The new Constitution of Kazakhstan proposes to further clarify the forms of ownership 10.02.2026
Azat Peruashev, a deputy of the Majilis and leader of the Ak Zhol party faction, proposed to more clearly define the form of ownership in the new Constitution of the Republic of Kazakhstan. He made his proposal at the tenth meeting of the Commission on Constitutional Reform. Azat Peruashev noted that the status of the property institute plays an important role in investment attractiveness and a positive business climate in the economy. According to him, the current Constitution provides for only two types of property: state and private. At the same time, modern economists divide property into at least 5-6 types. "The constitutions of Finland, Lithuania, Latvia, Azerbaijan and other countries, along with state and private property, include municipal property. The constitutions of China, Brazil, and India include collective or cooperative property. In some countries, public property, that is, the ownership of companies listed on the public stock market, stands out. In a number of other countries, the list of forms of property in the Constitution is not limited at all, in order to encourage economic diversification," he said. According to Azat Peruashev, the current development of market relations creates the need to additionally define municipal property, the property of PMIC and condominiums, and the property of private individuals and entrepreneurs. He also recalled the President's January interview with the Turkestan newspaper, in which the Head of State identified cooperatives as one of the most effective types of activities for agricultural producers. "But is a cooperative a simple collection of private property, as interpreted in the Civil Code today? The long-standing disputes of shareholders with latifundists, credit unions with borrowers, and other examples show that this issue has not been fully worked out in the current legislation," the deputy noted. According to him, the same can be said about other types of joint ownership, because today not only private enterprises are developing in business, but also enterprises of individual founders with state participation, businesses associated with municipal bodies acting on behalf of the State Enterprise for the Development of the Republic of Kazakhstan, etc. Azat Peruashev noted that given the rapid growth of various new forms of industry and the creative economy, over time there may be a need to define new forms of digital property. "In this regard, I believe it is necessary to emphasize that the main principle in resolving the property issue is market relations, that is, competition, anti-monopoly criteria, or more precisely, the ability to choose different approaches," the deputy said. In this regard, the leader of the Ak Zhol party faction suggested considering the possibility of further clarifying the form of ownership in the new Constitution. In particular, it was proposed to rewrite paragraph 1 of Article 8 as follows: "All forms of property in the Republic of Kazakhstan shall be recognized, guaranteed and equally protected." “Two inmates were married at a correctional institution in the Abai Region.” 10.02.2026
           At a maximum-security facility of the Criminal Executive System Committee in the Abai Region, a state registration of marriage was held between two convicted individuals.The procedure was carried out in strict compliance with the requirements of the legislation of the Republic of Kazakhstan and in full observance of the established detention regime. The official registration of the marriage was conducted by an employee of the Civil Registry Office of the city of Semey in the presence of representatives of the facility’s administration.According to one of the convicted individuals, the decision to start a family was made several years ago. At that time, he had already been sentenced to nine years of imprisonment. It later became known that a child was born, who is now almost two years old. Despite initial objections from the spouse’s relatives, the convicted man maintained contact with them and managed to convince them of the seriousness of his intentions.                   Employees of the women’s correctional colony of the Criminal Executive System in the Abai Region visited secondary schools in the Zharma District. As part of outreach and career guidance activities, representatives of the institution visited three general education schools and held meetings with senior students.             The main purpose of the events was to familiarize students with the specifics of service in the criminal executive system and to promote the profession of a Criminal Executive System officer. On 6 February 2026, a briefing for national air carriers dedicated to the management of inadmissible passengers (INAD) through the use of Advance Passenger Information (API) and Passenger Name Record (PNR) data was held at the Aviation administration of Kazakhstan (AAK) under the chairmanship of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan.The event was organized with the participation and initiative of the International Organization for Migration (IOM) — including its country offices in Kazakhstan and Türkiye, the Regional Office in Vienna, and others — as well as the United Nations Office of Counter-Terrorism (UNOCT), and with the participation of the Border Service of the National Security Committee of the Republic of Kazakhstan. Riga, February 9, 2026 - The Latvia-Kazakhstan Business Conference was held in Riga, organized by the Association of Latvian Stevedoring Companies in cooperation with Latvian Railways and with the assistance of the Embassy of the Republic of Kazakhstan in the Republic of Latvia.Kazakhstan's Ambassador Dauren Karipov reported on the consistent development of the transit and transport potential of the Republic of Kazakhstan, a key international hub in both the East-West and North-South directions. He emphasized the timeliness of the measures being taken to commission new railways and highways in Kazakhstan, build modern transport and logistics centers, and create an effective digital ecosystem. This creates additional favorable conditions for the expansion and deepening of Kazakh-Latvian relations, the Kazakh diplomat noted. State Secretary of the Ministry of Transport of Latvia Andulis Židkovs confirmed the interest in strengthening cooperation between the two countries in the field of transport and logistics based on the use of the country's developed port and railway infrastructure. He informed about the measures taken by the Government to increase the volume of international cargo transit. Proactive plan: water volume increased in the Northern Aral Sea 09.02.2026
