On the eve of the 80th anniversary of the Great Victory, Akim of the Karaganda region Ermaganbet Bulekpayev congratulated veterans of the Great Patriotic War, home front workers, blockade runners and concentration camp prisoners on the holiday.The winners were greeted by a brass band performing songs from the war years,and a lively corridor of pupils from the Begeldinov Republican Military School escorted the guests to the covered dastarkhan.An exhibition of museum exhibits and military equipment was also organizedto commemorate the heroic pages of history.Today, 8 war veterans, 2,634 home front workers, 116 widows of front-line soldiers, 29 concentration camp prisoners and 10 Leningrad blockade survivors live in the Karaganda region.— Dear veterans! My friend and I were shouting and rejoicing. And even after 80 years, these memories make her happy," the veteran recalls. — And we returned home only in 1946. I wish you all good health, peaceful skies and delicious bread. May no generation of our country know what war is anymore!It has been 80 years since the cannonade of guns died down, and Viktor Semenovich Abramenkov still remembers everything as if it were yesterday. When the war began, he was six years old and lived in the Smolensk region, where the partisans were active throughout the war. What a little boy didn't have to see in four terrible years!– I still sometimes dream about the sound of a bomb exploding. He's so shrill that you want to hide somewhere, bury yourself in the ground," recalls the home front worker. – And when the victory was announced, my mother cried: not all of our family returned from the front.Congratulations to the veterans continued with a concert program. Local performers and ensembles performed musical numbers.Artists of the Karaganda Musical Comedy Theater and the K. Bayzhanov Concert Association showed a literary and musical production "At the Halt",where songs of the war years were played.And the veterans sang along together, having heard their native melodies.During the war, more than 1.2 million people left Kazakhstan for the front. Participation of the Republic of Kazakhstan in the WCO European Region Heads of Customs Conference 08.05.2025
On April 29–30, 2025, the Conference of Heads of Customs Administrations of the European Region of the World Customs Organization (WCO) took place in Brussels. The event was attended by representatives of WCO member countries from the European Region, the WCO leadership, the European Commission, and international partner organizations. The Republic of Kazakhstan was represented by the State Revenue Committee of the Ministry of Finance. The conference served as a key platform for dialogue on pressing issues in the area of international customs cooperation. The outcomes of the discussions will form the basis for proposals to be submitted to the upcoming WCO Council Session scheduled for June 2025. The conference was officially opened by Øystein Børmer, WCO Vice-Chair for the European Region, who emphasized the progress achieved by member countries in implementing reforms and capacity-building initiatives. WCO Secretary General Ian Saunders presented a report on the implementation of the WCO Modernization Plan and the Strategic Plan for 2025–2028. Key topics addressed during the conference included the draft budget for 2025–2026, development of the network of regional training centers, promotion of the “Green Customs” initiative, implementation of the COP29 Baku Declaration, and proposals related to the institutional reform of the WCO. Particular attention was given to the issue of representation of the European Region in the WCO governing bodies. With Kazakhstan’s current term on the WCO Policy Commission (2023–2025) approaching completion, the regional members expressed support for Kazakhstan’s candidacy to the WCO Finance Committee for the 2025–2026 term. Kazakhstan’s participation in the conference reaffirmed its commitment to active engagement in advancing international customs cooperation, including in key areas such as digitalization, sustainability, and global trade security. In the margins of the conference, the Kazakh delegation also held a number of bilateral meetings with customs administrations of other countries to explore opportunities for enhanced cooperation. VAT administration within the EEU: general approaches and differences 08.05.2025
