Since January 13, 2025, key changes related to the transition to the international standard ISO 20022 for payment formats have entered into force in Kazakhstan. This step significantly affects the process of non-cash payments, namely the rules for forming payment orders.1.     The appearance of new graphs in payment orders • "Actual payer": Now payment orders must specify not only the sender of the money, but also the actual payer. This means that if the payment is made by a separate department, it is important to provide their exact details. •"Moneysender":Thiscolumnshows the details of the person whoinitiates the payment.Thisupdate is importantforaccurateaccounting,especiallyifpaymentsare made throughbailiffsorforseparatedivisions.2.Legalentitiesandseparatedivisions• When a legal entity pays payments for its separate division, the "Actual payer" column now indicates the BIN of that division, rather than the organization itself. Payments through bailiffs • If the bailiff pays money to the budget for the debtor's obligations, in the "Actual payer" column it is necessary to indicate the data of the debtor himself — last name, first name, patronymic and his IIN.  In order to strengthen the "Law and Order" narrative in the activities of quasi-public sector entities, as well as provide methodological support to compliance control specialists, the Anti-Corruption Service of the East Kazakhstan region organized an anti-corruption school for compliance officers in the region. The event was attended by more than 150 representatives of quasi-public sector organizations. Opening the school, Asylkhan Ashikov, First Deputy Head of the Anti-Corruption Service of the East Kazakhstan region, presented a report on the current state of compliance activities in the region. In his speech, he noted both the results achieved and the existing problems affecting the effectiveness of compliance services. In particular, it was emphasized that in many organizations the process of internal analysis of corruption risks is formal, limited to standard recommendations, which reduces its practical significance. The report was also delivered by the chief specialist of the state and Legal Department of the office of the Akim of the East Kazakhstan region, E. Karpova, who highlighted the key aspects of the work of compliance services within the framework of TBN4 project management. An important area of the school's work was the professional development of compliance officers. In this context, Professor S. Kovalev of the East Kazakhstan Branch of the Academy of Public Administration under the President of the Republic of Kazakhstan discussed in detail the functional issues of compliance officers, their tasks and responsibilities in the quasi-public sector. Efforts to recover illicitly transferred assets remain one of the key tasks of the Anti-Corruption Service.These efforts are carried out in accordance with the President’s directives under the principle of “follow the money” and are an important part of the strategy to prevent corruption, aimed at strengthening public trust in state institutions.Since 2022, assets amounting to over KZT 1.12 trln have been returned to the state and quasi-state sector entities.Illicitly obtained money and property, both within the country and abroad, are actively being sought.To this end, close cooperation is maintained with the Financial Intelligence Unit of the Financial Monitoring Agency of the Republic of Kazakhstan, as well as with international partners through informal communication channels such as “GlobE”, “CARIN”, “ARIN”, and other networks, which allows for the prompt identification and recovery of assets.Similar work is also being carried out by regional departments.For example, during a search conducted by the Anti-Corruption Service of the Zhetysu region at the premises of a suspect in a criminal case involving the embezzlement of budget funds in the education sector, financial documents containing details of a foreign bank were discovered.In cooperation with the FMA’s Financial Intelligence Unit, information was obtained about part of the stolen funds being transferred to accounts at the mentioned foreign bank.Subsequently, using the global “GlobE” network, a liaison officer from the Anti-Corruption Service established contact with foreign colleagues, who confirmed the existence of accounts and financial flows from the suspect and his relative.They also provided data regarding a non-resident of the Republic of Kazakhstan who received funds. An international investigative request for legal assistance has been sent to the competent authorities of the foreign state to freeze these funds for potential confiscation.Cooperation is in progress.Other details are not subject to disclosure in accordance with Article 201 of the Criminal Procedure Code.In general, during financial investigations, assets registered in the names of relatives, trusted persons, or others—often used as nominal owners—are scrutinized. Typically, they cannot justify the legitimacy of the origin of the property and funds used for its acquisition, and their declared income is significantly lower than the value of the assets.For instance, in the East Kazakhstan region, a suspect in a corruption case registered a car and two apartments acquired with criminal funds in the name of an unemployed relative.In Shymkent, an official used embezzled funds to purchase an electric car for his spouse.In Zhetysu, financial investigations led to the identification and seizure of assets valued at KZT 2.8 bln, including cash, six vehicles, and an apartment.These are not isolated cases.All such assets are subject to a freeze, and the issue of their confiscation is resolved by the court when delivering a verdict.During the process of locating, freezing, and recovering assets, as well as determining their beneficial owners and obtaining relevant information and evidence, close cooperation is maintained with the Committee on Asset Recovery of the General Prosecutor’s Office and other law enforcement agencies, including those of foreign states.For example, as a result of joint work with the Committee on Asset Recovery, the Interdistrict Court for Civil Cases in Astana ruled in favor of the state and returned cash, jewelry, and luxury items totaling over KZT 5 bln.Through investigative actions and analysis of the collected materials, reasonable doubts have been established regarding the legitimacy of the sources and origin of these assets, as well as their inconsistency with the declared income or other lawful sources.It should also be noted that, by the President’s directive, all money seized from corrupt officials is allocated for social needs.From the “Education Infrastructure Support Fund,” which has been replenished by KZT 153.3 bln, the construction of 89 schools with nearly 100,000 student places has already been financed in several regions and major cities.Out of the