово-бюджетной сфере, корпоративном секторе и инвестиционной политике, а также развития инфраструктуры», — сказал Серик Жумангарин.Советник Президента – председатель Агентства по стратегическому планированию и развитию Асет Иргалиев обозначил ключевые направления развития страны, подчеркнув, что проводимые реформы направлены на формирование целостного и устойчивого экономического курса. По его словам, государственный сектор играет ключевую роль в реализации преобразований, обеспечивая системный подход и координацию реформ, инициированных на уровне Президента.Отмечено, что экономика страны демонстрирует устойчивую динамику. В последние годы ежегодный рост ВВП стабильно превышает 5%, по итогам 2025 года он составил 6,5%. Производство товаров увеличилось на 8,7%, сектор услуг – на 5,2%.Ключевым драйвером роста остаются инвестиции. В 2025 году вложения в основной капитал выросли на 13% и достигли $43,6 млрд (22,7 трлн тенге). Валовой приток ПИИ составил $20,5 млрд (+14,4%).В 2026 году рост сохраняется. Несмотря на временное снижение добычи нефти из-за инцидента на ТШО и ограничений по КТК экономика продолжила расширяться: в первом квартале ВВП вырос на 3% за счет обрабатывающей промышленности (8,5%), транспорта (12,8%) и строительства (14,8%).Сохраняется высокая макроэкономическая устойчивость. Международные резервы с начала 2025 года увеличились на 23,8% – до $129,5 млрд, включая $62,9 млрд активов Национального фонда. Кроме того, Казахстан сохраняет низкий уровень госдолга: на протяжении более десяти лет соотношение долга к ВВП остается стабильным на уровне около 25%. На 1 января 2026 года госдолг составил порядка $73 млрд, или 22,8% к ВВП.Правительство делает акцент на диверсификации экономики. Новая модель роста предполагает усиление роли обрабатывающей промышленности и высокотехнологичных отраслей. Доля переработки в ВВП выросла с 11,3% в 2010 году до 12,7% в 2025 году, тогда как доля добывающего сектора сократилась почти вдвое – с 19,5% до 11,9%.Отмечено, что Казахстан также улучшает позиции в международных рейтингах: в Индексе экономической сложности страна поднялась с 87-го на 55-е место за 2020–2024 годы.Для ускорения роста инвестиций планируется увеличить их долю в ВВП до 23% к 2029 году. Это позволит привлечь дополнительно около $120 млрд и довести общий объем инвестиций до $400 млрд за пять лет.В числе приоритетов – переработка сырья и агропродукции, металлургия, химическая и нефтехимическая промышленность, газовая отрасль, фармацевтика и сегменты АПК с высокой добавленной стоимостью.Реализация этих проектов должна повысить производительность труда – ключевой фактор для преодоления «ловушки среднего дохода».«Политика проактивного экономического роста предполагает переход от пассивного привлечения инвестиций к активному формированию и запуску проектов. Мы ориентируемся на потребности конкретных отраслей и привлекаем стратегических партнеров с технологиями и экспертизой», — отметил вице-премьер.В рамках этой политики уже определены 12 направлений в продовольственном секторе и 24 – в непродовольственном. Общий портфель включает 274 проекта на сумму свыше 700 млрд тенге.Отдельное внимание уделяется развитию города Алатау, который станет новой точкой роста с особым режимом управления и собственной финансовой моделью. Ahead of the summer holidays, the RSE "East Kazakhstan Regional Scientific and Methodological Center for Informatization and Development of Education 'Örken'" organized an important preventive event for students of the region. In a live interview format, experts discussed the topic: "Legal Literacy of Minors".The main speaker was the Senior Operations Officer of the UKP DP of the East Kazakhstan Region, Police Lieutenant Colonel Tatiana Vladimirovna Karpova. She emphasized that despite their young age, mistakes can have serious consequences: criminal liability for serious crimes begins at the age of 14 (murder, robbery, terrorism), and from 16 — for all other offenses.The police officer paid special attention to modern threats. The speaker cited positive statistics of a more than 50% reduction in juvenile crime in the region but warned about the risks of young people being drawn into drug trafficking and so-called "dropping" (handing over one's bank cards for money). The State Tax Service has uncovered VAT evasion schemes in the operations of microfinance organizations 16.04.2026