Within the Eurasian Economic Union (EEU), combining Kazakhstan, Russia, Belarus, Kyrgyzstan and Armenia, there are general principles for collecting value added tax (VAT) in mutual trade. At the same time, each country implements its own mechanisms for administration and digital control of taxation.The key element of the system was the transition to the obligatory use of electronic invoices and integration with the mutual trade accounting information system for the Republic of Kazakhstan. It allows for transparency of transactions and simplification of tax control. The Russian Federation and the Republic of Belarus use more advanced digital solutions, including product traceability systems. In turn, the Kyrgyz Republic and the Republic of Armenia are at the stage of convergence of national procedures with the approaches of the other EEU member states.VAT rates vary in the countries of the Union: Kazakhstan and Kyrgyzstan have a 12% rate, while Russia, Belarus and Armenia have 20%.The Eurasian Economic Commission (EEC) is considering creation of a unified digital VAT accounting platform within the EEU To eliminate administrative barriers and increase the effectiveness of tax control. "Heritage of Tulips": Scientists and Environmentalists Gather in the Zhambyl Region 08.05.2025
In the mountains of Karatau, located in the Zhambyl Region, the international festival "Қызғалдақ мұра" – "Heritage of Tulips" brought together scientists, environmentalists from various countries, and nature enthusiasts to discuss the preservation of the region’s unique tulip heritage.Every year with the arrival of spring, Karatau becomes covered in a bright, living carpet, attracting researchers, tourists, and local residents alike. The Zhambyl Region confidently leads among the regions of Kazakhstan in terms of tulip species diversity. The area is home to 18 species of this spring flower, 10 of which are listed in the Red Book of Kazakhstan. Based on these native species, Dutch specialists have developed dozens of new tulip varieties that today adorn parks and gardens around the world.The unique natural value of the region became the central theme of the "Heritage of Tulips" festival.The event brought together not only local residents but also guests from Germany, Ukraine, Kyrgyzstan, the Netherlands, Russia, China, Turkey, and India. What kind of checks can the tax authorities carry out? 08.05.2025
The Department of State Revenue for the Mangystau region informs that, in accordance with Article 145 of the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code), tax audits are divided into the following types:1) periodic tax audits based on risk assessment;2) unscheduled tax audits.Periodic tax audits based on a risk assessment are inspections ordered by tax authorities in relation to taxpayers based on the results of an analysis of tax reports, information from authorized state bodies, as well as information obtained from official and open sources of information on taxpayers' activities.The basis for the appointment of periodic tax audits based on a risk assessment is a semi-annual schedule approved by the decision of the authorized body.Unscheduled tax audits are inspections carried out on applications, complaints, in connection with liquidation, on the grounds provided for by the Criminal Procedure Code of the Republic of Kazakhstan, and so on.Also, according to Article 140 of the Tax Code, tax audits are carried out in the form of a comprehensive, thematic, counter-audit, and time-based survey. Accounting of cash registers transferred to the new ISNA system: important information for taxpayers 08.05.2025
The Department of State Revenues of the Kyzylorda Region informs that as part of the digital transformation of the tax system, a phased launch of modules and subsystems of the Integrated Tax Administration System (ITAS) is being carried out.With the transition to the ITAS, the functions of interaction with fiscal data operators (FDO) on issues of registration, changing information and deregistration of cash register machines (KKM) with the function of recording and (or) transmitting data are being transferred. This function has been removed from the integrated tax information system (INIS) in relation to eight operators:JSC Kazakhtelecom, JSC Transtelecom, JSC Jusan Mobile, LLP Kar-Tel, JSC Kaspi Bank, LLP IT ANALYTICS, LLP Smartcontract, LLP Bukhta.Starting with the implementation of the pilot project, all actions related to registration, changing information and deregistration of KKM are carried out exclusively through the ISNA. From April 24 to April 25, 2025, a meeting of the BRITACOM Council, a key platform for international tax cooperation within the framework of the Belt and Road Initiative, was held in Beijing (People's Republic of China) on the basis of the BRITA Beijing International Tax Training Center. The event was attended by representatives of more than 20 tax administrations, international organizations and the academic community. The meeting was opened by Mr. Wang Daoshu, Executive Secretary of the BRITACOM Secretariat and Deputy Chairman of the State Tax Administration of China. Mr. Benjamin