At the expanded meeting of the Government of the Republic of Kazakhstan, Head of State Kassym-Jomart Tokayev delivered a closing speech, paying special attention to the development of regions, the formation of a digital state, and the introduction of artificial intelligence. According to the President, these areas directly affect the long-term sustainable development of the country. Kassym-Jomart Tokayev said that on his instructions, the concept of regional development until 2030 was approved last year. The main goal is to reduce socio-economic inequality between regions and improve the quality of life of the population. The President noted that the economies of the regions are generally growing, but a number of pressing issues remain unresolved. One of them is the lack of infrastructure. On average, the level of infrastructure coverage of regions is 64.1 percent. This indicator varies significantly between regions. In particular, the newly formed Abai and Ulytau regions, as well as the Almaty region, lack infrastructure. The Head of State instructed to pay special attention to these regions. The President charged regional leaders with taking concrete measures to diversify the economy, increase citizens' incomes, and reduce inflation. Attracting quality investment and creating new jobs through the development of small and medium-sized businesses should also be the main focus of akims. Kassym-Jomart Tokayev highlighted the issue of creating a digital state as a strategic task. The Head of State noted that this position is not an empty declaration. The new draft Constitution provides for the formation of a unified system with clear mechanisms for protecting human rights. As evidence of this, the President noted that a separate article on the legal profession was included in the draft Constitution at the suggestion of the Bar Association. This norm was assessed as an important step towards increasing the level of legal protection of citizens. In addition, the new Constitution further emphasizes the secular nature of the state by giving priority to the education system. All three prize places Kazakhstani teams are in the lead: “Kazakhstan A” completed the “Rescue the Officer” task in record time (02:00 min.) and is leading the tournament table. “Kazakhstan B” won the second place, and the bronze medal of the third stage went to the “Kazakhstan C” team. Based on a number of proposals from citizens, public organizations, scientists, and legal associations, new important additions have been made to the draft of the new Constitution of Kazakhstan. They were presented by Bakhyt Nurmukhanov, Deputy Chairman of the Constitutional Court, at the tenth meeting of the Commission on Constitutional Reform. He informed that the Commission had received proposals to enshrine volunteerism at the constitutional level. Therefore, the faction of the “AMANAT” party proposes to change the concept of “the President dissolves” in Articles 46 and 62 to “the President has the right to dissolve”. As a result, the possibility of artificial dissolution of the Constituent Assembly and political crisis will be eliminated. The proposed clarification is a kind of protection against shaking the system from within, destabilizing it through artificially created disagreements, and trying to drag the country into a protracted institutional crisis. These changes correspond to the logic of reforms and the Just Kazakhstan model.