The State Revenue Committee has summarized the results of its audits of microfinance organizations (MFOs). The findings revealed that, across four MFOs, the total turnover under so-called “guarantee” agreements amounted to 55.9 billion tenge, with unpaid VAT totaling 6.1 billion tenge. The findings of the audits have been upheld on appeal and by the courts. Additionally, transactions totaling approximately 26 billion tenge (related to insurance agency activities) were identified; these were recorded as VAT-exempt and are currently under review. It is important to understand that microfinance organizations are exempt from VAT only on the loans themselves, that is, for the disbursement of funds. All additional paid services are subject to taxation. Audits revealed that in a number of cases, a scheme was used whereby a portion of the income was formally removed from taxation. The mechanism worked as follows. When applying for a microloan, the borrower was additionally offered to enter into a separate “guarantee” agreement. Formally, this service was positioned as a financial transaction to secure obligations. However, analysis showed that liability under such agreements arose only under limited conditions, and their term coincided with the loan deferral period. In fact, this was not a guarantee, but a service to extend the deadline for fulfilling obligations (payment deferral). At the same time, the borrower paid for such a “guarantee,” and the amounts received were recorded as transactions exempt from VAT. The investigations revealed that, while separate contracts were formally used, the economic substance of the transactions amounted to a single paid service related to loan servicing. It was precisely these schemes that allowed for the generation of significant turnover, which was erroneously classified as tax-exempt. The KGD’s audits are aimed at ensuring correct taxation based on the actual economic substance of transactions, including eliminating the use of formal schemes for tax evasion. It has been established that such approaches are not isolated cases. Comparable mechanisms are also used in other segments of MFIs’ activities. In particular, a similar model has been identified in insurance agency activities, where the same economic substance persists despite a different legal form. The Department of Trade and Consumer Rights Protection of the East Kazakhstan Region continues its work to stabilize prices for socially significant food products (SSFP). During the analysis of electronic invoices (E-invoices) within the activities of the Regional Commission, a scheme of artificial price inflation was identified.It was established that one of the region's individual entrepreneurs created an artificial intermediary link. The entrepreneur purchased goods (buckwheat, sugar, salt) and resold them to a limited liability partnership (LLP) controlled by him.As a result of such "reselling to oneself," the final cost of socially significant goods for the population increased unjustifiably. In particular, a trade markup of 127% was set on buckwheat; with a purchase price of 241 tenge, the product was sold for 550 tenge. For sugar, the trade markup reached 45%, and for table salt, 41%.It should be recalled that, according to the legislation of the Republic of Kazakhstan, the maximum trade markup on socially significant goods should not exceed 15%. Administrative proceedings have been initiated against the violator under Article 204-4 of the Code of Administrative Offences of the Republic of Kazakhstan. A fine has been imposed. The main result of the work is that the unproductive intermediary has been completely removed from the supply chain, which will ensure more fair pricing.The work to identify such schemes continues and is under the constant supervision of the Department. Right to Life: A meeting with probation service convicts was held in Petropavlovsk. 16.04.2026
Within the framework of implementing the Concept of “Law and Order”, a working meeting titled “Right to Life” was held at the House of Culture in the city of Petropavlovsk, with the participation of representatives of non-governmental organizations.The event was attended by specialists from the Family Support Center, the Social Adaptation Center, the “Demeu” Coordination Center for Child Protection Issues, the “Senim Soltustik”, as well as the charitable foundation “Nadezhda NORD”.The meeting brought together around 60 convicts under the supervision of the probation service.During the event, representatives of the organizations conducted awareness-raising talks, presented the areas of their activity, and explained the types of assistance they are ready to provide to probationers facing difficult life circumstances. Particular attention was given to issues of social adaptation, employment, psychological support, and overcoming addictions.As illustrative examples, previously convicted citizens who managed to transform their lives were invited to the meeting: they overcame addictions, started their own businesses, and created families.