Chan, Chairman of the BRITACOM Board and Commissioner of the Hong Kong (PRC) Tax Department, emphasized the importance of BRITACOM as a mechanism for strengthening global tax cooperation. Kazakhstan was represented at the event by the Acting Head of the divison of the Training and methodological center of the State revenue committee of the Ministry of finance of the Republic of Kazakhstan Kaliyev Zhunusbek. He made a report on the activities of the BRITA Astana for 2019-2025 and made proposals in the following areas: • Development of cooperation with other BRITA centers, including joint training events and lecturer exchanges; • Building effective communication networks to strengthen the links between the BRITA centers and the BRITACOM Secretariat. During the meeting, key topics such as digitalization of tax administration, development of services for taxpayers and further strengthening of the BRITACOM institutional base were discussed. Special attention was paid to presentations by participants from Algeria, Cameroon, Georgia, Nepal, Tajikistan, the United Arab Emirates, Saudi Arabia, China, Indonesia, Mongolia and other countries, as well as a presentation by the International Bureau of Tax Documentation (IBFD) on global practices. During the event, an application for observer status from the Federation of German Industry (BDI) was approved, highlighting BRITACOM's growing role on the international agenda. The meeting participants also visited the Yanqi Lake Conference Center and the First Chaoyang District Tax Office in Beijing, where they got acquainted with digital taxation practices and the e-invoicing system. On May 2, 2025, as part of the cooperation between the Training-Methodical Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (TMC SRC MF RK) and the Customs Institute of the Customs Committee under the Ministry of Economy and Finance of the Republic of Uzbekistan (CI CC MEF RU), an online lecture was held on the relevant topic “The Problem of Stress Arising in the Activities of Customs Officers and Ways to Overcome It.” The seminar was attended by cadets of the Customs Institute of the Republic of Uzbekistan and employees of the Training and Methodological Center of the SRC MF RK. The purpose of the lecture was to reveal the nature and main causes of stress arising in the professional activities of customs officers and to analyze its impact on the effectiveness of service performance. The speakers at the seminar were:Madina Turakova – Chief Specialist of the TMC SRC MF RK;Khurshida Fayzullaeva – Psychological Expert of the Faculty of Retraining and Professional Development of the CI CC MEF RU. A new specialized lyceum school No. 8 for gifted children is being built in Uralsk. 08.05.2025
In 2025, a new specialized lyceum school No. 8 for gifted children is being built in the city of Uralsk in the West Kazakhstan region. The project is being implemented at the expense of the Educational Infrastructure Support Fund and is aimed at solving an acute problem related to the dilapidated condition of the existing school building. Over the past four years, Lyceum school No. 8 has been forcibly housed in the building of secondary school No. 37 in the city of Uralsk. Due to the lack of facilities, the educational process took place in limited conditions — the educational institution had only 10 classrooms at its disposal, which did not allow it to fully meet the educational needs of students. “We are making every effort to complete the work on time, and we continue to monitor the progress of construction. The next step is to complete the finishing work and prepare the school for commissioning. We are proud that we will be able to provide our students with the best conditions for learning and unlocking their potential," said Alibek Antaziev, Head of the Construction Department. The new school is designed for 400 students and will be a modern four-storey building with a usable area of 8,262.5 m2. The institution provides for the provision of modern equipment, the opening of robotics laboratories, including a drone management training program. Thus, the school will become not only a place for obtaining basic knowledge, but also a center for the development of technical and engineering thinking. To date, the foundation work has been completed. The masonry of the exterior walls of the second and third floors, the installation of internal partitions, the installation of window openings on the ground floor, as well as the installation of floor slabs are underway. In addition, finishing works have begun in the basement and on the ground floor. The current construction readiness of the facility is 22%. The completion of all construction works and the commissioning of the school are scheduled for the end of this year.
