As part of the implementation of the National Product Catalog, the Ministry of Trade and Integration of the Republic of Kazakhstan, together with the Ministry of Finance of the Republic of Kazakhstan and Kazakhtelecom JSC, held expanded working meetings with business representatives in December 2025 at the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan. During the discussions, a wide range of issues related to product registration, post terminals, system integration, and other topics were discussed. Comprehensive clarifications were provided, and an approach for further work on the implementation of the National Product Catalog was defined.Following the agreements reached, the Ministry, together with the Ministry of Finance of the Republic of Kazakhstan and the Atameken National Chamber of Entrepreneurs, signed a memorandum on the phased implementation of the National Product Catalog. This memorandum establishes a coordinated approach between government agencies and the community to implementing the requirements of the National Product Catalog, taking into account market readiness, government services, and information systems.This memorandum stipulates that, starting January 1, 2026, administrative penalties will no longer be applied, and businesses will continue to operate without restrictions. This was done to allay business concerns and complete the pilot operation of the state database of the National Product Catalog.Furthermore, this memorandum establishes a phased introduction of requirements in 2026 for importers, domestic producers, retail chains, and small and micro businesses, including convenience stores. The East Kazakhstan Regional Library for Children and Youth hosted the presentation of a book exhibition-installation titled «Tauelsizdik – en basty kundylygymyz». «Independence is our greatest value». The exhibition was dedicated to the 35th anniversary of the Independence of the Republic of Kazakhstan. The exhibition was organized into three thematic sections: «Tarikhtagy tagdyrly kezen», «Eldiktin enseli jyldary», «Zhasampaz bolashak». Each section featured books, documents, periodicals, and illustrative materials that highlighted the key stages of Kazakhstan’s historical path to independence, the process of establishing a sovereign state, as well as its socio-political and cultural achievements. Visitors had the opportunity to explore historical chronicles, biographies of prominent figures, official documents, as well as contemporary publications reflecting the achievements and reforms of independent Kazakhstan. As part of the ceremonial opening, invited speakers addressed the audience: Shynar Kanatovna Mukanova, who spoke about the significance of the December 1986 events, and Zhandos Tursynuly Tursyn, who highlighted Kazakhstan’s development following the attainment of independence. The event was attended by servicemen of the 2nd Rescue Battalion of Military Unit 68303 named after Kasym Kaysenov, as well as by seventh-grade students of Secondary School No. 50. The active participation of the readers became an important part of the event. The Department of State Revenue for the Mangystau region recalls that on January 1, 2026, a new Tax Code came into force, which provides for three special tax regimes: for the self-employed, based on a simplified declaration, and for peasant (farm) farms. Regarding the transition to a simplified declaration Taxpayers planning to apply the tax assessment on the basis of a simplified declaration must submit a notification on the applicable tax regime by March 1, 2026.If such notification is not submitted before March 1, 2026, they will automatically be transferred to the generally established taxation procedure with a start date of January 1, 2026. Vice Minister of National Economy of the Republic of Kazakhstan Asan Darbayev took part in the opening of the Economic Forum of the United Nations Special Program for the Economies of Central Asia (SPECA), as well as in the 20th session of the SPECA Governing Council, which were held in Ashgabat (Turkmenistan) from January 20 to 23, 2026.Speaking at the opening of the Forum, Asan Darbayev expressed gratitude to the Government of Turkmenistan, as well as the secretariats of the United Nations Economic Commission for Europe and the United Nations Economic and Social Commission for Asia and the Pacific for the high level of organization of the event and consistent work on the development of regional economic cooperation. Report on the 2025 results concerning the taxation of non-residents 26.01.2026
One of the priority areas for the state revenue authorities of East Kazakhstan region is monitoring the timely and comprehensive fulfillment of tax obligations related to corporate income tax (CIT) withheld at the source from non-resident income.According to the Paragraph 1 of Article 679 of the newly revised Tax Code of the Republic of Kazakhstan, 39 types of non-resident income are classified as being from sources within the Republic of Kazakhstan. The most common categories include income from the sale of goods and services within the territory of Kazakhstan, the performance of work, and the provision of services—including consulting, management, financial, engineering, marketing, and auditing. This also encompasses income in the form of dividends, interest, remuneration, royalties, insurance premiums, international transportation, and increase in the value of property.Non-resident taxation is administered through cameral audit of tax reporting form 101.04, ‘Calculation of corporate income tax withheld at the source of payment from non-resident income,’ utilizing data provided by the National Bank of the Republic of Kazakhstan."Cameral control is carried out in the following areas:accuracy of the calculation and withholding CIT at the source of payment, verified against National Bank of the Republic of Kazakhstan data on currency transactions and tax reporting form 101.04;legality of applying tax exemptions and reduced rates under international double taxation treaties;identification of instances involving the unjustified application of full withholding tax exemptions on the income of non-resident legal entities;identification of violations and non-compliance in calculating value added tax for non-residents.Identified violations result in an additional financial burden for taxpayers in the form of penalties, which may adversely affect their financial and economic activities. Determination and control of customs value after the release of goods is a vital component of the customs administration system, designed to ensure the full and accurate payment of customs duties and taxes. Post-clearance control enables customs authorities to conduct comprehensive and detailed analyses of foreign trade transactions by leveraging supplementary information sources.Customs authorities exercise post-release control over customs values through specific mechanisms, such as checking customs documents and (or) information - primarily through a cameral customs audit. Pursuant to Article 417 of the Code of the Republic of Kazakhstan 'On Customs Regulation in the Republic of Kazakhstan,' cameral customs audit involves examination and analysis of information within customs declarations, as well as commercial, transport, and other documents submitted by the audited party during customs clearance or upon official request. One of the primary grounds for initiating cameral customs audit is the output of the risk management system. Upon conducting such an audit, the customs authority issues a 'notification on the elimination of violations,' including a detailed description of the findings. The audited party has twenty working days, starting from the day following the delivery of the notification, to comply. If the party agrees with the findings, fulfillment of the notification is recognized upon the payment of the additional accrued customs duties and taxes. In the event of a dispute, the audited party must provide a formal explanation addressing the identified violations, supported by corroborating documentation and information originally stated in the customs declaration.Should the customs authority accept the provided explanation and supporting documentation, it shall notify the audited party within ten working days of receipt. A "Snow landing" campaign was held in Kostanay region 25.01.2026
Within the framework of the International Year of Volunteers, the charity event "Snow Landing", which has become a good tradition, is being held on an ongoing basis at the initiative of the youth in the Naurzumsky district. The main purpose of the event is to provide household assistance to lonely elderly people in winter.During the campaign, volunteers visit the homes of rural residents in need of support and assist in snow removal from house territories, harvesting water and firewood, as well as performing other household chores, including chopping firewood. Such support greatly facilitates the daily lives of senior citizens.Volunteers try to visit the elderly and provide them with the necessary assistance, taking into account their daily needs.The volunteers' activities are systematic and continue throughout the year. In autumn, young people help with harvesting firewood and harvesting, and in summer they actively participate in landscaping and cleaning of courtyards.Young volunteers who regularly participate in the campaign are always ready to help. The implementation of such initiatives contributes to strengthening the values of charity and mutual support in society, as well as the development of the volunteer movement in the Naurzum district.