planned 89 schools, 61 have been built and commissioned, providing 74.4 thousand places, of which 29 are located in rural areas.This has helped resolve the shortage of places in 9 educational institutions, including 6 three-shift schools, 2 emergency schools, and 1 dilapidated school.In 2024, 25 new schools were built, most of them in the capital as well as in the Mangystau, Almaty, and Zhambyl regions. All educational institutions have been equipped with modern facilities for comfortable learning.This year, the construction of another 28 schools, providing 22,000 student places, is planned.Another source of financing is the “Special State Fund,” which is replenished from revenues and funds obtained from the sale of property returned to the state, including through the efforts of the Anti-Corruption Service.Part of these funds has already been allocated for the construction of 12 facilities, including 7 schools in rural areas (in the Atyrau, Turkestan, Zhetysu, and Ulytau regions), 2 sports complexes (in the Akmola and Almaty regions), 1 dormitory (in Shymkent), and 2 kindergartens (in Aktobe and Petropavl).In addition, funds from the Special State Fund will be used in the capital to build a new stadium named after K. Effective corruption prevention is possible only through active public participation.The Anti-Corruption Agency implements the principle of openness through various communication channels.In our work, the principles of "transparency" and "openness" come first.One of the key areas of the Agency's work is the organization and operation of a call center that ensures prompt and effective interaction with people.The Anti-Corruption Service Call Center operates 24/7 and provides people with free information and consultation support.Operators answer questions about the Agency's activities, and they accept complaints, suggestions, and feedback on anti-corruption issues.The Center responds around the clock to telephone messages reporting cases of corruption, including instances of committed or impending offenses, as well as cases of hindering entrepreneurial activities.Upon receiving a call regarding a suspected corruption offense, the operator immediately connects the caller with a duty officer of the Agency, who registers the report and takes prompt response measures.Thus, each report is verified in a timely manner.If sufficient grounds exist, a pre-trial investigation is initiated.In 2024, the Call Center received over 26,000 inquiries:- Approximately 5,800 consultations were provided on anti-corruption issues;- 862 messages contained signs of corruption offenses.The number of criminal cases opened as a result of the reports received through the Call Center is increasing.We remind you that whistleblowers receive a one-time monetary reward if a court decision or guilty verdict against the offender enters into legal force.The incentive is regulated by the Rules and serves as an effective mechanism to stimulate a zero-tolerance approach toward corruption and to engage civil society in the prevention of this dangerous social phenomenon.The reward amounts to up to 10%, but not over 4,000 MCI. That is, for providing reliable information on corruption offenses, a reward of up to KZT 15.7 mln is provided.In 2024, the Anti-Corruption Service rewarded 104 citizens with a total amount of KZT 35.5 mln, including 38 state employees who were recognized with certificates.Most of the reports contain cases of extortion of bribes for not holding individuals criminally and administratively accountable, abuse of power, favoritism, violations in public procurement, and other unlawful actions by officials.The largest number of rewarded individuals are from Karaganda, Aktobe, and West Kazakhstan regions, where between 6 and 10 people have been rewarded.Reports from state employees themselves are also increasing.In 2024, in the city of Shymkent, a citizen "B" was rewarded an amount of KZT 6 mln (or 10% of the bribe amount) for assisting in curbing the criminal activities of citizens "T" and "B."In Astana, a citizen "T" was rewarded KZT 3 mln by the City Department for reporting corruption involving two citizens who incited others to bribe police officers.At the same time, the Anti-Corruption Service ensures the full confidentiality of informants. Tuberculosis preventionEvery year, from February 24 to March 24, a Tuberculosis Prevention Month is held, timed to coincide with March 24, World Tuberculosis Day. The month dedicated to the fight against tuberculosis is held under the motto: "Yes! We can defeat tuberculosis: commit, invest, act." The main objective of the Month is to inform the population about measures for personal and public prevention of tuberculosis, about the first signs of tuberculosis, about the dangers and severe consequences of tuberculosis infection, and fostering joint responsibility for health.; awareness of the need for mandatory preventive examinations. Tuberculosis is a dangerous infection that can claim many more human lives than any other infectious disease. According to WHO, one third of the world's population is currently infected with tuberculosis.Tuberculosis (the ancient name "consumption") is a chronic infectious disease with a predominant localization of the inflammatory process in the lungs. Along with the pulmonary forms of the disease, extrapulmonary forms may also develop, since the pathogen is capable of affecting all human organs.The causative agent of tuberculosis (mycobacteria) has significant resistance to low and high temperatures and high humidity. In natural conditions, in the absence of sunlight, Mycobacterium tuberculosis can remain viable for several months: in street dust - for 10 days, on the pages of books they can remain alive for three months, in water - up to 150 days, in soil they persist for up to 6 months, in raw milk — up to 2 weeks, in butter and cheese — up to 1 year. The main source of tuberculosis infection remains a sick person. When coughing, tuberculosis bacilli with droplets of sputum settle on objects and enter the soil. When inhaling polluted air with dust particles, tuberculosis pathogens enter the lungs of a healthy person. Infection is also possible through contact with household items used by the patient. One patient can infect from 10 to 15 healthy people in contact with him during the year. Infection can also occur when eating raw milk and dairy products from cows with tuberculosis, or when buying these products "by hand" from random sellers. The main symptoms of tuberculosis are rapid fatigue and general weakness, decreased or lack of appetite, weight loss, excessive sweating, shortness of breath with little physical exertion, an increase in body temperature to 37.2-37.8 ° C, prolonged, untreatable cough or coughing with sputum (possibly with blood). On the eve of Nauryz Meiramy, a ceremonial presentation of keys to new apartments took place in the Kostanay district.
