Nearly 10,000 Offenders Detained by the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan in Six Months 11.07.2025
In the first half of 2025, servicemen of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan made a significant contribution to public safety and the fight against crime.Key achievements from January to June include:173 units of cold and firearms and ammunition seized from illegal circulation.828 grams of narcotic substances confiscated.73 lost children safely found and reunited with their families.24 fire incidents responded to, with civilians rescued thanks to quick actions by guardsmen.54 lost items and 113 smartphones returned to their rightful owners.Additionally, medical assistance was provided to 32 individuals, including those suffering from heart attacks, asthma attacks, injuries from traffic accidents, or suicide attempts.Guardsmen also thwarted 77 attempts to smuggle contraband items into correctional institutions, detaining 55 individuals in the process.In total, 9,919 citizens who violated public order were detained and handed over to law enforcement authorities. Since January 2025, 1.5 million public services have been provided through the elicense.kz platform. About 30,000 people use the platform daily, which confirms the steady demand for digital tools in the field of licensing and permitting activities.The information system State database e-License was created within the framework of the programme of formation and development of e-government of the Republic of Kazakhstan. It automates the processes of obtaining licences and permits, ensuring efficient, transparent interaction between government agencies and business representatives.To date, more than 4 million users are registered in the system. WEEKLY RESULTS OF CRIMINAL CASES IN SHYMKENT ANNOUNCED 10.07.2025
In Shymkent, 193 criminal cases were registered in the investigation bodies last week, 13 of which were sent to court. Организация экономического сотрудничества и развития (ОЭСР) представила отчет «Ответственное ведение бизнеса для обеспечения устойчивой инфраструктуры в Казахстане, Монголии и Узбекистане», в котором проанализирована степень интеграции принципов ответственного ведения бизнеса (ОВБ) в национальные стратегии устойчивого развития трёх стран. Казахстану в документе уделено особое внимание как стране, добившейся значительного прогресса в институционализации стандартов ОВБ, на системном уровне включившей их в свою социально-экономическую повестку.По оценке экспертов, Казахстан демонстрирует всесторонний и межсекторально согласованный подход к реализации принципов ОВБ. Национальная стратегия охватывает критически важные направления: охрану труда, экологическую модернизацию, декарбонизацию, развитие человеческого капитала и стимулирование участия бизнеса в ESG-повестке.В отчёте подчёркивается, что достигнутый прогресс во многом обеспечен системными мерами Правительства Республики Казахстан, направленными на поддержку отечественных производителей, развитие малого и среднего бизнеса, а также на укрепление устойчивых механизмов экономического развития.В качестве ключевых инициатив Казахстана, получившими положительную оценку ОЭСР приведены несколько критериев:Безопасность труда. Казахстан демонстрирует значительные усилия в снижении производственного травматизма и создании безопасных условий труда. С 2019 года реализуется концепция Vision Zero, направленная на достижение нулевого уровня производственного травматизма и смертности. С 2024 года внедряется цифровая карта мониторинга условий труда, позволяющая обеспечить прозрачность и контроль за соблюдением стандартов безопасности на предприятиях. Дополнительно утверждена Концепция безопасного труда на 2024–2030 годы, которая служит системной основой для профилактики профессиональных рисков и внедрения культуры охраны труда.Экологическая модернизация. Важным элементом устойчивой инфраструктуры стало внедрение механизмов перехода к экологически чистому производству. Предприятия, применяющие наилучшие доступные технологии (НДТ), освобождаются от уплаты экологического налога на выбросы. При этом государство предоставляет как финансовую, так и техническую поддержку в модернизации производств, включая субсидирование инвестиций, упрощение процедур и консультационное сопровождение.Развитие возобновляемой энергетики. Казахстан стимулирует инвестиции в проекты по использованию возобновляемых источников энергии (ВИЭ). С 2016 года для таких проектов действуют налоговые льготы, а с 2020 года — полное освобождение от НДС и таможенных пошлин на импортируемое оборудование. Помимо фискальных стимулов, предусмотрены гранты в размере до 30% от объёма инвестиций, что делает рынок ВИЭ более привлекательным для инвесторов.