Kazakhstan promotes the priorities of financing technologies of the future within the framework of the Shanghai Cooperation Organization Development Bank. Additional sources of financing for the economies and infrastructure projects of the SCO member states and partner countries were discussed on April 29-30, 2026 in the city of Xi'an (PRC).The event was attended by Vice Finance Ministers of the SCO member states and partner countries, as well as representatives of the SCO Secretariat. Our country was represented by Vice Minister of Finance Dauren Kenbeil, who took part in the second consultative meeting on the creation of the SCO Development Bank.During the meeting, key parameters of the future financial organization were discussed, including priority areas of financing and capitalization mechanisms.In his remarks, Dauren Kenbeil noted that the SCO Development Bank should become an institution focused on supporting next-generation technologies. Among the priorities identified are projects in the fields of artificial intelligence and biotechnology, as well as the development of mechanisms for the transfer of industrial and “green” technologies, including those from the People’s Republic of China. Special attention was paid to issues of non-sovereign financing, the formation of authorized capital using local currencies, and alternative financial instruments. Following the meeting, the parties agreed to continue high-level consultations. The next meeting is scheduled for May 28–29, 2026, in Bishkek (Kyrgyz Republic). The State Revenue Department of East Kazakhstan region reports that monitoring the turnover of excisable products remains a priority, including detecting counterfeit goods and suppressing the shadow trade of alcohol, tobacco, and petroleum products.Under the Tax Code of the Republic of Kazakhstan (Articles 151,174), the department conducts regular inspections. In accordance with the Tax Code, the deadline for individuals to pay vehicle tax for the preceding period falls on April 1 of each year, e.g., for the current year the 2025 tax year is due.​Should a taxpayer fail to meet this deadline, they will be issued a notification to settle the tax arrears within 20 working days, late payment penalties will accrue for each day the balance remains unpaid.​The deadline to act upon this notification is 30 working days following its delivery. If the notification is not fulfilled, the tax authority will issue a formal tax order for debt collection (hereinafter – the tax order) in a format established by the authorized body. This order will be sent to the individual no later than five working days after its issuance.​Pursuant to Article 190 of the Tax Code, if an individual fails to comply with a tax order, the tax authority will refer the case to the relevant territorial judicial authorities or the regional chamber of private bailiffs, enforcement will then proceed in accordance with the legislation of the Republic of Kazakhstan regarding enforcement proceedings and the status of bailiffs.During the enforcement of a tax order, private bailiffs (PB) may implement measures such as the seizure of property, freezing of bank accounts, wage garnishment, and restrictions on international travel or the right to drive.​Furthermore, private bailiffs collect an additional fee of 25% of the total debt for their services. To avoid these additional costs and restrictive measures, vehicle owners are strongly advised to pay their taxes on time.​In addition, the region will continue to conduct enforcement activities under the annual Memorandum between the Regional Chamber of Private Bailiffs, the Department of Justice, and the Police Department.