The water volume of the Northern Aral Sea has increased to 24 billion cubic meters. This is higher than the planned result. These figures were achieved in three years. Initially, it was planned to bring the water level to 20.5 billion cubic meters. This was announced by the industry ministry, according to 24KZ.Over 20 years of systematic restoration work, the area of the Northern Aral Sea has grown by 36 percent, the volume of water has almost doubled, and mineralization has halved.The ministry holds regular meetings with the population of the Aral Sea region. On the agenda are options for the further restoration of the Northern Aral Sea. As a result, a decision was made to expand the existing Kokaral dam. It is expected that this will increase the volume of water in the Northern Aral Sea to 34 cubic kilometers, with a filling period of up to five years. The technical version of the project is currently under review by an interdepartmental expert commission.At a meeting of the National Kurultai in Kyzylorda, the President once again raised the issue of the Aral Sea. Kassym-Jomart Tokayev stressed that the issues require a systematic and international approach. Moreover, it is not only the fate of the Aral Sea that is at stake. Kazakhstan Participated in the Charity Festival in Jeddah 09.02.2026
Jeddah, 8 February 2026 - Kazakhstan took part in the annual charity festival “A Cup for a Good Cause”, which was held in Jeddah from February 5 to 7, 2026.The event was organized by the Jeddah First Women's Charity Association and brought together over 100 participants from various countries, who presented cultural and national exhibitions from their respective nations, as well as the Consulates General of 13 countries. The funds raised during the festival were allocated to support underprivileged families and children.The participation of the Republic of Kazakhstan in the event was facilitated through the active support of the Consulate General of the Republic of Kazakhstan in Jeddah and formed part of ongoing efforts to develop cultural and humanitarian cooperation with the Kingdom of Saudi Arabia.The female members of the Kazakh diaspora in Jeddah distinguished themselves admirably. Kazakh women residing in the KSA contributed to the preparation of the national pavilion, warmly welcomed visitors, and offered traditional Kazakh dishes, including baursaks, kazy, bureks, chak-chak, samsa, irimshik, khvorost, tar cheesecakes, tea, and, of course, the famous Kazakh chocolate.The Kazakhstan national exhibition attracted significant interest from participants and guests of the festival, providing them with the opportunity to familiarize themselves with the country’s culture, national traditions, aspects of daily life, and the distinctive features of Kazakh cuisine. Promotional materials and displays effectively showcased the rich historical and cultural heritage of the Kazakh people.Additionally, festival visitors were introduced to Kazakhstan’s cultural and educational tourism routes, which include historical cities, architectural monuments, cultural heritage sites, and ethno-tourism locations reflecting the traditions and lifestyle of the Kazakh people. Local residents and foreign guests had the opportunity to learn more about the country’s natural diversity—from scenic canyons and vast steppes to mountainous landscapes and lakes.The three-day cultural event concluded with the presentation of commemorative gifts and letters of appreciation to festival participants. New Constitution: Special importance is attached to the protection of citizens' rights and freedoms 09.02.2026
A discussion meeting was held at the Bolashak College in Shymkent to discuss and explain the draft of the new Constitution of the Republic of Kazakhstan. Teachers and masters of the educational institution participated in the event and made informative reports on the main priorities for the comprehensive modernization of the country's political system. During the meeting, Master of Laws Ayaulym Tolenbekova emphasized the importance of the new draft Constitution, noting that this document legally establishes the future-oriented strategic development direction of Kazakhstan. According to her, the draft Constitution creates a concrete legal basis aimed at protecting traditional values such as family and marriage, preserving national unity, as well as ensuring the equal rights and freedoms of citizens. – The new Constitution will be an important step towards recognizing Kazakhstan before the international community as a civilized and historically responsible state, based on knowledge and science, upholding human rights and the rule of law as its main values. This document will allow every citizen, especially the younger generation, to feel their responsibility in shaping the future of the country, to deeply understand national pride and a common historical mission, – said A. Tolenbekova. The speaker also noted that the new Constitution will strengthen the status of the Constitutional Court and increase its role in ensuring the rule of law. Now every citizen will have the opportunity to directly appeal to the Constitutional Court if their constitutional rights are violated. During the meeting, it was noted that the new draft Constitution places special emphasis on strengthening the principle of the rule of law, protecting the rights and freedoms of citizens. These changes are aimed at creating a legal state and increasing justice and trust in society. At the end of the event, a special video clip was shown to the participants about the main changes and additions to the draft New Constitution. The participants of this meeting expressed their support for the draft new Constitution of our country.