Программа «Тариф в обмен на инвестиции». Этот механизм направлен на возмещение затрат инвесторов в сфере инфраструктуры и энергетики через регулируемые тарифы. Программа обеспечивает предсказуемость возврата инвестиций, способствуя привлечению частного капитала в модернизацию энергетических и коммунальных систем.Развитие человеческого капитала. Учитывая значимость кадрового обеспечения для устойчивого роста, 2025 год в Казахстане объявлен Годом рабочих профессий. Основной акцент сделан на профессиональное обучение и повышение квалификации специалистов в приоритетных секторах: энергетике, строительстве, водоснабжении и транспорте. Эти меры способствуют укреплению институционального и трудового потенциала в критически важных отраслях инфраструктуры.Существенная часть анализа в отчете ОЭСР посвящена деятельности АО «Фонд национального благосостояния «Самрук-Қазына», который признан ключевым институциональным механизмом продвижения принципов ответственного ведения бизнеса (ОВБ) и устойчивого развития в Казахстане. Фонд рассматривается как катализатор перехода государственных предприятий к ESG-ориентированным практикам, демонстрируя высокий уровень институциональной зрелости и управленческой последовательности. Его деятельность направлена не только на обеспечение возврата инвестиций в стратегическую инфраструктуру, но и на реализацию социальной миссии по укреплению локальной промышленности и предпринимательства.Среди приоритетных инструментов реализации этой повестки выделяются: заключение долгосрочных контрактов с отечественными поставщиками; системное вовлечение субъектов малого и среднего бизнеса в производственные цепочки дочерних компаний; стимулирование развития отечественных компетенций и локализация ключевых элементов инфраструктурных проектов. One of the strategically important facilities for the city of Shymkent, the Almaar Logistics trade and logistics center, located near the international transport corridor "Western China - Western Europe", is currently operating effectively. A private investor invested 14.8 billion tenge in the construction of a multifunctional complex with a total area of 24 thousand square meters. This is a major project aimed at developing the regional economy. The center is fully equipped with modern storage technologies. A logistics system has been implemented that allows for the rapid delivery of perishable food products to consumers without having to store them for a long time. This is an effective way to maintain product quality and reduce costs. The activities of the Almaar Logistics Center make a significant contribution to ensuring the city's food security, optimizing the work of small and medium-sized businesses, and increasing export potential. Such projects will increase Shymkent's potential as a logistics hub and open up opportunities for closer ties with regional and international markets.
NEW SCHOOL CONSTRUCTION NEAR COMPLETION 10.07.2025
Due to the population growth in the Telman microdistrict of Shymkent and to prevent students from having to travel long distances to attend schools, construction of a new school began last year. The construction of this educational institution, designed for 1,200 students, began in April last year and is planned to be commissioned by the new academic year of this year. Currently, interior finishing works are nearing completion. External landscaping and engineering infrastructure works are underway at the construction site. It is expected that once the school is put into operation, the educational situation for the residents of Telman will significantly improve and the problem of student density will be resolved.

The General Command of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan held a meeting summarizing the first half of 2025, focusing on social welfare and increasing financial support for military personnel.The meeting brought together representatives of the Military Department of the Committee on Legal Statistics and Special Records of the Prosecutor General’s Office, as well as senior staff of the General Command and specialized departments. The main agenda centered on the pressing social issues faced by service members and the development of legislative proposals to address them.Major General Kairat Umbetov, Deputy Commander-in-Chief for Educational and Social-Legal Work of the National Guard, emphasized:“Improving the quality of life for service members is one of our top priorities. Guardsmen stand daily at the front lines of public order and safety. We must provide them with dignified service conditions and reliable social support. This meeting is not just about reviewing results — it is about setting the direction for the months ahead.”As a result of the meeting, it was decided to form a working group comprising representatives of the National Guard, legal experts, and officials from relevant government bodies.
