Soldiers of the National Guard Found Five Lost Children and Returned Them to Their Parents 26.08.2025
Last weekend in the capital, during patrol duty, servicemen of military unit 5573 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan demonstrated vigilance: they discovered and returned to their parents five children.While patrolling in the Saryarka district, Private Damir Sarsenov, together with Privates Nurlan Medemin and Yerasyl Pernebekuly, noticed a three-year-old child who was alone. The guards immediately took action, located the parents, and handed the child over to his father.The next case occurred in the Yesil district. After receiving a call from a father who had lost his child, Privates Kairat Muratbek and Arman Amangeldy promptly began the search. Thanks to coordinated actions together with police officers, the child was quickly found and returned to his father. The grateful parent wished the soldiers success in their service.Later the same day, three more children went missing in the Saryarka district. Patrol group commander Junior Sergeant Allabergen Avkey noticed an eleven-year-old boy walking alone and helped him reunite with his mother. Later, on another patrol route, another child—a girl—was found. Privates Alibek Aueskhan and Igor Nelyubov, together with police officers, escorted her to her mother. Closer to night, Junior Sergeant Allabergen Avkey discovered an eight-year-old girl and also safely returned her to her parents.Thus, thanks to the vigilance of the servicemen of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan, five children were returned to their parents safe and sound. Owners of apartments and non-residential premises in one entrance of an apartment building have the right to make a decision on collecting targeted contributions to finance activities not provided for in the annual cost estimates, if this does not affect the interests of owners of other entrances of an apartment building. A decision on major repairs of an entrance or replacement of an elevator is considered to have been made with the consent of more than two thirds of the total number of apartments and non-residential premises in this entrance and must be formalized by an appropriate protocol. After the adoption of the protocol, the owners, together with the council of the house, send the document to the chairman or the management entity approved by the meeting for execution. The Chairman or the management entity is required to indicate in the monthly and annual reports additional expenses not related to the costs of managing the condominium facility and the receipt of earmarked funds. The right to choose a contractor to carry out major repairs may be exercised by the entity managing the condominium facility, provided that this right is granted by the council of the house or the assembly. Deadlines for submission of monthly reports by KSK and MIB changed in Kazakhstan 26.08.2025
All objects and management entities are obliged to submit a monthly report to property owners. Monthly reports must be prepared in accordance with the approved reporting form, posted in the public domain, as well as published through the information system and be open in nature. Reports must be agreed and approved by the House Council and signed by the chairmen of the MIB or the subject of management. Принципы распределения средств между республиканским и местными бюджетами на ближайшие три года рассмотрены на заседании Правительства. Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин представил проект Закона «Об объемах трансфертов общего характера на 2026–2028 годы», разработанный с учетом подходов нового Бюджетного кодекса.По его словам, прогноз доходов местных бюджетов на 2026 год определен в объеме 10,7 трлн тенге с последующим ростом до 13,3 трлн тенге в 2028 году. Расходы местных бюджетов прогнозируются на уровне 14,9 трлн тенге в 2026 году и достигнут 18,7 трлн тенге к 2028 году.С учетом прогноза доходов и расходов были определены объемы межбюджетных трансфертов. Объем субвенций, направляемых в регионы из республиканского бюджета, составит 5,1 трлн тенге в 2026 году. Объем изъятий у регионов-доноров в республиканский бюджет определен на уровне 879,9 млрд тенге.На основе прогнозных расчетов ожидается, что в 2028 году Павлодарская область станет финансово самодостаточной и выйдет из категории получателей субвенций. В рамках исполнения поручений Президента по обеспечению долгосрочной сбалансированности государственных финансов на заседании Правительства рассмотрен долгосрочный прогноз развития страны на 2026–2035 годы. Об основных параметрах документа доложил заместитель Премьер-министра – министр национальной экономики Серик Жумангарин.По его словам, были рассмотрены три сценария развития: базовый, умеренный и альтернативный. В базовом варианте среднегодовой рост ВВП за 10 лет составит 4,5%, что позволит увеличить номинальный ВВП до 473,2 трлн тенге к 2035 году.В соответствии с прогнозом, доходы государственного бюджета в 2035 году увеличатся до 66,8 трлн тенге. При этом для снижения зависимости от сырьевого сектора размер гарантированного трансферта из Национального фонда предусмотрен с постепенным снижением до 2 трлн тенге начиная с 2029 года.«Доходы государственного бюджета в 2035 году увеличатся до 66,8 трлн тенге. Гарантированный трансферт предусмотрен со снижением до 2 трлн тенге с 2029 года. В рамках исполнения поручений Главы государства по обеспечению устойчивого экономического роста на заседании Правительства рассмотрен Прогноз социально-экономического развития страны на 2026-2028 годы. Об основных макроэкономических индикаторах доложил заместитель Премьер-министра – министр национальной экономики Серик Жумангарин.Прогноз сформирован на основе базового сценария. Согласно ему реальный рост ВВП в 2026 году составит 5,4%, а среднегодовой темп за три года достигнет 5,3%. Номинальный ВВП вырастет со 183,8 трлн тенге в 2026 году до 229,8 трлн тенге в 2028 году.Основными драйверами роста экономики станут реальный сектор и сфера услуг. В обрабатывающей промышленности прогнозируется увеличение темпов роста с 6,2% в 2026 году до 6,6% в 2028 году за счет реализации инвестиционных проектов. Средний рост за три года в строительстве ожидается на уровне 11,0%, в сфере транспорта – 10,1%, в торговле – 6,7%.Министр отметил, что в прогнозируемом периоде сохранится положительный торговый баланс. Экспорт увеличится с $77,1 млрд в 2026 году до $83,7 млрд в 2028 году, импорт – с $67,7 до $75,2 млрд. Прогноз инфляции в 2026 году не превысит уровня 10,0%, в 2027 и 2028 году – на уровне 6%.На основе макропрогноза сформированы параметры бюджета на предстоящий трехлетний период. Доходы республиканского бюджета, по прогнозам, составят 19,2 трлн тенге в 2026 году с последующим ростом до 23,2 трлн тенге в 2028 году. Гарантированный трансферт из Национального фонда определен в размере 2,7 трлн тенге ежегодно.Дефицит бюджета определен на уровне 2,5% к ВВП в 2026 году со снижением до 0,9% к ВВП в 2028 году. On August 23, 2025, the Republican Sports Contest was held in the city of Shchuchinsk, Akmola region, dedicated to the 20th anniversary of the establishment of the PSC among the employees of the NAO State Corporation Government for Citizens. The event was the final stage of sports competitions that took place at the regional level in all regions and cities of national importance. The final part was attended by teams from the cities of Astana, Almaty, Shymkent, as well as Abai, Akmola, Zhetysu, North Kazakhstan, Turkestan and Aktobe regions. The participants of the regional stages demonstrated a high level of preparation, cohesion and commitment to results, which allowed them to reach the final stage.
