The allocation of social assistance to certain categories of citizens in need by decisions of local representative bodies is a social support measure provided to citizens in difficult life situations, in accordance with the decisions of maslikhats and local executive bodies. Servicemen of the Spring 2025 conscription serving in Military Unit 5513 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan are preparing for discharge into the reserve. During their year of service, they helped maintain public order on city streets, guarded secure facilities, and performed duties at penitentiary institutions.Over the course of their service, the soldiers of Conscription Cycle 1-2025 successfully completed 256 service and combat missions. Personnel of the unit were deployed 65 times to ensure security during mass public events.While conducting patrol duties, they delivered 574 individuals to the internal affairs authorities, including 72 persons suspected of committing crimes. In addition, 38 attempts to smuggle prohibited items into correctional facilities were prevented near penitentiary institutions.Three servicemen distinguished themselves through their dedication and service in various areas of the National Guard’s mission.Private Nurbolat Murat from Kokshetau became widely known after a video of him gained thousands of views on social media. While on duty, the guardsman comforted a crying child in a stroller, earning heartfelt appreciation from online users. Before joining the military, Nurbolat worked in the food service industry, and during his service he qualified as a military cook. His story became a vivid example that servicemen are distinguished not only by discipline and responsibility, but also by compassion.Private Beibarys Rakhym was drafted from the city of Shymkent. During the Military Oath ceremony, he was entrusted with leading the color guard among the conscripts. Today, he serves at a vehicle checkpoint of a penitentiary institution, where the security of the facility depends on his vigilance.Private Nurdaulet Kosherbay also arrived for service from Shymkent. Before joining the military, he was actively involved in judo. He now serves as part of a guard unit responsible for protecting penitentiary institutions. According to the guardsman, military service allowed him not only to continue practicing sports but also to gain valuable life experience.In the coming days, the soldiers will return home. Each of them will remember this year differently, but they all share one thing in common — the experience of military service, responsibility for the safety of citizens, and an understanding of the importance of military duty.Overall, during the past year, National Guard servicemen across Kazakhstan detained and delivered approximately 18,000 offenders to internal affairs authorities, including more than 700 individuals suspected of crimes. They carried out 3,308 patrol missions, ensured security during 985 mass events, seized 308 firearms and bladed weapons from illegal circulation, and uncovered 153 cases involving the possession and transportation of narcotic substances. Paris, 10 June 2026 – The outcomes of the symposium on the history of the Golden Horde held in Astana were among the topics discussed at the international conference “Heritage, Travel and Traditions of the Silk Roads: A Journey of Intercultural Dialogue,” organized at UNESCO Headquarters on the occasion of the International Day for Dialogue among Civilizations.UNESCO’s senior leadership, ambassadors of countries situated along the historic overland and maritime Silk Roads, as well as prominent scholars and experts in history and cultural heritage, took part in the event.In his remarks, Kazakhstan’s Permanent Delegate to UNESCO, Ambassador Askar Abdrakhmanov, highlighted his country’s role in the development of the Silk Roads and their contemporary manifestations as a vehicle not only for economic exchange but also for intercultural dialogue and interaction.In this context, the Ambassador informed participants of the meeting in Paris about the outcomes of the international symposium “The Golden Horde as a Model of Steppe Civilization: History, Archaeology, Culture and Identity,” held in Astana on 19–20 May 2026.According to him, the participation of more than 300 delegates from over 20 countries across Asia, Europe, the Americas and the Middle East, representing various research schools specializing in the history of the Golden Horde and the Great Steppe, reflected the high international importance of a systematic study of the political, socio-economic and cultural heritage of this large medieval state and the continued relevance of further in-depth research on the broad range of related topics.As the Ambassador recalled, during the era of the Golden Horde, which controlled the northern branch of the Silk Roads and ensured the security of trade routes across the Great Steppe, tons of goods regularly passed through its territory, including silk from China, spices from India, furs from Russia, horses from Central Asia, and handicraft products from Europe and the Middle East. He noted that the minting of a vast number of coins in the name of the rulers of the Ulus of Jochi (Golden Horde) was evidence of its economic power, while discoveries of these coins across various regions of Eurasia help us today to trace more accurately the history of trade and other exchanges along this section of the Silk Roads.