МНЭ, Национальный банк и АРРФР продолжают серию кустовых совещаний по разъяснению Программы совместных действий на 2026–2028 годыПродолжается серия онлайн-совещаний, посвящённых реализации Программы совместных действий Правительства, Национального банка и АРРФР, рассчитанной на 2026–2028 годы и направленной на макроэкономическую стабильность и повышение благосостояния населения. Очередные ВКС-совещания были проведены для Павлодарской, Восточно-Казахстанской, Западно-Казахстанской, Атырауской, Актюбинской, Мангистауской областей и области Абай. Участникам представили ключевые направления программы: развитие несырьевых отраслей, повышение производительности труда, технологическое обновление и цифровизацию экономики. Ежегодно планируется запуск свыше 100 инвестиционных проектов в обрабатывающей промышленности и АПК, а также продолжение реализации 17 крупных проектов высокого передела в металлургии, машиностроении, нефтегазохимии и АПК.Банки второго уровня и холдинг «Байтерек» станут основными источниками кредитования реального сектора, а также ключевыми каналами финансирования точек роста экономики и лидеров отраслей. Байтерек, трансформированный в национальный инвестиционный холдинг, сосредоточится на 15–20 системообразующих проектах с наибольшим мультипликативным эффектом. Приоритетными направлениями финансирования определены ГМК, машиностроение, энергетика, инфраструктура, туризм, АПК, пищевая промышленность, химия, нефтегазохимия, агрохимия и производство стройматериалов. В портфеле проектов на 2026 год 42% приходится на химию и нефтегазохимию, 19,6% - на транспорт и логистику, 12,1% - на энергетику, 7,1% - на ГМК, 6,4% - на АПК и пищевую промышленность. Для обеспечения финансирования в 2026 году предусмотрено выделение до 1 трлн тенге бюджетных средств.Министерства сельского хозяйства и промышленности и строительства уже приступили к формированию точек роста и ниш с высоким потенциалом импортозамещения. Только в аграрной сфере отобрано более 200 проектов на сумму 4 трлн тенге. Эти проекты, совместно с акиматами, будут анализироваться холдингом «Байтерек» с учётом финансовой устойчивости и управленческого качества компаний.Особый интерес у представителей акиматов вызвала программа «Заказ на инвестиции», запуск которой намечен на следующий год. Участники выразили готовность более детально изучить её механизмы и запросили дополнительные разъяснения - их интересовали условия кредитования, принципы формирования пула проектов и критерии отбора. Также предложено организовать отдельные встречи с Байтереком для предметного обсуждения деталей программы.Для упрощения доступа предпринимателей к мерам поддержки и обеспечения получения всех ключевых услуг в режиме единого окна будут открыты фронт-офисы на базе филиалов фонда «Даму». Их концепция уже утверждена. Специалисты фронт-офисов будут консультировать по всем продуктовым линейкам холдинга «Байтерек», проводить первичный отбор проектов и помогать в подготовке стартового пакета документов. Таким образом предприниматели смогут получать комплексную поддержку в одном месте. В настоящее время проводится обучение сотрудников региональных филиалов фонда «Даму».Национальный банк подробно разъяснил направления своей работы в рамках Программы. Основной акцент делается на снижении рисков в потребительском кредитовании и стимулировании банковского кредитования бизнеса. Программа предусматривает расширение применения цифрового тенге в бюджетных расчетах и социальных выплатах, что повысит адресность и прозрачность распределения государственных средств.В следующем году АРРФР продолжит реализацию пруденциальных мер для увеличения кредитования бизнеса. Almaty, Kazakhstan – 26–27 November 2025, Government representatives from Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan gathered in Almaty for the Second Regional Cross-Cutting Meeting on Combatting Online Fraud and Cybercrime Associated with International Recruitment, organized by the Ministry of Internal Affairs of the Republic of Kazakhstan and International Organization for Migration (IOM) under the ‘Safe Migration of Seasonal Workers from Central Asia to the United Kingdom’ project, funded by the UK International Development from the UK Government.Cybercrime has become a growing global concern with far-reaching impacts on individuals, organizations, and governments. In recent years, fraudulent online job advertisements have increasingly targeted potential migrant workers from Central Asia, often misusing the names of legitimate UK companies and well-known international brands to deceive jobseekers. Under the UK Seasonal Worker Scheme genuine vacancies are available only through five licensed operators. However, thousands of fake offers continue to circulate online, exposing potential migrants to financial loss and exploitation. This trend emphasizes the urgent need for coordinated action, including awareness-raising, education, and effective cross-border mechanisms to identify and remove fraudulent advertisements and hold perpetrators accountable.Building on the outcomes of the first meeting held in Bishkek, Kyrgyzstan, in February 2025, the event in Almaty, Kazakhstan, provided a platform for government officials, international experts, and law enforcement representatives to share progress, review national measures, and agree on joint steps to counter online recruitment fraud targeting prospective migrant workers across Central Asia.Opening remarks were delivered by Mr. Aidar Saitbekov, Deputy Minister of Internal Affairs of the Republic of Kazakhstan, Sean Melbourne, Deputy Head of Mission, British Embassy in Astana, and Mr. Serhan Aktoprak, Chief of Mission at IOM Kazakhstan, Country Office with Coordinating Functions for Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, who underlined the importance of cross-border cooperation and collective action in protecting vulnerable jobseekers from fraudulent recruitment schemes.“Online recruitment fraud exploits the hopes and aspirations of potential migrants. By working together as a region, we can build stronger systems of protection, improve detection, and make migration safer for all,” said Mr. Aktoprak.The two-day meeting was facilitated by Mr. Darryl Dixon, Senior Research Fellow at Nottingham Trent University (UK) and former Director at the UK’s Gangmasters and Labour Abuse Authority (GLAA). Participants discussed national and regional progress on education, prevention, investigation, and intergovernmental cooperation in countering fraudulent online job advertisements that misuse company identities and target jobseekers across the region.The event featured presentations from government representatives on national efforts to investigate fraudulent schemes, remove fake adverts, and raise awareness among potential migrants. Representatives from INTERPOL’s Cybercrime Directorate and the United Kingdom Gangmasters and Labour Abuse Authority (GLAA) joined the discussions, providing insight into international best practices and opportunities for future cooperation. The event also served as a platform for the signing of a Memorandum of Understanding between the Ministry of Internal Affairs of the Republic of Kazakhstan and IOM.Participants agreed to develop country and regional action plans to prevent online recruitment fraud, strengthen cross-border coordination and information exchange, and explore the creation of a shared database to track fraudulent job adverts and misused company identities.“Safe, orderly and scam-free migration requires a multisectoral partnership and human-centered approach. This year, the Department of Trade and Consumer Protection of the Abay Region of the Ministry of Trade and Integration of the Republic of Kazakhstan identified violations related to consumer fraud and held nine entrepreneurs accountable under Article 190-1 of the Administrative Code. These violations include underweighting, underweighting, short-changing, misleading consumers about the properties or quality of goods, and other types of deception. As a result, the entrepreneurs paid fines totaling 452,000 tenge.Furthermore, five entrepreneurs were fined 108,000 tenge for the lack of a "consumer corner" in their retail outlets."It can be said that this year the department has systematically worked to protect consumer rights, particularly under Article 190 of the Administrative Code.