“The grand symposium on the heritage of the Golden Horde, held in Kazakhstan under the patronage of UNESCO, clearly demonstrated the strong interest of the international scholarly community in rethinking the interconnected histories of Eurasia and the Great Steppe through a broader and more inclusive perspective,” the diplomat emphasized.In this regard, he thanked the leadership of this reputable intergovernmental organization for its valuable support for the Kazakh initiative, its high-level participation in the symposium, and its substantive contribution to the academic discussions held in Astana.For his part, Lazare Eloundou Assomo, Director of the UNESCO World Heritage Centre, who headed the Organization’s delegation to the symposium in Astana, praised the event’s high organizational and substantive quality. How funds have been used under the "National Fund for Children" program as of May 1, 2026?From February 1, 2024, to May 1, 2026, 297,895 applications totaling over $53.09 million have been processed. Funds were transferred to authorized operators for subsequent deposit into applicants' bank accounts.Of the total number of processed applications, 187,597 applications totaling approximately $33.39 million were used to improve housing conditions, and 110,298 applications totaling $19.70 million were used to pay for education.As a reminder, recipients of targeted savings (TS) have the right to use the entire amount or a portion of it. Unused balances of funds continue to be stored in the targeted savings account (TSA). The most popular method for improving housing conditions was replenishing housing construction savings for further accumulation (183,436 applications completed, totaling approximately $32.72 million). Funds were also contributed as down payments for mortgage loans to purchase housing (1,425 applications, totaling $232,770), and for the purpose of acquiring housing through civil law transactions (final settlement), totaling 989 applications, totaling $156,590.The largest amount of funds within the framework of the use of the Housing Construction Savings Fund for education was allocated to pay for educational services at educational institutions located in the Republic of Kazakhstan, either in installments (for each academic period or academic year) or in full (for the entire term of study) (101,899 applications, totaling $18.51 million, were completed). The following areas were also in demand: replenishing an educational savings deposit under an educational savings deposit agreement (5,796 applications completed, totaling approximately $801,290), and paying for educational services at foreign educational institutions in installments (for each academic period or academic year) or in full (for the entire term of study) (2,075 applications completed, totaling $308,590).Detailed information on social security payments for improving housing conditions and/or paying for education, broken down by authorized operators and regions, is available on the enpf.kz website.As a reminder, Kazakhstani children received a further payment of $130.71 per child based on the results of 2025, $129.38 per child in 2024, and $100.52 per child in 2023.Children under 18 receive annual payments from the National Fund as targeted benefits. According to the law, the amounts accrued to young Kazakhstani children remain part of the National Fund's assets and continue to be invested. These individuals must independently obtain information about their CT through their personal account on the ENPF or e-government websites. Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov participated in a meeting of the Regional Investment Headquarters.During the meeting, issues related to the implementation of several investment projects crucial for the socio-economic development of the region were discussed. Particular attention was paid to attracting financing, improving the regulatory framework, developing infrastructure, and state support for investors.Alibek Kuantyrov noted that the Atyrau Region is one of the country's key economic centers, accounting for over 60% of oil production and approximately 80% of gas production in Kazakhstan. He emphasized the importance of further diversifying the region's economy, developing the petrochemical complex, energy, logistics, and high-value-added manufacturing.The goal of Government set to increase Kazakhstan's economy to $450 billion by 2029 and attracting at least $150 billion in foreign direct investment was also noted. In this regard, the effective operation of regional investment headquarters and the development of high-quality regional investment portfolios are of particular importance.The meeting addressed the implementation of strategic projects by companies as Sillen, KMG PetroChem, Atyrau Carriage Works, Fibratex and Butadiene, as well as initiatives to expand the region's tax base by registering contractors and subcontractors in the Atyrau region.A separate discussion focused on the development of the Atyrau Special Economic Zone, including the construction of utility infrastructure and the expedited approval of the SEZ's internal regulations.As part of his working visit, Alibek Kuantyrov also visited several industrial enterprises in the region. During his visit to Talshykteks LLP, the development of textile production and the implementation of projects for the advanced processing of raw materials were discussed. At Fibratex LLP, the prospects for expanding the plant's production capacity and measures of state support for investment initiatives were discussed.Currently, a pool of 60 investment projects has been formed in the Atyrau region, totaling over 7 trillion tenge and creating over 6,000 permanent jobs.
